RE: Report – Limited Pre-Renovation Inspection – Suspect Asbestos and Lead Site: Visitor Center, 60 Ed Moffit Drive, Sandwich, MA 02563
RI Analytical Laboratories, Inc. Project #2023045
Dear Mr. Germano:
RI Analytical Laboratories, Inc. (RI Analytical), Exposure Assessment, and Management (EAM) Division would like to thank you for the opportunity to provide US Army Corps of Engineers (the "Client") with environmental consulting services.
1 BACKGROUND
RI Analytical conducted a limited pre-renovation inspection for and sampling of visible, accessible materials suspected of containing asbestos (“Suspect Materials”) and inspection for and sampling of paints suspected of containing Lead at the above-referenced Site on March 30, 2023.
The purpose of this limited asbestos inspection was to identify, sample, and analyze Suspect Materials at the Site which would be impacted by renovation activities in areas designated by Client. The inspection and sampling was completed by a MADLS1-certified and EPA2-accredited Asbestos Inspector, Danny Mullen
(#AI900798).
1 MADLS = Commonwealth of Massachusetts Department of Labor Standards.
2 EPA = United State Environmental Protection Agency.

Report - Pre-Renovation Inspection – Suspect Asbestos and Lead RI Analytical #2023045 Site: Visitor Center, 60 Ed Moffit Dr., Sandwich, MA 02563 April 26, 2023 - Page 2
15 Lark Industrial Dr., Smithfield, RI 02828 41 Illinois Ave., Warwick, RI 02888 131 Coolidge St., Suite 105, Hudson, MA 01749
The purpose of this limited Lead in paint inspection was to identify whether representative paints on building components at the Site that may be impacted during renovation/demolition activities contain Lead.
The sampling was performed in accordance with generally-accepted industry standards for non-residential (i.e., not child-occupied) buildings.
Client indicated that very little paint will be disturbed and declined the sample collection of likely building renovation/demolition waste that includes painted materials and analysis for TCLP3 Lead for building demolition waste transportation and disposal characterization.
2 ASBESTOS INSPECTION
A property owner must ensure that a comprehensive asbestos inspection is performed prior to the possible disturbance of materials suspected of containing asbestos due to renovation or demolition activities. This is a requirement of the asbestos regulations of EPA NESHAP4, OSHA5, MassDEP6 and MADLS. RI Analytical did not conduct sub-slab or subsurface (underground) investigations to identify concealed suspect materials throughout the subject property.
2.1 Methodology
Suspect Materials identified were classified into Homogeneous Material (HM) groups7 to be sampled and analyzed for asbestos content by PLM8. In addition, NOB9 materials were analyzed using PLM with gravimetric preparation. Samples were analyzed by RI Analytical, a MADLS-certified Asbestos Analytical Laboratory (#AA000028).
2.2 Observations
The 1.5-story building was built in approx. 1937. There were additions (east room and theater) added in approx. 1990’s. The interior materials of the building include gypsum board walls with joint compound, suspended acoustical tile ceiling and carpet flooring. The exterior materials include wood shingle siding and asphalt shingle gable style roof.
Client indicated that the future project renovation scope of work will likely include:
1. Replace (3) HVAC10 Units
2. Install (2) Split Units (East Room/West Room Theater)
3. Replace (4) Exterior Doors
4. Replace (3) Garage Doors
3 TCLP = Toxicity Characteristic Leaching Procedure.
4 NESHAP = National Emission Standards for Hazardous Air Pollutants - 40CFR61, Subpart M.
5 OSHA = United States Department of Labor, Occupational Safety and Health Administration - 29 CFR 1926.1101 Asbestos Construction Industry Standard.
6 MassDEP = Commonwealth of Massachusetts Department of Environmental Protection - 310 CMR 7.00: Air Pollution Control; 7.15 Asbestos 7 Homogeneous Material groups = groups of materials similar in color, texture, and typically application 8 PLM = Polarized Light Microscopy, EPA/600/R-93/116 (1993) "Method for the Determination of Asbestos in Bulk Building Materials."
9 NOB = Non-Friable, Organically-Bound Materials 10 HVAC = Heating, Ventilation, and Air Conditioning

5. Remove (3) Roof Vents
6. Install Roof Insulation (East Room/West Room Theater)
The building was occupied at the time of inspection.
2.3 Results
The EPA, OSHA, and the MADLS, define a material that contains greater than one percent (> 1%) asbestos as an ACM11. MassDEP further defines ACM as materials containing greater than or equal to (≥) 1% asbestos.
MassDEP also defines a category of materials, ACWM12, as:
• ACM removed during renovation or demolition activities;
• Materials contaminated by an ACM during renovation or demolition activities; or
• ACM on and/or in facility components that are inoperable or have been taken out of service.
The MassDEP further defines waste material containing any amount of asbestos as an ACWM, which must be managed and disposed in accordance with the requirements for packaging [310 CMR 7.15 (15)], transport [310 CMR 7.15 (16)], storage and disposal [310 CMR 7.15 (17)], and waste shipment records and reports [310 CMR 7.15 (18)]. Materials that are identified as “Not Detected” are specified as not containing asbestos.
The Suspect Materials HM groups sampled with laboratory analytical results are summarized in Table 1 below. Materials determined to be ACM are highlighted in yellow. Materials determined to be ACWM are highlighted in green. The laboratory analytical report and chain-of-custody form are attached.

3 LEAD IN PAINT SAMPLING
Painted building components at the Site that may be disturbed during renovation/demolition activities were sampled to determine Total Lead content. The sampling was performed in accordance with generally-accepted industry standards for non-residential (i.e., not child-occupied) buildings.
3.1 Methodology
Paint chip samples were collected from representative paints using the following procedures to check Lead content of painted materials:
a. Paint chips were carefully loosened and removed using disposable hand tools to prevent contamination.
b. A section of paint including all layers down to the substrate was removed and containerized.
c. Each sample was individually containerized, labeled, and identified with a unique sample number to designate the location of the sample.
d. The samples were submitted under chain of custody to RI Analytical Laboratories for analysis of Total
Lead by ICP13.
3.2 Results
The laboratory sample analytical results are summarized in Table 2 below. Surface coatings determined to contain Lead in paint above Detection Limit of the analytical method are highlighted in orange. The laboratory analytical report and chain-of-custody form are attached.

4 CONCLUSIONS AND RECOMMENDATIONS
4.1 Asbestos
None of the sampled suspect ACM that were identified in the areas designated by Client as likely to be impacted by the scope of work was found to contain asbestos (i.e., no ACM or ACWM were identified within the scope of work established by Client) utilizing the EPA, OSHA, MADLS and MassDEP protocols and criteria.
If Suspect Materials should be encountered during renovation/demolition activities that are not identified in this report as being non-ACM, they should be assumed to be ACM until sample collection and laboratory analysis indicate otherwise.
All work related to asbestos abatement (i.e. removal, repair, encapsulation, and enclosure) must be completed by a MADLS-licensed Asbestos Contractor in accordance with federal, state, and local rules and regulations, including those of OSHA, as required. Storage, transportation, and disposal of ACM must also comply with EPA, OSHA, and MassDEP regulations.
4.2 Lead Paint Sampling
All three (3) paint samples collected were found to contain Lead above the Detection Limit of the analytical method.
All paints should be treated as if they contain Lead and all work that may impact paints must be completed in accordance with the requirements of OSHA Lead in Construction Standard 29CFR1926.62.
There may be other painted components present in the building which contain Lead but were not included in the scope of work for sampling at the time of this inspection. Surface coatings not tested should be assumed to contain Lead and be treated accordingly, or until sample collection and laboratory analysis indicate otherwise.
The OSHA Lead in Construction Standard 29 CFR 1926.62 does not specify a level of Lead in surface coatings (including paints) below which it is safe to impact them without appropriate work practices, engineering controls, personal medical monitoring, and personal protective equipment and respiratory protection.
Work on any Lead-containing materials (i.e., such as drilling, grinding, sanding, scraping, burning, wheel cutting, torch-cutting and welding) must comply with the OSHA regulations. The contractor must prove, through air sampling analytical data, that removal of painted materials containing Lead will not expose employees to levels of Lead prohibited by the regulations. Compliance with this standard will also ensure that employees will not be exposed to inhalation of elevated airborne levels of Lead, as well as skin contact with and ingestion of Lead while this work is conducted.

15 Lark Industrial Dr., Smithfield, RI 02828 41 Illinois Ave., Warwick, RI 02888 131 Coolidge St., Suite 105, Hudson, MA 01749
Lead paint waste and debris must be packaged, transported and disposed of appropriately. All building materials coated with Lead-containing paint must be properly removed and containerized. Prior to disposal, a TCLP analysis must be conducted on each waste load to ensure that the leachable Lead is below five milligrams per liter (<5.0 mg/L) for proper transportation and disposal in accordance with 40CFR261.24. If the TCLP result of the waste load is below 5.0 mg/L, then the waste load may be considered general construction debris (assuming no other hazards exist). If the TCLP result is above 5.0 mg/L, the waste load must be treated as hazardous and packaged, transported disposed of accordingly.

5 LIMITATIONS
RI Analytical conducted a limited pre-renovation asbestos inspection in the Site building. Limited destructive investigations in representative locations were conducted to identify and sample building materials suspected of containing asbestos. However, some hidden Suspect Materials may only be discovered during renovation/demolition activities and discovered materials must be sampled for laboratory analysis for asbestos prior to being impacted in any way or assumed to be ACM and treated accordingly. In addition, RI Analytical conducted sampling and analysis of paints for Total Lead. Likely building demolition waste sampling and analysis for analysis of Leachable Lead was not conducted per Client. No sampling or inspection for other hazardous materials was included. No sub-slab or subsurface (underground) investigations to identify concealed hazardous materials throughout the subject property was included in the scope of work.
All observations documented in this report were made under the conditions existing at the time of this investigation. Should hidden conditions be found or changes from existing conditions occur in the future, warranting further inspection, sampling and laboratory analysis, they should be brought to the attention of RI Analytical.
This report was prepared at the request of Client. We further confirm that Client, its affiliates and subsidiaries, and their successors, assigns and grantees may rely on the report within the limitations and recommendations contained therein, as if it were prepared for the benefit of and addressed to them.
This report should not be represented, reproduced, or disseminated without the written approval of RI Analytical or Client. No warranties other than those expressed in the contract for this project are expressed or implied.
Please do not hesitate to contact our EAM Division at 401-737-8500 if you have any questions concerning this report or if we may be of further assistance.
