REQUEST FOR INFORMATION:
QUESTION 1: Quantity & measurement: Please confirm the Government's current measured volume (e.
g., ~216k CY with an upper bound of 250k CY) and the acceptance/measurement method (surveyed quantities, area depth, or daily ticketing). Who signs the daily quantities for COR acceptance?
RESPONSE 1: The Government is not providing a measured volume of trees to be removed. An estimated quantity of blue marked trees to be removed is provided in Part 4, Section 1.b. Site Information of the Performance Work Statement. The acceptance/measurement method is a visual inspection by the Government of whether all blue marked trees in the designated work area have been successfully removed in accordance with the Performance Work Statement. Responsibility of signing daily quantities for the Contractor can be determined by the Contractor. For the Government, the Technical Point of Contact will be responsible for inspecting the number of trees removed to determine compliance with the requirements in the Performance Work Statement.
QUESTION 2: Chip specification: Any screen or piece-size limits beyond "mechanical reduction"?
RESPONSE 2: Please refer to Part 3, Section 3.b. for information regarding wood chips.Wood Chipping
QUESTION 3: Staging & haul distances: Where can we stage the grinder and fuel? Expected push/haul distances inside the VSS; any need for ADTs versus dozer/CTL pushing?
RESPONSE 3: The Contractor is permitted to store their equipment on Chairfactory Road as long as it is off the roadway. As stated in the Performance Work Statement, "The Contractor is responsible for receiving and unloading of delivered goods. Government employees will not receive materials or supplies for the Contractor and will not be responsible for damage to the Contractor's equipment or materials." The Contractor is responsible for determining push/haul distances inside the work area, and for determining how work should be performed, including what equipment is most appropriate to be used in the work area.
QUESTION 4: Water & dust control: Approved water source and any dust/noise restrictions?
RESPONSE 4: There are no noise restrictions for operation during the schedule timeframe outlined in the Performance Work Statement. For water and dust control, as stated in the Performance Work Statement environmental protection section, "Containers for excess and/ or waste materials, rubbish, etc. shall be provided by the Contractor at the site, and the site will be inspected/ cleaned daily when working onsite.
Water, air, and land resources shall not be adversely impacted during the course of the work. The Contractor will take necessary steps to ensure all Federal, State, and local environmental regulatory requirements are met at no additional cost to the Government. Assurance of compliance with this section by subcontractors shall be the responsibility of the Contractor." Additionally, regarding an approved
