1. This contract is composed of one base line item and four option line items. Work is described as follows: The contractor shall resurface and widen existing paved areas, which includes patching previously paved areas that are damaged or severely distressed before resurfacing, in accordance with the attached specifications and requirements.
The asphalt mixture, construction, and placement are to meet the requirements of the Kentucky Department of Highways Standard Specification, Division 400. Unless otherwise specified all work in this contract shall follow current Kentucky Department of Highways guidelines:
http://transportation.ky.gov/construction/spec/2008/2008%20Standard%20Specifications.pdf
2. Resurfacing/Widening
a. Pave over and widen existing pavement with 1.5 inches of compacted asphalt pavement surface course.
Prior to paving contractor will remove soil, vegetation, loose stone, and other debris from areas to be re-paved with a power broom or similar equipment to expose a clean surface. The contractor will apply asphalt tack coat to all pavement to be repaved. Placing of the asphalt surface course shall follow and be laid in a single course to a compacted thickness of 1.5 inches. The asphalt shall be spread and struck off with a paver. Any irregularities in the surface of the pavement course shall be corrected directly behind the paver. Excess material forming high spots shall be removed with a shovel or a lute. Indented areas shall be filled with hot mix and smoothed with a lute or the edge of a shovel being pulled over the surface. Broadcasting of the material shall not be permitted. Any lumps that do not break down readily shall be removed.
b. Where patching/repair of asphalt is required, the Contractor shall excavate existing distressed asphalt through the top and base coats, as necessary. Contractor shall follow standard industry practices and standards as to depth of excavation required. Afterwards, specifications for new asphalt paving general design and new asphalt construction procedures shall be followed, as shown herein, for installation of new pavement in these areas.
c. The Contractor shall furnish, if requested, representative samples of materials to be used in the work, including the mixture of asphalt. The samples may be retained and tested by the Government at no cost to the Contractor. The contractor shall provide certification that material is in accordance with the Kentucky Department of Highways Standard Specification for Road and Bridge Construction (Latest Edition). Sampling and testing shall be in accordance with the latest rev. of the American Association of State Highway and Transportation Officials or the ASTM standard procedures for sampling and testing the materials being used on the project. No recycled asphalt pavement will be allowed in the asphalt surface.
http://transportation.ky.gov/construction/spec/2008/2008%20Standard%20Specifications.pdf
d. Thoroughly and uniformly compact the surface by making a minimum of three passes with rollers.
Rollers shall be in good condition and shall be operated at slow speeds to avoid displacement of the asphalt mixture. The number, type, and weight of rollers shall be sufficient to compact the mixture to the required density while it is still in a workable condition. Perform initial compaction while the mixture is above 250º F and as soon as the hot mix material can be compacted without displacement.
Rolling shall continue until thoroughly compacted and all roller marks have disappeared. In areas too small for the roller, a vibrating plate compacter or hand tamper shall be used to achieve thorough compaction. At the contact end of paving with existing pavement, new pavement will be tapered by milling underlying pavement to match existing pavement or concrete with a minimum 3 foot transition zone and removal of a minimum of 2 inches depth of existing pavement with a replacement of an appropriate amount of compacted asphalt pavement surface course to match new and existing pavement.
3. New Asphalt Paving General Design
a. New asphalt pavement shall consist of a 1.5 inch thick surface course and a 3.5 inch base course, all constructed on prepared subgrade.
b. Paved areas shall be so constructed that water will quickly drain from the surface and be conducted away from the area through approved systems. Transverse and/or longitudinal slopes of not less than 5/8 inch in 10 feet shall be provided.
c. Successive layers of the pavement shall be offset from the edge of the underlying layer a distance equal to the course thickness of the lower layer.
4. New Asphalt Construction Procedures
a. Grades shall be established by the contractor and the grade stakes shall be set to the desired section by the contractor. In establishing the grades due allowances shall be made for existing improvements, proper drainage, and good appearance. Corps project personnel shall approve grades established.
b. Pay careful consideration to seasonal and weather limitations per industry standards. All debris, vegetation, or other perishable materials shall be removed from the job site. The site to be paved shall be graded to the required section and all excess material placed as directed by on-site Corps personnel.
All soft and yielding material and other portions of sub-grade which will not compact readily when rolled or tamped shall be removed and replaced with suitable material, placed and compacted. The sub-grade shall be thoroughly compacted with suitable equipment so as to have uniform density at moisture contents of not less than standard optimum (AASHO-T98). The entire surface of the sub-grade after compaction shall be hard, uniform, smooth, and true to grade and cross section.
c. On the prepared sub-grade the asphalt base shall be laid in a single course to a compacted thickness of
3 inches. Casting of mix over such areas shall not be permitted. If it is impractical to use a paver or spread box in areas of 1000 sq.yd. or less asphalt base and surface courses may be spread and finished by hand. Wood or steel forms, rigidly supported to assure correct grade and cross section, may be used. Placing by hand shall be performed carefully to avoid segregation of the mix. Broadcasting of the material shall not be permitted. Any lumps that do not break down readily shall be removed. Rolling shall start as soon as the hot mix material can be compacted without displacement. Rolling shall continue until thoroughly compacted and all roller marks have disappeared. In areas too small for the roller, a vibrating plate compacter or hand tamper shall be used to achieve thorough compaction. The surface of the completed work, when tested with a ten foot straightedge, shall not contain irregularities in excess of ¼ inch.
d. A tack coat shall be applied on each layer.
e. Priming material for the sub-grade shall be of good quality according to industry standards.
f. Longitudinal joint spacing shall not exceed 12.5 feet.
g. Transverse joint spacing shall be at regular intervals of 20 feet.
h. All transverse construction joints shall have a depth equal to ¼ of the pavement thickness
5. Shoulder – Material (DGA crushed limestone gravel) shall be added to road shoulders in the repaved/newly paved areas to ensure no steep drop-offs are present following construction. The soil beneath the shoulders should be compacted to 95% standard proctor. The crushed limestone sub-base and sub-grade shall be thoroughly compacted to not less than 95% with suitable equipment so as to have uniform density at moisture contents of not less than standard optimum (AASHTO-T99 or T180). The entire surface of the subgrade/sub-base after compaction shall be hard, uniform, smooth, and true to grade and cross section. DGA shoulders should be sloped to drain away from roadway in the range of 4% to 8%.
6. Construction Debris – The contractor will properly dispose of all material removed from Corps property to a site licensed to receive/recycle construction debris and in accordance with Federal, State and Local Regulations.
7. Closure of Roads and Parking Lots - Contractor shall provide sufficient traffic cones, and/or signage, barriers or other means to reasonably control or prevent traffic over the work areas during cleaning, application of sealant, drying and curing of sealant, and repainting parking spaces and other road markings.
