1. Can you please confirm if this solicitation is really only open to HUBZone companies based in DC? I did not know that HUBZone criteria could be applied in that type of geographic manner.
· Yes, the solicitation is open to HUBZone companies based in D.C. Historically, our organization has awarded a low percentage of its contracts to HUBZone firms. An even smaller percentage has been awarded to HUBZone firms within D.C.
· To that end and with the goal of meeting/exceeding our SB socioeconomic goals, with regard to HUBZones specifically, I placed an emphasis on identifying requirements we could set aside in this category. The market research conducted identified a significant number of HUBZone firms, within D.C. In light of this data, we are more than confident we can meet our SB goals and have adequate competition with DC HUBZone firms. To your inquiry, I haven't come across anything in the FAR, regulations or policies that preclude me from setting this requirement aside in this manner. It is the Contracting Officer's decision based upon identified SB goals and the results of market research. Moreover, and to maintain balance, we have forthcoming requirements that will be set aside for HUBZone vendors in general.
