PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Depth Resolved Algal Bloom Mapping (DRABM) Sensor Support Services

1. INTRODUCTION: The Engineer Research and Development Center – Construction Engineering Research

Laboratory (ERDC-CERL) has been tasked by the USACE Aquatic Nuisance Species Research Program to collect subsurface data and develop a 3D harmful algal bloom (HAB) tracking dashboard for advanced HAB monitoring and early detection to enable rapid emergency response mitigation efforts.

2. OBJECTIVE: The objective of this effort is to obtain support services related to the storage, setup, deployment, and routine and incidental maintenance of specialized government HAB program equipment (see attached GFP listing) as it is used by the government to collect subsurface HAB data at Clinton Lake, KS.

3. MAJOR REQUIREMENTS: In order to support the above objective, the Contractor shall complete the following tasks:

a. Task 1 –Field Equipment Storage: In mid to late February 2024 the government will arrange for delivery of the equipment on the GFP listing to the Clinton Lake field site. The contractor shall provide storage for field equipment for up to 2 weeks prior to the deployment period in March 2024. The equipment includes 12 telemetry buoys with anchoring materials (ropes and cinder blocks), 24 data sondes equipped with sensors (temperature, RDO, chlorophyll-a, and phycocyanin), cables to connect the sondes to the buoys, and batteries to power the devices. It is the contractor’s responsibility to ensure the equipment is protected from theft and environmental hazards.

b. Task 2 – Field Support for Equipment Setup and Deployment: The contractor shall provide field support for equipment setup, where applicable, and deployment on the lake estimated for March 2024 for up to 2 working days (08:00-17:00). This may include but is not limited to dock and boat access, where a contractor will be operating the pontoon for locations specified by the government. The contractor shall have experience regarding HAB monitoring specifically at Clinton Lake, KS, and expertise regarding the behavior/dynamics of the HABs at that lake (in case relocation of equipment becomes necessary for data gathering optimization). The contractor shall provide personal protective equipment and shall be responsible for the safety of their personnel in the field site.

c. Task 3 – Routine Equipment Maintenance: The contractor shall provide routine equipment maintenance per the manufacturer’s guidance following the sensor deployment for the duration of the deployment (April 2024 through November 2024). This may include but is not limited to battery changes for the telemetry buoys and data sondes, cleaning of sensors, calibration of the sonde sensors, and minor repairs. The contractor shall refer to the equipment manuals (provided by the government) for recommended times and instructions for these routine maintenance activities. The contractor shall provide personal protective equipment and shall be responsible for the safety of their personnel in the field site.

d. Task 4 –Incidental Equipment Maintenance: The contractor shall provide field support for unexpected incidental maintenance or issues during the deployment period (utilizing their judgment based on their expertise), including but not limited to weather-related disruptions, adjustments to buoys to protect from weather effects (e.g., changing cable length to compensate for depth changes), vandalism, buoy drift, and disconnections. All incidents shall be reported to the government. The contractor shall provide personal protective equipment and shall be responsible for the safety of their personnel in the field site.

e. Task 5 –Water Sampling: The contractor shall conduct, at a minimum, monthly grab surface water samples at each buoy following EPA standards. Surface water sampling shall be performed near the deployed instruments to complement the subsurface data. The samples shall be shipped overnight to ERDC-CERL in Champaign, IL, with delivery no later than Thursdays to ensure the sample is received, refrigerated, and analyzed by the government for QA/QC purposes. The contractor shall provide personal protective equipment and shall be responsible for the safety of their personnel in the field site for the sampling events.

f. Task 6–Equipment Retrieval: The contractor shall provide field support and dock/boat access for recovery, disassembly, and shipment of equipment back to ERDC, estimated to occur in November 2024 for up to 2 working days (08:00-17:00). The contractor shall provide personal protective equipment and shall be responsible for the safety of their personnel in the field site.

4. GOVERNMENT-FURNISHED SUPPORT/INFORMATION/PROPERTY: The official listing of Government Furnished Property for this contract is included as an attachment. A team of government researchers will be onsite to support the set up and deployment of the sensor network, to include calibration, assembly, placement, and initial start-up of data collection. The government is responsible for procuring the sensors, cables, anchors, data storage technology, and parts necessary for maintenance beyond basic consumables. A detailed list of equipment will be provided to the contractor, including item names, descriptions, quantities, value, and part numbers. The government team will return to the site upon the completion of data collection for recovery, disassembly, and shipment of equipment back to the ERDC. The government will also obtain permissions for long-term deployment of the sensors at the field site from the USACE Kansas City District.

Regarding clauses 252.204-7012 and 252.204-7020 in Section I, there will be no Covered Defense Information provided to the contractor under this award.

5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): The ERDC-CERL COR for this task order will be appointed in accordance with DFARS 252.201-7000, and a copy of the designation letter will be provided to the Contractor. Although other Government personnel may clarify technical points or supply relevant information to the Contractor regarding this task order, only a Contracting Officer has the authority to revise any requirements in these specifications, including those resulting from verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, you shall not proceed with the change and shall immediately notify the Contracting Officer.

The Government and the Contractor understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationship exists or will exist under the contract between the Government and the Contractor’s employees.

6. MEETINGS AND REVIEWS: The contractor shall attend the following:

a. A kick-off meeting, via telephone or a virtual platform, shall be held no later than 4 weeks after award to review the contract specifications/deliverables and to plan a date for the equipment assembly tutorial.

b. A meeting via telephone or a virtual platform shall be held between 3-5 months after award to plan dates for the field deployment.

c. Virtual/telephone meetings with the Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) Contracting Officer’s Representative (COR) or Government Technical Field Team Leader monthly during the performance period, as a minimum requirement, at mutually agreeable times and dates, to discuss progress to date and anticipated problems, and to ensure that the Contractor's work is compatible with ERDC-CERL work on other aspects of the project.

7. TRAVEL REQUIREMENTS: It is anticipated that the contractor shall have their team traveling to the field site for initial set up, followed by a minimum of a monthly basis and after significant weather events for sensor maintenance and water sampling, and finally for equipment retrieval. The contractor is responsible for coordinating all travel arrangements for their personnel.

8. REPORTS/DELIVERABLES: The Contractor shall submit a summary of work performed by email to the

COR each month of the experiment period to include documentation of any issues with equipment operation or equipment performance and work required to return equipment to an operable state with optimal performance.

Invoices shall be submitted in accordance with the WAWF Instructions clause in Section G. The frequency shall be at the contractor’s discretion, but the values must coincide with the monthly progress reporting so that the total amount invoiced at any given time throughout the period of service is commensurate with the total portion of the effort reflected as complete within the corresponding progress reporting.

9. SCHEDULE: The performance period shall be within 16 months from the date of award, with shipment and storage of equipment and a target deployment in March 2024, continued monthly operations and maintenance throughout the deployment, and disassembly and return of the equipment in November 2024. Contractor support will be required for up to 2 days (each from 08:00-17:00) for equipment set-up in March 2024, and for up to 2 days (each from 08:00-17:00) for equipment retrieval in November 2024. A kick-off meeting will be held within 4 weeks of the award to discuss contract specifications and deliverables. Exact dates for field deployment will be determined during the second meeting for Tasks 1 and 2 and agreed to by both parties in writing at least 14 days in advance of the fieldwork. If unforeseen events occur that delay the Government’s initial deployment, alternative dates will be scheduled under similar terms at a later date.

10. ANTI-TERRORISM/OPERATIONAL SECURITY: None.

11. PERIOD OF SERVICE: All work shall be completed by the date listed in Section F.
