About this file

This is Amendment No. 1 to Request for Proposals (RFP) No. DACA27-9-26-0038000 issued by the Department of the Army for Enhanced Use Lease (EUL) opportunities at three military installations: Red River Army Depot (Texas), Tobyhanna Army Depot (Pennsylvania), and Tooele Army Depot (Utah). The RFP, originally dated May 15, 2026, solicits competitive proposals from private, public, and not-for-profit entities interested in leasing non-excess Department of Army land for the design, financing, permitting, development, construction, installation, ownership, maintenance, operation, and decommissioning of mineral processing facility(ies).

The amendment extends the deadline for receipt of proposals to 5:00 P.M. (EST) on May 26, 2026. This extension was authorized under Section 1.(f) of the original RFP, which reserved the Department of the Army's right to extend any deadline at its sole and absolute discretion without notice. All other terms and conditions of the original RFP remain unchanged.

ENHANCED USE LEASE (EUL)

RED RIVER ARMY DEPOT, TEXAS

TOBYHANNA ARMY DEPOT, PENNSYLVANIA

TOOELE ARMY DEPOT, UTAH

THIS AMENDMENT NO. 1 modifies the Department of the Army’s (DA) Request for Proposals (RFP) No. DACA27-9-26-0038000, dated May 15, 2026 and issued for the solicitation of competitive proposals from private, public and/or not-for-profit entities interested in leasing non-excess DA land (“Properties”), under a long-term lease agreement(s) (“Enhanced Use Lease” or “EUL”) at the Red River Army Depot, Tobyhanna Army Depot, and/or Tooele Army Depot (“Installations”). The EUL(s) that would result from this RFP would be for the purpose of the selected Offeror(s) designing, financing, permitting, developing, constructing, installing, owning, maintaining, operating, and decommissioning a mineral processing facility(s) (“Project”).

WHEREAS, in Section 1.(f). of the RFP DA reserved the right at any time, without notice, at its sole and absolute discretion, to “extend any deadline set forth in the RFP”, and DA desires to extend the deadline for receipt of proposals.

NOW THEREFORE, this Amendment No. 1 is issued to extend the time and date for receipt of proposals. The time and date for receipt of proposals is hereby extended to 5:00 P.M. (EST), May 26, 2026.

This amendment forms part of the RFP document and modifies it only as provided above. It is understood that all other sections as detailed in the original RFP remain unchanged.
