STATEMENT OF OBJECTIVES
Command History Wall 21 August 2017
1.0 Project Objectives: The Command, Control, Communications, Computer, Collaboration and Intelligence (C5I) Directorate (J6) Enterprise Operations Division at Joint Interagency Task Force South (JIATFS) Key West, Florida has a requirement for a Command History Wall to be installed in the Building 291 Command Hallway. Currently, JIATFS has no computer assets installed and there is no power and definition lighting installed in this area.
JIATFS will be responsible for providing power, hardware, mounting (2) two 55” touchscreen monitors and (2) 24” static display monitors and installing definition lighting. JIATFS has purchased all required hardware. The Government invites interested vendors to review attached documentation and provide a proposal to include Software Design Configuration, Installation and Training services to meet the Government’s requirements in Appendix A.
The objective of this project is to format and design a command history presentation on two (2) co-located touch screen monitors. The proposed wall design is located in Appendix B, but interested vendors can modified it to meet furnished measurements in Appendix C.
The following sections outline information that will help in the preparation of a response to the Government’s request for an Offeror-written Software Design Configuration, Installation and Training Proposal.
Please refer to the Request for Quote and attachments for a listing of all the elements that should be included in each Offeror response. Please note that all numerical listings used in this document are purely for reference purposes and are not meant to convey any sort of ranking.
2.0 Submittal of Offeror-written Software Design Configuration, Installation and Training Proposal. The proposal shall achieve the following objectives:
2.1 Software Configuration Design Objectives.
2.1.1 To allow the Offeror the maximum flexibility to innovatively determine and design the software configuration width, height, depth, layers color and presentation speed to produce a history wall that satisfy the requirements in Appendix A through C.
2.1.2 The software configuration design shall include all software used for formatting of the presentations. The Government will provide a load computer with Microsoft Windows 10, Microsoft Office 2013 and Adobe Photo Shop. This project will be installed in a “disconnected” environment (no internet access from this workstation).
2.1.3 The final product must be formatted so that it can be updated by user in standard document format. There will be no Government programmers on this project.
2.1.4 To allow Offerors submit more than one drawing to show different solutions. Pricing is to be submitted for each drawing, unless pricing is the same for all drawings.
2.2 Installation Objectives:
2.2.1 To conduct software installation with minimal disruption to Building 291 Command Hallway area.
2.2.2 To perform installation during regular business hours. JIATFS business hours are Monday through Friday, 7:30 a.m. to 4:30 p.m.
2.2.3 To provide the Government with an installation schedule that will show when installation is to be performed and the work duration.
2.3 Training Objectives:
