STATEMENT OF WORK

IMVI-LPW-F 1 July 2016

SCOPE OF WORK

Project. AA1 00090-4, Bring to compliance LPS bldgs 3073, ASA, Livorno, Italy

Basic Project and Options. The project consists of one basic project only. No optional work is included.

Phase 1 (Design) Description:

I. Scope of work.

Bldg. 3073 is a storage facility located in the Ammunition Storage Area. Its dimensions are approximately 16.12 (length) x 8.30 (width) x 3.82 (height) meters. The building is currently protected by an existing Lightning Protection System (LPS) composed by air terminals installed on roof and down conductors; the system is in failing conditions. Scope of the work is the complete replacement of the existing LPS, bringing it to compliance with the Air Force military standards and the American / European codes. Designer is required to perform a comparison between all the applicable standards and codes, applying the most stringent values for the new LPS technical characteristics; list of the standards and codes is shown in paragraph V.

The new LPS shall be designed considering that the warehouse can be used for explosive materials storage.

Works to be performed are mainly the following:

- Remove and bring to disposal all the components of the existing lightning protection system, including air terminals, conductors, terminals, grounding pits etc.

- Install a new LPS composed by overhead copper conductors mounted on galvanized steel masts.

- Install a new grounding ring and connect the masts to the new grounding system.

- Connect the building foundation reinforcing bars to the new grounding system. Restore consequently concrete as per the original condition.

- Replace the existing electrical panel located on an external wall with a new panel complete with an adequate Surge Protection Device (SPD).

- Perform the bonding of metallic items (doors, conduits, pipes etc.) to the new grounding system; remove the unused metallic conduits.

Additional works that can result from the design analysis performed by the designer must be considered included in the scope of work.

NOTES:

- Building drawings are only available in .tif (image) format: designer is required to make an accurate survey and provide the architectural drawing of the building in CAD format.

- New grounding ring shall be complete with 4 new grounding pits with rods in correspondence of the four building corners.

- In front of the building there is a reinforced concrete pad; a new trench shall be made to install the new grounding ring; concrete pad shall be consequently restored as per the original condition.

- Masts shall be grounded according to the requirements of paragraph 8.3.2.2.2 of NFPA 780.

- All main conductors, bonding conductors and grounding ring shall be of copper.

- Main conductors (including overhead conductor) and grounding ring minimum size shall be

70 sqmm (19 strands x 2.14 mm diameter each strand).

- Bonding conductors minimum size shall be 16 sqmm (7 strands x 1.60 mm diameter each strand).

- Design for the calculation of the new LPS shall be carried out using the rolling sphere method with maximum 20 meters of sphere radius.

- With reference to the European norm CEI EN 62305, consider the requirements relative to a

Lightning Protection Level (LPL) I and a LPS class I

- Each conductor (overhead, grounding conductor or bonding) shall have a bending radius higher than 20.32 cm

- Masts shall be complete with factory welded and galvanized plates/clamps to connect the copper conductors; overhead conductors shall be connected to the mast plates/clamps by means of exothermic welding; grounding conductors shall be connected to the mast plates/clamps by means of bolts, washers and nuts stainless steel AISI 316.

- Masts shall be anchored to new reinforced concrete plinths by means of anchor bolts, washers and nuts.

WORKS RESTRICTION

PERFORMANCE WORK SCHEDULE

1. Project AA1 00090-4, Bring to compliance LPS bldgs 3073, ASA, Livorno, Italy.

2. This project is made of one (1) Basic Project Item and no (0) Project Option Items.

3. This project shall be performed in two phases. The contract performance period for the entire contract (Phase 1 plus Phase 2) is as follows:

- Design Phase: 130 calendar days;

- Construction Phase: 60 calendar days.

Individual Notice to Proceeds will be released for each of the two phases.

a. Phase 1 (Design): This phase is managed by a Contracting Officer Representative, from the Directorate of Public Works (DPW), Engineering Services Branch. The US Government should not take longer than 15 days to provide review comments to the contractor for each planned submittal.

b. Phase 2 (Construction): This phase will be controlled by the COR from the DPW

Construction Management Branch, in accordance with documents approved in Phase 1.

Normally, construction can begin after the contractor has made all changes identified during the Government design review. However, the contractor may be allowed to proceed with construction while clarification and administrative comments are being incorporated into the design. The revisions can be approved by partial re-submittals.

c. The Notice to Proceed (NTP) date for the Design Phase will be established at the Pre- Performance Conference. After the final design submittal has been approved and it is time to start construction, the first phase is closed and a new Notice to Proceed is issued by the Contracting Officer to the contractor.

d. Phasing: Project phasing will be in accordance with the Milestones Plan at Enclosure 1, which is a Contract document.

Overall number of Calendar Days allowed will be in accordance with paragraph 3. This will include Government times as listed in the Milestone Plan at Enclosure 1.

e. General Installation Access Information: Once the contractor has been awarded the contract, he must apply for installation passes for each contract personnel requiring access for more than 60 calendar days to perform work. It takes a minimum of 30 working days from the date of application to the Security Office to be issued an installation pass. This strict access requirement will require more attention for scheduling and handling pass applications and shall be considered prior to submission of contractor’s proposal.

f. General Submittal Requirements:

(1) Government approval is required for extensions of design, critical materials, deviations, O&M manuals or those involving equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer. Within the terms of the Contract Clause entitled “Specifications and Drawings for Construction,” they are considered to be “shop drawings.” The Contracting Officer’s approval of submittals shall not be construed as a complete check, but will indicate that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error, which may exist, as the contractor is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work.

(2) Shop drawing submittals for Government approval are required for electrical, mechanical and LAN equipment to be installed and shall be made concurrently, and shall include layout drawings showing the equipment proposed to be furnished, including special foundations, duct work, piping and electrical conduit, superimposed on the building plans and elevation. Elevation views of the layout shall be included. The layouts shall be true to scale in both plan and elevation. The equipment shall be shown in its final position as recommended by the manufacturer and shall contain adequate dimensions to determine the location of all equipment proposed and areas required for maintenance indicated.

(3) Definitions and Examples: The examples provided below are not all-inclusive and are used only for illustration purposes.

(4) Extensions of design examples are fire alarm and sprinkler protection systems, prefabricated buildings, structural steel drawings, standing seam metal roof drawings, coordination studies such as short circuit analysis of contractor selected electrical equipment, etc.

(5) Critical materials are defined as materials, which must meet specific quality performance standards required by design parameters, the failure of which will have a major impact on the operation, maintenance, quality of life or life safety of the system. Examples of critical materials are coatings for cathodic protection of storage tanks, high-pressure piping and controls, acid and hazardous waste systems, or architectural finishes for customer approval.

(6) Deviations are any submittal by the construction contractor that varies from or are omitted from the construction contract specifications.

(7) Examples of equipment which must be checked for compatibility with existing systems or the entire new system are equipment for sewage treatment and water purification plants, energy management control systems, intrusion detection systems, power generation and distribution systems, etc.
