1. Does the USACE require the offeror to provide delivery of ABS approved drawings? Yes.

2. If so, does the offeror need to state that ABS approved drawings will be provided for the proposal to be "Acceptable" per the technical evaluation? The ABS approved drawing is the Deliverable.

3. What native format documentation will be available to the awardee? I'd like to assume that we would have access to the DWG or DXF files of Enclosures 1-3, but that isn't stated in the solicitation. The DWG files will be provided to the awardee.

4. The solicitation uses the wording (CLIN #0003) "Submit to ABS for review". This is not the same as "Provide USACE with ABS approved drawings". Although Deliverable 3 is "ABS submittal, management, and fee’s" the solicitation doesn't state that the drawing approval process (between submittal and approval) is included. We may be at a slight disadvantage if we include the cost of the approval process and other offerors do not.

The bid schedule has been updated to require one lump sum price. The purpose is to have the Contractor update the Government’s submitted as-built drawings (dwg's) with a new design to re-locate our drag-winches below deck, and to submit the new drawings to ABS for approval. The Contract should encompass all of the design work and all of the drawing approval process management work between ABS and the Contractor, to ensure that the Government receives the revised drawings.
