Equalizer Dam and Dike Modifications SECTION 01 14 00 Fort Hall Indian Reservation, Idaho WORK RESTRICTIONS
01 14 00 -1
GENERAL
SECTION INCLUDES
This section covers the restrictions for sequencing the work and maintenance of irrigation and river flows.
GENERAL PROJECT RESTRICTIONS
Location, construction, operation, maintenance, and removal of construction facilities on Tribal land will be subject to approval of the COR or BIA Representative.
Housing for construction personnel will not be permitted at jobsite, except temporary housing for guards or watchmen as approved by the COR or BIA Representative.
CONSTRUCTION SEQUENCE
CONTRACTOR will schedule the Work to maintain regular operation of the River Outlet Works, Fort Hall Main Canal, Fort Hall North Canal, Auxiliary Spillway, and Little Butte Canal during the irrigation season. During regular operation, the reservoir will generally be maintained between El. 4520.0 ft and 4524.0 ft.
1. The bridge replacement over the existing spillway structure must be completed within
45 days after Notice to Proceed is complete. Provide pedestrian access past bridge replacement Work for operation of Little Butte Canal Headgate. Construction operations shall not impact normal reservoir operations between April 1 and August 31, other than the spillway bridge replacement impact on vehicle access. The existing auxiliary spillway bridge is load restricted and will be replaced as part of this project.
The CONTRACTOR is responsible for determining the adequacy of the existing spillway bridge for construction traffic and performing temporary bridge shoring. The CONTRACTOR is also responsible for coordinating the spillway bridge replacement with other Work. Construction operations shall not impact normal reservoir operations between April 1 and August 31, other than the spillway bridge replacement impact on vehicle access. Provide pedestrian access past bridge replacement Work for operation of the Little Butte Canal Headgate between April 1 and October 31.
2. The Fort Hall Main and North Canals and the Little Butte Canal must be fully operational from April 1 through August 31. From September 1 through October 15, canal deliveries will meet the requirements of Paragraph B of this Section.
3. Spring flood flows typically occur from March through June, and there are significant downstream hazards that could be impacted if the outlet or spillways are not operational during the spring season. The existing River Outlet Works must remain operable or the replacement Labyrinth Spillway and Outlet Structure must be fully complete and operational from March 1 through August 31.
4. The Auxiliary Spillway must be fully operational from March 1 through August 31.
Equalizer Dam and Dike Modifications SECTION 01 14 00 Fort Hall Indian Reservation, Idaho WORK RESTRICTIONS
01 14 00 -2
4. The Labyrinth Spillway and Outlet Structure and the Fort Hall Main Canal Headworks Structure must be constructed in two separate seasons. The Auxiliary Spillway modifications cannot be performed until after the Labyrinth Spillway and Outlet Structure is fully complete and operational.
If CONTRACTOR elects to perform Work on the River Outlet Works, Auxiliary Spillway, or Fort Hall Main Canal Headworks in September and October, the Irrigation Project will control upstream storage releases and diversions from the Snake River to provide inflow in excess of the required deliveries. The CONTRACTOR must install and maintain a diversion system that maintains the following deliveries:
1. Little Butte Canal deliveries will be as requested by the canal owners, with a maximum delivery up to 21 cfs from September 1 through October 31.
2. Fort Hall Main Canal (Main Canal) delivery will be as requested by the Irrigation
Project, with a maximum delivery up to 500 cfs from September 1 through September 15; 400 cfs from September 16 through September 30; and 350 cfs from October 1 through October 15. The Main Canal is shut down after October 15.
3. Fort Hall North Canal (North Canal) delivery will be as requested by the Irrigation Project, with a maximum delivery up to 250 cfs from September 1 through September 15; 200 cfs from September 16 through September 30; and 150 cfs from October 1 through October 15. The North Canal is shut down after October 15. Delivery of water to the North Canal can be carried in the Main Canal or the Blackfoot River to the North Canal diversion headworks. However, the maximum flow in the Main Canal cannot exceed 600 cfs.
4. The minimum in-stream flow in the Blackfoot River below Equalizer Dam is 30 cfs.
The CONTRACTOR will maintain the in-stream flow at least 1200 feet downstream of the Main Canal headworks. The CONTRACTOR will return inflows in excess of the required deliveries to the Blackfoot River no further than 1200 feet downstream of the Main Canal headworks.
5. Maintaining canal deliveries while removing the existing River Outlet Works will cause elevated groundwater levels in the outlet excavation area. CONTRACTOR will design and maintain an adequate dewatering system for the excavation.
To the extent reservoir storage levels do not impact the Work, the Dike modifications may be completed during normal reservoir operations, except for the area from Station 36+00 to 45+00. The CONTRACTOR must complete the Work on the Dike from Sta 36+00 to 45+00 in the period between the fall drawdown of the reservoir and March 1. CONTRACTOR must allow access through the Dike modifications area for the adjacent cattle grazing operation and must maintain temporary fencing where removal of existing fences is needed to complete the Work.
