SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

1.1.1 Project Information

The Saco River Federal Navigation project provides for a channel 8 feet deep Mean Lower Low Water (MLLW) that extends from the sea to the head of navigation below the Dam at Saco and Biddeford, a distance of about 6 miles. A stone jetty, approximately 6,600 feet long, extends from the north side of the river mouth and an additional jetty, approximately 4,800 feet long, extends from the south side of the river mouth. In the lower river just inside the mouth there are three anchorages that provide approximately

13.5 acres of mooring space. The 3 acre anchorage area situated east of the City pier is protected by 11 icebreaker structures. A 10 acre maneuvering basin is also situated at the head of navigation. All three of the anchorages and maneuvering basin are maintained to a depth of 6 feet MLLW.

1.1.2 Project Background

The basebid work to be completed includes hydraulically dredging the three lower river anchorages as well as a portion of the 8 foot channel, approximately 76,500 cubic yards of sandy material to restore the federal navigation channel to its authorized dimensions plus 1 foot of overdepth. The required production rate for the hydraulic dredging work will be 28,000 cubic yards per 30 calendar days. The dredged material shall be benificially used for beach nourishment on Camp Ellis Beach, Saco, Maine.

An option to dredge approximately 34,500 cubic yards in the 10 acre maneuvering basin at the head of the navigation channel to its authorized depth of 6 feet MLLW plus 1 foot of overdepth as well as a portion of the 8 foot channel will also be a part of this contract. If awarded, this work will be completed using a mechanical dredge and dredged material shall be placed in the naturally deep in-river placement site. This portion of the river is known to have significant debris (tree debris, brush, household items, car parts, etc), which will need to be disposed of separately by the Contractor and is expected to impact overall production rate. The minimum required production rate for this option will be 15,000 cubic yards per 30 calendar days.

The dredge window for all of the proposed work to be completed is 15 November 2018 through 15 March 2019. Final examination and acceptance of surveys shall be complete no later than 15 March 2019.

1.1.3 Project Description

The project descriptions are general in nature and are only given to indicate the scope of work under this contract. It does not limit the work required under the project contract drawings and specifications.

SECTION 01 11 00 Page 3

1.4 PROJECT SITE CONDITIONS

1.4.1 Physical Data

Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.

a. Site Conditions: The indications of physical conditions on the drawings and in the specifications are the result of site investigations and surveys. The conditions represented prevailed at the time the investigations and surveys were made. A pre-dredge survey may be performed by the Government prior to the start of Contractor dredging operations at the site. Before commencing work at the site, the Contractor shall verify the existing conditions indicated on the drawings and in the specifications. See CONTRACT CLAUSE entitled "SITE

INVESTIGATION AND CONDITIONS AFFECTING THE WORK".

b. Weather Conditions: Weather conditions for the site may be obtained by the CONTRACTOR from the National Oceanic and Atmospheric Administration's National Weather Service; www.NOAA.gov.

c. Tide Conditions: The mean tidal range for the project is between 8.9 feet and 9.1 feet. The 8 foot channel is exposed to open water from the east. It is protected from the north by the north breakwater (most seaward extent is half-tide jetty) and partially from the south by the half-tide south jetty. The three 6 foot anchorages as well as the 10 acre maneuvering basin located within the river are well sheltered.

SECTION 01 11 00 Page 5

Predicted times and heights of tides for each day of the year can be obtained from the National Oceanic and Atmospheric Administration, National Ocean Service, "Tidal Current Tables, Atlantic Coast of North America."

d. Transportation facilities: The Contractor shall make its own investigations on the use of Town, State and Federal highways, roads, streets, and bridges.

e. Conditions of Channel: The Federal Navigation Channel was last maintained in 1992. Soundings shown on the contract drawings are the results of surveys conducted November 2015 and April 2018 and are believed to indicate existing conditions.

f. Channel Traffic: The Saco River Federal Navigation Project supports a fishing fleet of nearly 40 vessels, and several charter and sport fishing boats operate out of the Camp Ellis area. Three marinas along the river provide berths or moorings for approximately 290 recreational boats, and three public boat ramps provide additional access to the river. A commercial boat yard, situated farther upstream on the Biddeford side of the river, manufactures and services commercial and pleasure craft. Commercial paper products are also shipped from this boat yard. Marine traffic may cause interference with contract operations. The Government will not undertake to keep the area free from vessels or other obstructions, except to the extent of applicable regulations. The CONTRACTOR shall conduct the work in such a manner as to obstruct navigation as little as possible, and in the event the CONTRACTOR's plant so obstructs the area as to make difficult or endanger the passage of any vessels, the plant shall be promptly moved on the approach of any vessel to such an extent as may be necessary to afford a practicable passage.

g. Utilities: There are two cable areas crossing the Saco River Federal Navigation Project and one sewer outfall extension in close vicinity to the Saco River Federal Navigation Project. The Contractor shall make its own investigations concerning utility lines and ensure that the lines are not damaged during dredging, disposal, and placement operations.
