SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 1

Questions from the Site Visit, Franklin Falls Concrete Repairs, 15 June 2016.

1. Will Contractors be allowed to inject epoxy into cracks that become visible once the surface spalled concrete is removed?

Answer: Spalled area shall be repaired using the typical procedures on Sheet S‐502. There is not a technical or contract requirement to inject epoxy into cracks in these areas. Reference Note 4 on Sheet G‐002 for cracks requiring epoxy sealer.

2. Is the broken off piece of concrete, located at the back side of the bearing point on the western‐ most support on the pier under the start of the service road, included in the amounts shown on the bid schedule?

Answer: This area is not included in the amounts shown on the bid schedule. The area in question is a bearing plate grout pad, and the concrete in this area is a high‐strength material.

This repair is not part of this project. Therefore, please bid this project as shown and do not include this repair.

3. Can Contractors combine the Contractor Quality Control Manager (CQC) and Site Safety and

Health Officer (SSHO) person so that there are only two people (the Site Super and the combined CQC/SSHO) on site?

Answer: As per Spec Section 01 35 26, GOVERNMENTAL SAFETY REQUIREMENTS, Paragraph

1.5.1.2 Contractor Quality Control (QC) Manager, the Contractor Quality Control Manager can be the SSHO on this project but neither may serve as Project Superintendent.

Additionally, in Spec Section 01 45 00 QUALITY CONTROL, Paragraph 3.4.2 CQC System

Manager, it is stated: The CQC System Manager must be assigned as System Manager but may have duties as Site Safety and Health Officer (SSHO) in addition to quality control. The CQC

Manager may not serve as Project Superintendent.

Therefore, the Superintendent and the SSHO have to be separate individuals, but it is okay if the

SSHO is the CQC Manager.

4. How is the concrete rubble/debris to be disposed of? Can we just leave it on the riprap?

Answer: As per Spec Section 01 74 19 CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT, Paragraph 1.6 COLLECTION, waste products are to be collected and separated for reuse or recycling. Therefore, please bid this project in keeping with the specification requirements. If the Contractor would like to submit a Value Engineering proposal for an alternative method of disposal that would save the government the cost of disposing of this concrete waste, this can be submitted after award.

5. How is access into the areas fenced off with the black chain link fence that surrounds the central pier to be provided?

Answer: Franklin Falls personnel will remove a section of this fence to allow access to the Contractor.

6. Is the Contractor required to provide a separate trailer for the USACE personnel? Or can they use the Project Office?

Answer: As per Spec Section 01 50 00, TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS, Paragraph 3.9 GOVERNMENT FIELD OFFICE, a Government field office is not required for this project.

7. Is water and/or electricity available at the work site?

Answer: As per Spec Section 01 50 00, TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS, Paragraph 3.2 AVAILABILITY AND USE OF UTILITY SERVICES, water and electricity required in the prosecution of the work shall be furnished by the Contractor at his own expense. The Government will not supply water and electricity.
