Short Description of Requirement: Painting at Bldg 3, 34 Bukowska, Poznan Poland

SUMMARY OF CHANGES

The purpose of this amendment is to post questions received by potential vendors through email and are posted verbatim as such. Question received during the site survey are posted as asked by potential vendors.

Quotations shall be submitted electronically no later than 1000hrs (10:00am) Central European Summer Time on 3 May 2019 to SSG Belanger, Damon at damon.j.belanger.mil@mail.mil and Offerors shall acknowledge and submit all solicitation amendments with their RFQ.

Question received via email form potential vendors

Q1) Will paint be provided by the customer?

ANSWER: NO, See PWS, Part 5, 5.1 (the contractor will provide all paint, equipment, covering for furniture's, and anything else needed to complete this project)

Q2) If not what are the paint requirements?

ANSWER: See PWS, Part 5, 5.1 (Basic Services: Provide Surface Repair and Painting services in accordance with the requirements below. The Contractor shall provide all labor, materials, equipment, services, documentations, and insurance to support the requirements at BLDG 3, Bukowska 34, Poznan Poland.)

Q3) What is the square footage? Square footage information is required to estimate the amount of paint required (assuming paint with primer) if you have sizes of the rooms that would be great.

ANSWER: See PWS, Attachment 2 (Building 3 Floor Plan, it has a detailed layout of all the rooms in BLDG 3 from the ground floor to the top floor)

Q4) what is the actual amount of patch work that needs to be done.

ANSWER: See PWS, Attachment 1 for example (There are various amount of minor patchwork to be done in all the rooms)

Q5) Does the trim include baseboard! Molding and window frames? If so the amount of windows would be great.

ANSWER: YES, See PWS, Part 5, 5.1.1.1: J for Areas to Paint, also see Attachment 2 for BLDG 3 floor plan/layout

Site Survey Questions and Answers Conducted on 29 April 2019 at Poznan, Poland Q1: Can we move the people out of the room when we are painting?

A1: People will still be in the Office room; however, we will move furniture in the center of the room or move some people in another room if needed. People will not be in the bedrooms during painting only an escort.

Q2: Are the rooms going to be empty?

A2: We will consolidate and secure the furniture in the room, we can shift the people in the rooms when painting starts. Vendor provides plastic covering for the furniture and floors.

Q3: Do wooden dividers on third floor need painting?

A3: No

Q4: Do the basement ceiling pipes need painting?

Q4: Yes

Q5: Do the texture on walls need to be smoothed?

A5: No

Q6: Can we work 24/7 A6: No, working hours will be from 0700hrs to 1900hrs (7am to 7pm)

Q7. Does the project manager and quality control manager can be same person?

A7: Yes

Q8: Can we leave our equipment in the room overnight to include ladders and paint.

A8: Yes, however, it will be neatly stored not to interfere with walkways, or working spaces in offices and rooms.

Q9: How quick will this be awarded?

A9: We will move as quickly as we can, taking into consideration the upcoming holidays and the time to process base access rosters.

Q10: Can we leave scaffolding in the rooms and in the wall ways?

A10: Scaffolding must not be left in the hallways to interfere with normal flow of traffic as this can become a safety concern; however, if scaffolding is being utilized in the rooms they can remain up as long as they are off to the side and out of the general work area

Q11: Will the government secure the cables and wires in the wall prior to starting work.

A11: Yes

Q12: Do contractors need to remove curtain rods?

A12: Vendor will tape and paint around the curtain rods.

Q13: Possible humidity problem in the rooms A13: The room with humidity / water dripping in the basement will not be painted (room 10);

however all other rooms will have windows open to assist with proper drying to avoid humidity build-up that might occur due to poor ventilation.

Q14: If the paint peels, is the contractor responsible?

A14: Please refer to FAR Part 52.212-4(o) which states, Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract. Contractor shall repair/replacement of obliviously defective/ deficient supplies and services. Contractor shall be required to submit the terms of any express warranty.

Q15: Do you want oil, water or matte paint?

A15: latex paint with semi-gloss (area must be primed before painting)

Q16: Are we painting the windowsills?

A16: Yes

Q17: Are we repairing windows?

A17: No

Q18: Are we painting the heaters?

A18: Paint only the cast iron radiators/heaters to include the plumbing to the radiators. The newer metal radiators will be left the original white color. However, the plumbing to the newer radiators will be painted.

Q19: Are we painting above the showers?

A19: Yes

Q20: Do we need to secure the floor covering (I-track) in order not to get paint on the flooring?

A20: Yes, floors need to be covered to prevent paint dripping on the floor

Q21: Is the Pop date flexible?

A21: The only flexibility would be an additionally week.

Q22. Which form government expect the QCP to be delivered? Descriptive or a ready table?

A22: Descriptive. It can also be a combination of both.

Q23. Does the DBA Insurance is needed for this contract or company business insurances is enough?

A23: No only applicable in the United States

Q24. In connection with the requirement to 72 hours for completing each room and 24 hours for each layer drying - is it possible to paint all walls and ceiling white and then second time painting ceiling for white and walls light grey?A24: No. White paint is not necessary.

A24:

- One (1) Primer coat of paint. Conceal existing base paint or imperfection on painted surfaces according to the manufacturer’s directions.

- Two (2) coats of paint once the priming coat is completely dry according to the manufacturer’s directions.

- NOT to exceed seventy two (72) hrs. Per room, with the understanding that multiple rooms will be painted simultaneously.

Q25. Is there electricity in the building that can be use by contractor to perform works?

A25: Yes

Q26. Can contractor employees and subcontractors use the restrooms in the painted building?

A26: Yes

Q27. Is contractor responsible for guarantee of painting durability? If so for in which period?

A27: Contractor shall submit terms of any express warranty as a requirement of the solicitation in accordance with FAR 52.212-1(b)(5) and will be incorporated as a contract term and condition.

Q28. Is contractor responsible for dampsource removal?

A28. No. Contractor will not paint room identified in the basement that has filtration / dampness. All other rooms will have windows open to assist with proper drying.

Q29. Is contractor responsible for removal of: floor strips, vent grille, electrical sockets, escutcheon plates, heaters, mirrors, sinks, wash basins, toilets, lamps, curtain rods, places where nails or screws where placed and restoring them? Whether any of these will be painted? What color?

A29: Contractor is responsible for:

- Covering floors and all furniture to prevent paint from dripping on the floors and furniture.

- Painting all vent grille the color of walls.

- Removing or tape all electrical sockets and switches; must achieve a professional finish upon completion.

- No. Do not remove escutcheon plates, heaters, mirrors, sinks, wash basins, toilets, lamps, curtain rods (curtains can be rolled during the painting of windowsill).

- Remove all nails or and or screws lodged in walls and ceilings; patch and paint all holes after removing nails and or screws.

Q30. If there are any pipes (heating,gas, water) painted previously or not painted. Is contractor responsible for painting it? which color?

A30:

- Cast Iron Radiators: Paint only the cast iron radiators/heaters to include the plumbing to the radiators. The newer metal radiators will be left the original white color. However, the plumbing to the newer radiators will be painted.

- Visible Plumbing: Paint all visible plumbing throughout the building. However, the contractor will not paint plumbing directly connected to restroom/shower fixtures.

Q31. Is contractor responsible for painting windows frames?

A31: No.

Q32: Is there electricity, lighting, access to water, heating in the building?

A32: Yes, you can use power source in building 3 for equipment that is being utilized during painting and repair.

Q33. Are the costs of media (water,electricity, heating) on the contractor?

A33: You do not have to pay extra for using water or power source in building 3 while conducting painting and repair. If you bring a generator to power a containerized office, diesel is ok.

Q34. Can a contractor place an operating office in the base, and if so, can it be inside a painted building?

A34: Contractor cannot place an operating office inside the building; however, contractor can place a containerized office in an identified location close by. If you bring a containerized office you will need to bring your own generator to power it. You cannot use the generators located in front of building 3.

Q35: Do employees have to wear id badges?

A35: Yes. Contractors will also be escorted throughout the building.
