RFI - QUESTIONS & ANSWERS
REQUEST FOR INFORMATION
Solicitation No. W912WJ-17-Q-0077 – Amendment 0001
1. QUESTION: Is there a volume of water that we must maintain through the culvert while it is dewatered?
Answer: No, there is no minimum amount of water that must be maintained through the culvert.
Contractors are to be aware that due to the location of the work site, this bridge is occasionally inundated by the Everett Lake pool.
2. QUESTION: Will there by pinning required so support the abutment during the project?
Answer: Pinning is not required. Based on the field measurements taken during 2016, the maximum void distance into the abutment is approximately two feet at the ends with minimal scour in the middle of the abutment. If the actual scour is determined to be significantly greater than these distances then the possibility of pinning may be reevaluated at that time.
3. QUESTION: How far does the void extend underneath the east abutment?
Answer: The maximum scour measured in the field during August 2016 was at the north end of the east abutment which was approximately 2.5 feet under the abutment. The scour depth extended approximately 5 feet downstream. There was also scouring at the south end of the abutment for a length of approximately 5 feet. The maximum depth of the scour at the south end of the abutment was about 1.5 feet. A variation in the amount of grout used to fill in the void will be paid for using the unit price for Bid Item 0001 Scour Repair.
4. QUESTION: Is there a minimum horizontal distance that the Contractor will need to provide reinforcing steel to, with the grout filling up the remaining void under the east abutment?
Answer: Refer to Plan Sheet S-501 for details of reinforcing steel configuration. Reinforcing steel is only in the protective collar, not in the void space. Reinforcing steel should extend past the furthest-most extent of the void space, in the excavated area to receive the protective collar. It would be desirable to extend the reinforcing steel a minimum of 3 inches under the abutment past the maximum void extent, as measured parallel to the centerline of the road. Contractors shall be aware that the current true dimensions of the voids are not precisely known. Unreinforced concrete can be placed behind this distance if needed. A variation in the amount of reinforcing steel will be paid for using the unit price of Bid Item 0003 Reinforcing Steel.
5. QUESTION: If a beaver dam is present immediately upstream of the work site, does it need to be removed? If so, who is responsible for removing it, the Contractor, or the Corps?
Answer: If a beaver dam is present immediately upstream of the work site at the time of mobilization, it is up to the Contractor to decide whether or not it is necessary to remove it. If the Contractor decides that it is necessary to remove the beaver dam, then the Contractor is responsible for any costs involved with that effort, with the cost being included in Bid Item 0002 Dewatering.
6. QUESTION: Can the Contractor have the option of closing the road while working on this project?
Answer: This road is open to the public, and is used by one or two members of the public each day. The Contractor will not have the option of completely closing the road. If a vehicle appears, the Contractor should work with that vehicle to see if it can be allowed to safely pass.
7. QUESTION: Can the Contractor dam up the stream completely, and put the stream into a hose, or tube?
Answer: No, this method of dewatering the entire streambed is not allowed. As per General Note 4 on Plan Sheet S-101, “The entire stream shall not be dammed. At any time, a minimum of two feet shall be open next to the east abutment.”
8. QUESTION: Refer to the RFQ. Where are referenced Sections B, F, G, H, I, J, K, and L, of which the contract specifications supposed to be a part of?
Answer: The contract statement of work appears starting on page 6 of 80 of the RFQ document.
Technical Specifications Sections are not used for this project.
9. QUESTION: Refer to RFQ, Bidding Schedule. Will this "form" be used for change orders, up or down, during construction using the bid unit prices?
Answer: Yes, if there is variation in the quantity of items No. 0001 and 0003 on the bid schedule, then pricing for the final quantity used on the project will be determined by the unit price on the bid schedule.
10. QUESTION: Refer to RFQ, Traffic Control. During concrete "placement day", can the road be shut down?
Answer: This road is open to the public, and is used by one or two members of the public each day. The Contractor will not have the option of completely closing the road. If a vehicle appears, the Contractor should work with that vehicle to see if it can be allowed to safely pass.
11. QUESTION: Refer to RFQ, Superintendence and QC. Since formal ACOE Div 1 specs appear to be missing, will this be a formal ACOE run type project? In particular:
a. QUESTION: Will a separate qualified (e.g. ACOE CQC certified) Superintendent be required full time onsite?
Answer: Yes. Refer to Paragraph C.3. Superintendence by the Contractor.
b. QUESTION: Will a separate qualified (e.g., ACOE CQC, EM 385-1-1, RMS trained, etc) QC Manager/SSHO be required full time onsite?
Answer: Yes, a separate QC/SSHO will be required. See Paragraph D.4. of the Statement of Work. The last sentence of this paragraph reads “The SSHO may have other duties in addition to site safety and health, but may not be the Contractor’s Site Superintendent.”
c. QUESTION: Will the RMS/QCS ACOE system/software be required for daily reports, 3-Phase QC process, AHAs, submittals, monthly exposure hours, payment, etc?
Answer: No.
d. QUESTION: Is a safety bulletin board required for this project?
e. QUESTION: Is an accident prevention plan and quality control plan required for this
Answer: Yes, an accident prevention plan is required. Refer to Paragraph E. Submittals Required. No, a quality control plan is not required; however refer to Paragraph C. 13.
Quality Control for quality control requirements.
12. Refer to RFQ, Schedule.
a. QUESTION: Is a cost and resource loaded CPM schedule required for this project?
b. QUESTION: Is the start of construction to be Spring of 2018?
Answer: Yes. As per Section B Supplies or Services and Prices (Page 2 of the Solicitation), “Period of Performance is 280 days after Notice to Proceed”. Intent was for Contractor to mobilize after the spring high water of 2018, estimated to be around May.
13. QUESTION: Refer to RFQ, Sustainability. What exactly are the sustainability goals for this particular project?
Answer: Goals for this project involve using recycled or reclaimed components for concrete or cement, if possible to obtain while meeting requirements contained in the
RFQ.
14. QUESTION: Refer to RFQ, utilities. Please confirm that the Government will NOT be providing any utilities for Ktr use (e.g., water and electricity)?
Answer: The Government will not be providing any utilities. Non-potable water is available for use from the on-site pond.
15. Refer to RFQ, Environmental Protection.
a. QUESTION: Is an environmental management/protection plan required for this project? If so, please provide an outline of the plan or is the standard ACOE outline in UFGS spec 01 57 xx acceptable?
Answer: Yes, an environmental protection plan is required. Refer to Paragraph E.
Submittals Required. The standard ACOE outline in UFGS 01 57 xx is acceptable.
b. QUESTION: Are there any permits the Ktr needs to acquire?
16. QUESTION: Refer to RFQ, Storage Area. Is this area required to be fenced in? If so, what kind of fencing is desired?
Answer: As per Paragraph C.24. Storage Area, “The Contractor…shall be responsible for the security of the area.” No fencing is required.
17. QUESTION: Refer to RFQ, Record Drawings. Are record drawings applicable to this project and if so, are CADD as-builts required as well?
Answer: As per Paragraph C.32. Preparation of Record Drawings, “Upon completion of the work, submit the original marked set of prints to the Contracting Officer for approval”. CADD as-builts are not required. However, CADD versions of the plans can be supplied to the contractor, upon request, to use in generating CADD as-builts, if desired.
18. Refer to RFQ, Safety.
a. QUESTION: Various areas note EM 385-1-1. Is the 2014 version of this manual applicable to this project?
Answer: Yes, 2014 is the latest version of EM 385-1-1.
b. QUESTION: Is a fall protection plan written by a qualified person required for this
Answer: No. But a Site Specific Fall Protection and Prevention Plan is required, as per Paragraph E. Submittals Required.
c. QUESTION: Are there any specific access requirements to the work area (e.g., cleated ramps)?
19. Refer to RFQ, PBN (permit by notification).
a. QUESTION: Has the applicant (Government) ensured there are no threatened or endangered or protected species that may impact the execution of this project? The NHB says an onsite survey was NOT performed and in addition, their report expires in Feb of 2018, right before the planned mobilization. Please clarify.
Answer: Yes, the government has ensured that there are no threatened or endangered or protected species in the project area. However, Contractor should report any threatened or endangered or protected species if observed while completing this project. The government will secure an extension of the NHB review during the spring of 2018 for this project.
b. QUESTION: Please list any other permitting requirements if known (e.g., is a start and finish of construction notice need to be filed, do we need a turbidity curtain, etc)?
Answer: No other permitting requirements are known. As per Paragraph C.17.C.
Erosion and Sediment Controls, “The Contractor shall be responsible for providing erosion and sediment control measures in accordance with Federal, State and local laws and regulations.”
c. QUESTION: Is it acceptable to leave equipment in the channel work area after work hours?
Answer: Yes. As per Paragraph C. 17 High Water Warning, “A minimum of 24 hours advanced warning will be provided to the Contractor for anticipated high water due to dam operations.”
20. QUESTION: Refer to section F. How long (hours) is the mandatory security training?
Answer: Less than one hour.
21. Refer to S101, note#4.
a. QUESTION: Is the 2' channel opening an absolute minimum? There appears not to be enough room for the cofferdam and workers to form and place let alone excavate.
Answer: Our intent is to keep the flowage of water open for environmental reasons.
b. QUESTION: Can mechanical means be used to excavate, e.g., mini-excavator?
Answer: Yes.
c. QUESTION: The note mentions having to vacate the west abutment work when the depth of the channel is 5 feet and above. How many times can we anticipate this for bidding purposes?
Answer: The number of times that the water depth will exceed 5 feet is unknown. This water depth was chosen for safety reasons. If weather conditions occur such that this requirement becomes burdensome, a Request for Equitable Adjustment can be submitted.
d. QUESTION: Are there any specific "tidal" charts for this channel?
22. Refer to S501.
a. QUESTION: A quick "neat" calculation of the volume of potential concrete is 14cy+ but the table lists 9cy (does not include the "void" concrete). Please clarify.
Answer: The exact quantity of concrete is unknown. This bid item is a unit price bid item, so Contractors will be paid for the amount used using the bid item unit price.
