AXQD112847 Energy Reduction Measures Solicitation W912SV-19-B-5001 12 July 2019
Running Request for Information
1. Generated while in building 54- What is the anticipated start date of work?
a. Fall of 2019, depending on award date and NTP.
2. Generated while in building 54- Are they completing work in phases or in all buildings at once?
a. Scheduling of work will be done during pre-construction. We will need to deconflict office work while lights, etc., are being completed. There is no official phasing and the Government’s intent is not to impede the Contractor from resourcing the work.
3. Generated while in building 54- Will there be days they will be not allowed access to the base to work/work schedule?
a. Reference specifications for work restrictions – specification section 011000.
4. Generated while in building 54- Will the class sign in sheet be available for everyone to see?
a. It is provided as part of Amendment 01
5. Generated while in building 54- Are the half darkened light fixtures supposed to be egress?
a. The general notes indicate “WHERE SHOWN, REMOVE EMERGENCY LIGHTING CIRCUIT
FROM TROFFER AND INSTALL WALL MOUNTED EMERGENCY LIGHT. EXISTING
EMERGENCY LUMINAIRE LOCATIONS SHOWN FOR REFERENCE BUT DO NOT INSTALL
FIXTURE MOUNTED BATTERIES.” The location of the new wall-mounted egress lights are shown on the drawing with fixture type “EL.” The base has found that maintaining integrated batteries to be expensive and had decided to eliminate the fixture-integrated batteries and install separate dedicated egress lights as part of this project.
6. Generated while in building 54- In reference to drawing E0, detail E1- is this new work or existing? Where does it apply in which building?
a. See Amendment No. 01. This detail applies to the boiler wiring and applies to buildings getting new boilers. The intent of the detail is to indicate that there is electrical work associated with boiler trim wiring and that it should be accomplished according to the manufacturer’s wiring instructions.
7. Generated while in building 40- Room 100 “Boyer Way”-comments referring to design not matching drawings because of lighting?
a. See Amendment No. 01
8. B55- Shop Area - Does REM really mean remove the light? Won’t they be dark?
a. Yes the note “REM” means to remove the light and pendant back to the junction box and seal up the junction box with a proper cover and any necessary knock-out seals.
The adjacent luminaires were selected to account for these lights being removed and with the addition of the infrared heaters and the skylights, there is no room to hang a light fixture in this area.
9. E8- key note 3-It says replace 12 lights, but there are 14 fixtures.
a. See Amendment No. 01.
10. Is the work going to be inspected by the City of Westfield?
a. The Base Civil Engineer is the authority having jurisdiction, AHJ, for inspection of the work, per the FAR and UFC 1-200-01.
11. Does exit light sign in building 65 need to be rotated?
a. The new exit signs to be installed in accordance with state codes.
12. Is Asbestos and Mold report available for this project to be shared with the bidders?
a. There is no known asbestos in the facilities associated with this project.
13. The Government generally is not required to pay sales/use tax on materials or equipment permanently installed in its facilities. Thus, contractors should not be charged this tax if it would be passed on to the Government. The Solicitation references FAR Clause 52.229-3 “Federal, State and Local Taxes,” but this does not provide any guidance on the Government’s or contractor’s exemption. The Massachusetts Department of Revenue (MA DOR) does allow this exemption (with strict limitations), but the proper use of the process requires that the Contracting Officer (or other designated official) provide the contractor with a copy of the Government's or Base's exemption certificate (MA DOR form ST-2) and the Contracting Officer/designated official fill out and sign Part A of the contractor's exemption certificate (form ST-5C). Please confirm that the Contracting Officer can provide this support of the process.
a. The Contracting Office can provide the above documents.
14. Part 1.2 of Specifications section 013000 Administrative Requirements requires “at least one qualified supervisor…on the job site during working hours.” Is one supervisor adequate to oversee work ongoing at multiple buildings at the same time? This part also indicates that “if a Quality Control (QC) representative is required on the contract…” We find no requirement in the Specifications that a separate QC representative is required. Please confirm this is the correct interpretation.
a. Per paragraph 1.2 Section 013000 “one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours” Reference paragraph 1.4.2.1 Section 014500 “Designate a Quality Program Manager within the on-site organization whose sole responsibility is the day-to-day on-site management and direction of the Quality Program.”
15. Keyed Note 2 on Drawing A-64 indicates to infill wall openings left behind after removal of louvers “matching existing construction.” These walls appear to consist of brick at the exterior and concrete masonry units on the interior, but other information is required to properly address these openings: Is there a wall cavity? Insulation? Dampproofing? As this is a munitions handling/storage facility with noted hardened building elements, are there any specific structural requirements for performing these infills?
a. As Built drawing A3 for Bldg 64 and a picture of wall section of Bldg. 64 from plans provided for informational purposes only.
16. Can the Government provide roof types for the following buildings: 1, 27, 40, 54, 55, 64, and 65?
