SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Location
The Boston Harbor, located along the east coast of Massachusetts and western side of Massachusetts Bay, is bordered by the cities and towns of Boston, Everett, Chelsea, and Revere. Boston Harbor is an urban harbor with a well-developed shoreline of commercial and industrial waterfront businesses and residences. It is the largest port in New England. Boston Harbor includes all the expanse of tidewater lying within a line from Point Shirley near the East Boston-Winthrop line to the Point Allerton in Hull and Dorchester Bay, and Quincy Bay. It comprises an area of about 47 square miles, exclusive of islands.
1.1.2 Project Description
The port of Boston Harbor serves the six-state New England region, and is the region's primary container port. Large tankers and freighters transit the harbor to load and unload goods. The purpose of this project is to restore the Federal Navigation Channel and Anchorage area to its authorized depths.
The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.
The work of this project in the base bid consists of maintenance dredging of the Boston Harbor Federal Navigation Project in the following areas:
Broad Sound North Channel to a required depth of -35 MLLW, with two foot allowable overdepth, Broad Sound South Channel to a required depth of -30 MLLW, with two foot allowable overdepth, Nubble Channel to a required depth of -15 MLLW, with two foot allowable overdepth, 35-foot Anchorage to a required depth of -35 MLLW, with two foot allowable overdepth, and the 35-foot Main Ship Channel to a required depth of -35 MLLW with two foot allowable overdepth. Approximately 197,000 cubic yards of material from the Broad Sound North Channel, the Broad Sound South Channel, and the Nubble Channel shall be mechanically dredged and placed at the Mass Bay Disposal Site (MBDS) roughly 15 nautical miles from Boston Harbor.
Approximately 10,000 cubic yards of material from the 35-foot Anchorage shall be mechanically dredged and placed at the MSC CAD Cell shown on the contract drawings. Approximately 100,000 cubic yards of material from the 35-foot Main Ship Channel shall be mechanically dredged and placed at the MSC CAD Cell shown on the contract drawings.
Optional items that may be exercised in the contract include maintenance dredging portions of the 35-Foot Main Ship Channel to a required depth of -35 MLLW, with two foot allowable overdepth. If all options are exercised, approximately 100,850 cubic yards shall be mechanically dredged and placed in the MSC CAD Cell in the Main Ship Channel.
SECTION 01 11 00 Page 3
All dredging must be accomplished by mechanical means and dredging of the silt material to be placed in the MSC CAD Cell will require the use of an environmental bucket.
The Contractor shall execute the work diligently and maintain a dredging production rate, based on working 24 hours per day and 7 days per week, of not less than 70,000 cubic yards for each 30 calendar day period of actual dredging work at the site.
1.2 FISHERIES PROTECTION WINDOWS
To protect fisheries resources, placing of dredged material in the CAD Cell during the 15 February to 15 July time period, in any year, requires that the Contractor employ a fisheries observer, fish startle equipment, and sonar equipment. Should placement of dredged material be required during 15 February to 15 July, of any year, Optional Bid Item 0010 will be exercised by the Government.
1.3 RECOMMENDED ENVIRONMENTAL NO DREDGE LOCATIONS AND TIME PERIODS
The Contractor shall avoid dredging operations at the project site between Station 380+00 and Station 427+00, from 15 April through 15 June, inclusive, of any year. This shall be reflected in the Contractor's initial Progress Schedule and Work Plan and periodic updates, as required by Section 01 32 01 PROGRESS SCHEDULE.
If the Contractor is unable to incorporate this environmental window, the Contractor shall submit an official request to dredge during this window for approval to the Contracting Officer.
1.4 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:
SD-01 Preconstruction Submittals
Pre-Dredging Photographic Survey; G, RO
The Contractor shall submit a pre-dredging photographic survey as described in this section.

The location for the docking of floating plant and the off-loading of equipment and crews shall be clearly indicated.
1.5 PHYSICAL DATA
Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
a. Site Conditions: The indications of physical conditions on the drawings and in the specifications are the result of site investigations and surveys. The conditions represented prevailed at the time the investigations and surveys were made. A pre-dredge survey may be performed by the Government of the areas to be dredged and of the disposal location within the Main Ship Channel CAD Cell prior to the start of Contractor dredging operations at the site. Before commencing work at the site, the Contractor shall verify the existing conditions indicated on the drawings and in the specifications. See CONTRACT CLAUSE entitled "SITE INVESTIGATION AND CONDITIONS AFFECTING
THE WORK".
b. Weather Conditions: The monthly normal mean temperature and the monthly normal mean precipitation for the site may be obtained by the Contractor from the nearest U.S. National Weather Service Office.
c. Tide Conditions: The average tide range is 9.5 feet with spring tidal ranges often in excess of 11.0 feet. The typical fastest tidal currents in Boston Harbor occur in the deep ship channels (up to 1.4 knots) during spring tides in the souther lane of the Main Ship Channel (Corps/Massport, 1994)
d. Transportation facilities: The Contractor shall make its own investigations on the use of municipal, State and Federal highways, roads, streets, and bridges.
e. Conditions of Channel: Soundings shown on the contract drawings are the results of surveys conducted during the time period indicated on the drawings and are believed to indicate existing conditions.
f. Channel Traffic: Boston Harbor and the adjacent areas to be dredged are mainly used by deep draft commercial vessels, fishing vessels, and numerous small recreation and commercial craft, which may cause some interference with contract operations. Oil barges frequent the harbor during the winter heating season. Certain restrictions on vessel movement are in place when liquid natural gas tankers traverse the harbor. Delays in vessel movement of up to three hours per transit of liquid natural gas should be anticipated. The Contractor will be required to conduct the work in such a manner as to obstruct navigation as little as possible, and in the event the Contractor's plant so obstructs the channel as to make difficult or endanger the passage of
SECTION 01 11 00 Page 5 any vessels, the plant shall be promptly moved on the approach of any vessel to such an extent as may be necessary to afford a practicable passage. Moving of dredging plant may also be based on the determination of the docking pilot if vessel traffic requires it.
g. Height Limitations: The Contractor shall coordinate all construction activities in advance with the Boston Logan Airport Operations and Boston Air traffic Control Tower (ATCT). Points of Contacts are listed below in Subpart "Points of Contact" of this section. The crane booms, hoisting equipment, or other equipment used by the Contractor to complete the dredging shall conform to the marking/lighting requirements of FAA Advisory Circular 70/7460-1 L, Obstruction Markings and Lighting, flags/red lights - Chapters 3 (Marked), 4, 5(red) & 12. In the Navy Dry Dock Channel and Main Ship channel near the airport, the dredge shall not be moored during non-work periods unless the crane boom shall be lowered. The maximum height of any equipment, varies from 155 feet to 170 feet above mean sea level (MSL) based on proximity to the airport. See the FAA determination letters, attached at the end of the specifications, for additional data on height limitations.
1.6 SUPERINTENDENCE BY THE CONTRACTOR
a. At all times during the performance of the contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent project superintendent who is satisfactory to the Contracting Officer and has the authority to act for the Contractor.
b. The project superintendent shall maintain a physical presence at the site at all times and be responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.
c. Failure to comply with these requirements shall be deemed as cause for a non-compensatory stoppage and suspension of work until the deficiency is remedied.
