B. Technical Requirements:

General Requirement:

1. Summary – Furnish all labor, materials, supplies and equipment necessary to refurbish Limitorque Gate Hoist Operator Assemblies 5 and 6 including electrical components, gearing, and all external surfaces (to include floor stand); this contract includes options to install new Limitorque B320-90 Series Bevel Gear Operators (or equivalent), to be exercised at the discretion of the Technical Point of Contact. Install swivel hoist rings on the top of the gate stem covers of assemblies 5 and 6. Inspect and plumb, level, and adjust as necessary the gate stem guides of assemblies 1 through 6.

2. Existing Conditions - The existing Limitorque Gate Hoist Operator Assemblies has the following characteristics: See exhibits A-1& A-2.

a. Electric power actuated mechanism for control of a Rodney Hunt Sluice type flood gates 6’ x 12’, with push button operation, and a backup manual hand wheel control for lowering or raising the flood gates. Manufactured by Limitorque Corporation, Lynchburg, VA. See exhibit A-3.

b. Limitorque Size: Model L120-800/B320-90, W.P., 3/60/460, 3165 RPM, Class F, H.P. 37.4, electric geared operator mounted on a cast iron pedestal.

c. While lowering and raising the flood gates, the motor drives the worm shaft through helical gears. The sluice gates are approximately 56’ down from the Gatehouse Operating level, connected by the gate shaft.

d. The operators are provided with upper and lower limit switches and torque switches.

e. There is a 25 ton capacity overhead crane for lifting in accordance EM385-1-1 to include required operator certifications.

f. There are oil leaks around many of the seals. See exhibit A-5.

g. Significant damage was discovered in Limitorque Gate Hoist Operator

Assemblies 2 & 3 during inspection of the units under a previous contract.

Damage included heavy galling in the operator’s tooth mesh and broken teeth on the trailing edges of the ring gear. It was determined that this was a result of the pinion shaft nut backing off, allowing the pinion to drive itself into the ring gear and damage the operator. There is the potential that the same condition may be found in Assemblies 5 and 6.

h. Gate stem covers are 7” diameter steel and weigh approximately 450 pounds each. The bottom portion of the gate stem covers are threaded and spin into a gate stem cover adapter at the top of the operator.

i. Gate stems are stainless steel construction and each gate stem passes through 3 stem guides of bronze construction. Filings found on the gate stem guides indicates that stems may not be plumb and may be binding on the gate stem guides. Access to the gate stems and stem guides are via the gate wells designated for each flood control gate. These areas are considered Permit Required Confined Spaces and all safety protocols identified in the U.S. Army Corps of Engineers Safety Manual, EM 385-1-1, Section 34 apply. Fall protection must be utilized when accessing these gate wells. A tripod and winch manufactured by DBI Sala is available for use for these operations. Ventilation of the confined spaces prior to entry must be performed. A vane axial fan with associated hose is available for use. Air monitoring must be performed prior to entry and while Contractor personnel are working in these spaces. Air monitoring is the responsibility of the Contractor.

NOTE: See Informational Photo Exhibits A-1 through A-19

3. Clean Up and Waste Disposal – The contractor shall keep the work area free from accumulation of waste materials. Any and all disturbed areas resulting from contractor activities shall be restored by the contractor to the satisfaction of the Technical Point of Contact. The government will supply any electricity and water necessary for the project work from points of existing outlets. The contractor shall carefully conserve the use of electricity and water provided. The contractor shall supply his own means of communication (telephone).

6. Omissions – This contract may not cover all specified activities, steps, and procedures required to supply the contract product. In case of omission, the normal industry, state, or federal standards, practices, specifications, and/or guides shall prevail. In no instance shall an omission be reason to produce less than an acceptable product.

7. Quality Assurance – The contractor is responsible for the quality control of the contract work. The contractor shall establish and maintain a quality control system to assure compliance with the contract requirements. The government has the right to inspect and test all items called for by the contract, to the extent practicable at all times and at all places during the term of the contract.
