PERFORMANCE WORK STATEMENT

ROBOTICS OPERATIONAL CONCEPT DEMONSTRATION VIDEO

1. INTRODUCTION: Robotic and Autonomous Systems (RAS) capabilities improves the combat effectiveness of the future force. The Army RAS Strategy describes how the Army will use human-machine collaboration to increase operational options in a multi-domain battle and how the Army will integrate new technologies into future organizations to help ensure overmatch against increasingly capable enemies. The RAS capabilities contribute to solutions to address ten Army Warfighting Challenges. Investments in RAS will address five capability objectives: increase situational awareness; lighten the warfighters’ physical and cognitive workloads; sustain the force with increased distribution, throughput, and efficiency;

facilitate movement and maneuver; and increase force protection. The RAS Strategy specifically states that Army and DoD labs are critical to accomplishing the RAS end state.

The Robotics Community of Practice (CoP) is responsible for managing implementation of the Army RAS S&T Annex. Robotics technologies in the formation is fundamentally new for the Army. To implement the RAS Strategy the CoP ensures that unparalleled autonomy-enabled capabilities are developed concurrently with operational experimentation and CONOPS development. ERDC is an S&T member of the community and serves as the lead for the Army Robotics Community of Practice (CoP) for developing the unmanned engineer, according to Army Chief Roboticist Dr. Robert Sadowski. These tools will allow the research team to demonstrate concepts that are still in development status and that are not far enough along in development for live demos. These tools will show the status of current work as well as the path for the future. This will provide the team a mechanism to show stakeholders, prospective collaborators, and potential funding sources the capabilities that are under development to support the engineer officer down range.

2. OBJECTIVE: The objective is to provide visual tools, in the format of videos and animations/models, for the Robotics and Autonomous Systems program to demonstrate the operational concept of the on-going development of robotic activities. The RAS program requires access to cameras, software, and sound equipment that is not available in-house but that must be used in order for compatibility for future development as well as with existing equipment and models.

3. MAJOR REQUIREMENTS: The video must be stand-alone, high-quality, and artistic story that provides a wide variety of audiences an understanding of the RAS operational concept without requiring a team member to describe what is being viewed. In order to accomplish the work, it shall be necessary for the Contractor to complete the following:

a. Task 1: Develop a storyboard to demonstrate the future RAS capabilities in an impactful way to multiple audiences. The storyboard is critical to ensure that each animations, models, and video come together to tell one story. This will ensure that the mission of the RAS program is depicted accurately in a high-quality video that can stand alone as a marketing tool.

b. Task 2: Model the equipment being utilized by the Robotics and Autonomous Systems program. This shall include the following equipment: Drone, Landshark Robot, Jackal

Robot, and Autonomous Skid Steer(s) with multiple attachments; Backhoe, Bucket, Trencher, Fork, Hammer, Blades, Saw, and Shears.

b. Task 3: Model a Woodland environment. The RAS team is developing robots and autonomous activities that will support the Engineer officer in multiple environments. The team is unable to demonstrate the technology in each of these environments. It is necessary for the environments to be modeled for the operational concept.

c. Task 4: Model a HEMTT A4 with M870A1 trailer. In the field the robotic systems will be setup in advance by Engineers to have the appropriate attachments and programming to complete multiple activities simultaneously. To demonstrate the overall concept of the robots it will be necessary to have the military transportation equipment modeled.

d. Task 5: Model the following obstacles; large tree branches, jersey barriers – both concrete and metal. In order to demonstrate the capability of the robots and autonomous systems the obstacles that they will work evaluate and translate into a task in support of the Engineer must be modeled.

e. Task 6: The models must come together in a video to demonstrate the overall concept of the RAS program. The video must use a cinematic approach to give the viewer a point-of-view perspective of the concept. The video shall clearly depict what a robot is and what type of construction activities are being developed in support of the Engineer officer.

4. GOVERNMENT FURNISHED INFORMATION/MATERIALS: The government will provide example images of the equipment, environment, transportation vehicles, and obstacles. The government will also allow access to the Landshark and Jackal robots that are currently onsite at the CERL in Champaign, IL for filming purposes.

5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): A COR will be appointed in accordance with DFARS 252-201-7000. No Government personnel, other than the Contracting Officer, shall have the authority to do other than clarify technical points or supply relevant information to the Contractor regarding this contract. Specifically, no requirement in these specifications may be altered through verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer.
