Questions and Answers: Solicitation W912QG-19-Q-5002, PSTE 172003 Replace Air Compressors

1. At the site visit it was stated that this is a service contract, and as such, not subject to Davis Bacon.

Page 6, item 2.6 states that “Davis Bacon Wage Rates are applicable to this project”. Please clarify.

The requirement for Davis Bacon has been removed and replaced with the appropriate SCA wage requirement. See revised Statement of Work dated 19 March 2019 (Attachment 1b).

2. Is it the government’s intent to keep any equipment that is being removed? If so, please specify which pieces.

The government does not intend to keep any equipment. All equipment is to be removed and properly disposed of offsite by the Contractor.

3. At Building 1147, the opening is 34” with the door intact and 41” with the door removed. Neither will allow for the removal and replacement of specified equipment. Having to remove and replace the door frame, cinderblock and brick, does the government wish to replace the single door with a double door for future access?

The current unit will need to be torn down and probably cut to be removed. The new equipment should fit through existing opening.

4. Is it the government’s intent to provide the CFMs for each piece of equipment, or just to replace HP to HP?

Replace HP to HP.

5. The SOW states that the period of performance shall be 30 days. The lead time on equipment will likely exceed that. Is the government willing to extend this POP once an award is made and true lead times established?

See Period of Performance revision in Statement of Work dated 19 March 2019 (Attachment 1b).

6. Bldg. 1040: Scope of work requests to change the existing 20A 3P breaker with a 30A 3P.

The breaker shown to us, labeled as air compressor, is indeed a 20A 3P. The requested Air compressor is to be a 5HP compressor. This type of compressors have a typical FLA of around 7.6A on 480V.

If the breaker is tripping, that would be an indication of a different type of problem, and not that the breaker is undersized.

The Breaker is not tripping, if the new unit supplied requires only the 20A then there is no need to change this. The equipment scoped for the original SOW had higher breaker requirements.

7. Bldg. 1046: Scope of work requested two air compressors tied together (lead/leg) and also use one dryer for the whole system. The existing header doesn’t seem to be tied together within the mechanical room. Are we to tie them together?

The existing header will not be tied together/these compressors should have individual controls. See revised Statement of Work dated 19 March 2019 (Attachment 1b).

8. Bldg. 1046: in the mechanical room, there is an Aircell Breathing Air Dryer. Is the government intentions to not provide breathing air anymore?

Breathing Air is still required for the facility with the new compressor being tied back into the existing Aircell breathing air dryer. See revised Statement of Work dated 19 March 2019 (Attachment 1b).

9. Bldg. 1046: If breathing air is to be provided, are we to reconnect the Breathing Air Dryer after the new requested Air Dryer?

The requested air dryer for the breathable air unit will be removed as a requirement and reconnection to the breathable air dryer is required. See revised Statement of Work dated 19 March 2019 (Attachment 1b).

10. Bldg. 1046: Because of the addition of the new air compressor, are both air compressors outside air intakes to be piped to the outside of the room?

Yes, that is correct.

11. After seeing the work we feel that the 30 days completions ARO would not be enough. The lead time on the units will stretch from 2 to 4 weeks. We would like to see the completion time moved to 90 day ARO.

See Period of Performance revision in Statement of Work dated 19 March 2019 (Attachment 1b).

12. Will a site be made available for us to store material and equipment on site during the course of the job?

Yes, a site can be designated for the use of storage, no indoor or covered facility will be provided.

13. Will we be responsible for disposal of the old AC units? If not where will we have to take them to be stored?

The government does not intend to keep any equipment. All equipment is to be removed and properly disposed of offsite by the Contractor.

14. The one Ingersoll Rand 10T3NL is a “non-lube” compressor, meaning no oil in the compression chamber ……… are you still requesting this type of compressor?

Yes, it must be a non-lube, since this is on the breathing air system, see revision in Statement of Work dated 19 March 2019 (Attachment 1b).

15. The ACP253H120PL is not a common air compressor, do you have more information on this unit. Is it oilless or non-lube?

Information is limited, this unit is a 25 HP unit and we are requesting it be replaced with a 20 HP NOT a non-lube compressor.

16. Please note, most new oilless compressors go to only 15 HP …. Not the requested 20 HP.

See revised Statement of Work dated 19 March 2019 (Attachment 1b).
