Mowing in the emergency spillway near Old Falls of Neuse Road Bridge and the Neuse River at Falls Lake is difficult due to persistent wetness. Wet conditions will prevent access with traditional tractors; therefore the removal of vegetation shall require specialized high flotation cutting machinery (Fecon Bull Hog Mulcher or equivalent flail type cutter with a horizontal shaft).
The Contractor shall mow the slopes of the dam at Falls Lake and the 205 berm slope at Jordan Lake using walk-behind mowers or a riding slope mower approved by the COR. Following a rain event, it may be necessary to wait a few days in order to mow safely. Leaves shall be removed once per period in January, as directed by the Contracting Officer’s Representative. Leaf and limb material shall be moved to adjacent wooded areas of the park out of sight of the public, or removed from the area completely.
2.6 MULCH The Contractor shall mulch approximately 20,000 square feet (Approx. 7000 square feet at Jordan Lake and approx. 12,000 square feet at Falls Lake) of plant beds, planter boxes, ornamental shrubs, trees, the wildlife blind and at Falls Lake, and other landscaped areas throughout the project. Bedding shall be mulched and maintained free of mold, weeds, grass, and debris. The use of “other” and the unspecified location of the remaining 1000 square feet is meant for the vendor to account for extra mulch up to 1000 sq ft where needed in coordination with the COR. Examples of areas not listed in the scope where that extra 1000 sq ft might be needed include around public restrooms and entrance signs.
The Contractor shall add mulch to all landscaped areas annually during January to maintain a fresh appearance. This includes the wildlife blind area at Falls Lake. Triple shredded hardwood mulch or pine straw mulch depending upon location and determination of COR will be placed in plant beds and around individual trees and shrubs to a distance of 2 feet from base of shrubs and trees and to a compacted depth of 3 inches. The pollinator garden surrounding the flagpole at Jordan Lake requires up to approximately 30 cubic yards of triple shredded organic hardwood mulch spread to 4” deep. Mulch shall be placed so as not to touch the base of trees and woody shrubs.
The Contractor shall purchase and spread up to 45 cubic yards of certified playground mulch (15 cubic yards at the 1 playground at Falls and 30 cubic yards at the 3 playgrounds at Jordan) to replenish up to the 12” required depth. The mulch at each playground will be turned quarterly using hand tools to an approximate depth of 12 inches.
2.7 HERBICIDE CONTROL GENERAL
Proper safety precautions shall be practiced with respect to the Lake, other persons on job site, animals in the area and applicator. Special care shall be exercised to ensure that none of the chemical comes in contact with water areas.
2.7.1 Certifications The Contractor shall have current state certification for the categories of applications being performed. Restricted-use pesticides shall be applied only by, or under the direct supervision of a certified restricted-use applicator. Restricted-use applicators shall be at the specific site and must maintain a line-of-site view of the work being performed. The Contractor shall be guided by the manufacturer’s Material Safety Data Sheets for directions and use. Operator Qualifications: The Contractor shall provide a current North Carolina Department of Agriculture, Pest Control Division certified applicator license to the Contracting Officer’s Representative (COR) prior to the start of work, including if a subcontractor is utilized to perform the work.
2.7.2 Reporting Each time pesticides/herbicides are applied, whether by the Contractor or the sub- Contractor, a one-page Post-Application Documentation Form shall be completed and submitted to the COR with the monthly invoice. This report shall document the applicator, type chemical used, quantity, location, and other pertinent information needed. In addition, annually the Contractor shall submit an Annual Pest Control Plan Actual Usage Report and Anticipated Usage Report. These reports, submitted to the COR by December 1 each year, shall summarize pesticide use for the year and a proposed listing of all pesticides to be used during the next year. The Contractor shall provide a log of the herbicide and /or pest application to the COR by 30 November of each year.
This log shall include as a minimum:
Name of herbicide(s) used, and percent solution Total quantity of herbicides applied.
List of areas treated.
Total area treated (spot treatment over acres).
EPA registration number Targeted pest Date of application NC Applicator License #
2.7.3 RECREATION AREA HERBICIDE USE
The Contractor may apply herbicide to reduce grass cutting and weed growth maintenance when it will be a cost savings and increases workforce efficiency provided the COR approves the areas in advance. In areas where mowing is impractical, control of weeds, tall grass, and poison ivy shall be done within and around recreational facilities at least once per year after spring leaf-out. Spraying for these noxious plants within recreational areas shall be limited to plants immediately adjacent (within 10 feet) to or on high-use areas such as picnic tables, grills, etc.
Limited herbicide use may occur around signposts, road edges, cracks in pavement and around other small structures to facilitate a more cost-effective grass mowing and maintenance operation.
2.7.4 RECREATION AREA SPRAYING The single volunteer campsite pad, footprints of picnic tables or pads, gravel vehicle parking areas, asphalt cracks, shall be treated in all open and active Corps operated parks so as to adequately control vegetative growth on the recreational facilities. Approximately 2 acres + 15,000 linear feet at each project.
Twice annually during the spring (April/May) and late summer (August/September) an application of herbicide shall be applied to vegetation growing along the edges of walkways, roadways, parking lots, fences, and other areas designated by the COR.
The Contractor shall herbicide the single campsite and all picnic sites (approximately 1 surface acres, 0.5 at Falls and 0.5 at Jordan) twice annually during the peak months in the spring April/May and again in the summer August/September as directed by COR. The Contractor shall not spray sites that are occupied by visitors.
A total of .5 acres at the herp pond at Jordan Lake shall be cut and dabbed once per year. USACE staff will perform the cutting of the trees with the Contractor dabbing the trees in coordination with the COR.
Except for one area (upper compound at Falls Lake), the application of herbicides shall consist of spot treatment rather than area treatment. The Contractor shall not spray when weather conditions prevent effective treatment. In the case of rainfall received after the COR’s request for services, but prior to the application of herbicides, the application time frame may be modified, as directed. Following the application of herbicides, the Contractor shall perform an inspection within 30 days to ensure that targeted undesirable vegetation has been eliminated. Should an additional herbicide application be necessary to eliminate persistent undesirable vegetation, the Contractor shall apply the additional herbicide at no cost to the Government.
2.7.5 METHOD OF APPLICATION
a. Herbicides used shall be water-soluble and shall be applied in accordance with label instructions.
b. Care shall be taken to prevent chemicals from entering streams or ditches.
c. Care shall be taken to prevent chemicals from contacting stems and leaves of desirable plants.
d. Care shall be taken to prevent chemical drift.
e. The Contractor shall calibrate equipment properly and shall ensure uniform coverage of areas to be treated.
f. An inert carrier dye shall be used along with the herbicide. The type of dye used shall be approved by the Contracting Officer’s Representative (COR) prior to the start of work.
g. Herbicide shall be mixed off site when feasible, however water may be utilized from either project for mixing with chemicals, but all mixing shall be done at least 100 ft. from the shoreline within secondary containment. All onsite mixing shall be coordinated with the COR.
h. Areas accessible to the visiting public shall be posted by the Contractor with highly visible free-standing signs for a minimum of 24 hours and a maximum of 48 hours, cautioning that herbicides have been applied.
i. At the completion of spraying, equipment shall not be cleaned on the project. The cleaning of tank, hoses, and gun shall be done away from Government property.
2.7.6 EARTHEN DAM/SPILLWAY/RIP RAP AREA HERBICIDE USE The Contractor shall furnish labor, equipment and materials necessary to control grass and other vegetation utilizing chemical herbicidal control on approximately 19.5 acres of riprap areas associated with the two dams, river channels, and boat ramps and bulkheads. Falls and Jordan Lakes. Riprap areas shall be treated on both the upstream and downstream embankments of both earthen dams (including adjacent shorelines). In addition, riprap areas downstream of both Jordan and Falls Lake, along the river channel shall be treated as well as those areas around both OM and public boat ramps and bulkheads. The riprap areas shall be treated once per year. Herbicide shall be applied at a rate recommended by the manufacturer. See Appendix 4 for details. Please note that Appendices 4.1 – 4.5 show total acreages for that service for each lake, not just for what is shown on each individual map. Herbicide must be approved by COR.
Falls Lake: No pre-emergent needed, just spray existing vegetation in May/June as specified by COR (per weather and vegetation growth).
