3. Sole Source Justification Rationale: In accordance with FAR 6.302-1(c), a brand name acquisition is justified on the following basis:

Only responsible source.

Unusual and compelling urgency.

Other. Brand Name Justification

Motorola Dispatch console. The Motorola console requirement consists of: Five (5) consolette base stations, an antenna, transmission line, and combiner; the installation and configurations of MIP5000 workstations; as well as, equipment testing. The new dispatch console is state of the art and will allow desk sergeants and dispatchers to simultaneously transmit and receive messages from multiple groups during major emergencies (a critical task).

Requiring Activity information:

USAG Benelux, Directorate of Emergency Services is located on Chievres Air Base, Belgium. The directorate is responsible for fire, emergency, and law enforcement services at three communities in Belgium and the Netherlands. In order to meet these requirements the directorate requires an upgrade of the dispatch colsole. The directorate operates a network of radio systems serving the Military Police and Fire and Emergency divisions and the dispatch console is the keystone of the system. If the radio dispatch does not work, the entire system fails. The current Motorola dispatch console has been in used for many years and has reached its useful life.

This is a Brand Name justification (JA) to procure a specific Motorola Dispatch base console. This will be a competitive procurement and this JA will be posted with the released solicitation.

While there are other radio equipment brands, discussions with IMCOM-E and USAREUR Emergency Services personnel and past experience have resulted in the determination that mixing different brand names is not the best strategy or solution to ensure reliability, interoperability, and compatibility of radio equipment. Further, and as stated below, this equipment is required to match existing equipment. It would not be prudent to introduce the significant risk and expense associated with procuring a different brand and and all its associated equipment.

Motorola has long been a DES standard for radios and related equipment and there is currently an USAREUR wide Motorola contract for service and maintenance. Purchase of Motorola equipment will match existing Motorola systems in hand ensuring critical interoperability and compatibility in radio equipment for emergency communications with Military Police, Fire, and Emergency Services. There are significant potential problems in purchasing and implementing different brand systems because most of the different manufacturers use proprietary systems and options wich limit interchangeability and interoperability of equipment. Additionally, purchasing a Motorola Dispatch Console will achieve cost savings by allowing for efficient and cost effective repair and maintenance (through the current service and maintenance contract), minimize cost associated with supplies, spare parts, and modifications that may required non-Motorola equipment, result in efficient user training (dispatchers are already familiar with a Motorola Console), will enhance the safety of our first responders (through familiarity with equipment during high stress situations). Furthermore, buying a different brand name equipment will require an additional service and maintenance contract.

5. Market Research:

Other Market Research: See below text…

6. Other:

Benelux DES contacted knowledgeable individuals in the government and/or industry regarding market capabilities to meet requirement. Individual contacted: Grant Jones, Law Enforcement Specialist, IMCOM-Europe, [Phone Number Removed]. Par. 3 above and 6 below summarizes the government expert inputs as to the reasons for why Motorola Base console is clearly in the best interest of the US Army.

In addition, Internet searches revealed at least two or more vendors that can provide the requested item. The sources have been included above with their respective websites.

Market research has also revealed the MIP 5000 dispatch console has a base price between $15,500 and $22,500. The individual gateways (bases) that connect to the dispatch console range from $798 to $1,200 each. The market research provided by the requiring activity included a 5 year repair contract which is not being procured as a separate contract has been established for maintenance. This brand name J&A is strictly for the equipment and installation only.

Motorola has been awarded the USAREUR Wide communications repair and maintenance contract for Police and Emergency Services equipment. If Motorola is not used, the Contractor may not be able to repair and maintain the equipment. HQs DA OPMG has decided to use Motorola for ES communications across the OPG army-wide footprint. To select a contractor other than Motorola would not be in line with HQs DA OPMG intent for emergency services communications and could cause problems in maintaining and/or repairing equipment. The estimate was derived by contacting the local Motorola contractor who is aware of the USAG Benelux DES communications requirements. The estimated cost to replace our outdated communications system is just. If this process was delayed, it may cause the Chievres Military Police to continue to respond to emergencies with a communications base station that has been non mission capable three times in the last 18 months with an average repair time of 3-6 weeks per instance. It is a safety and security issue for both Military Police/Emergency Services and our community for our dispatch center to be without proper communications for any period of time over 2 days. Lastly, Motorola is presently involved with DA OPMG in identifying Army wide ES communications needs, this understanding of Army requirements is important so that the current M&R contractor can continue repair and maintenance communications for DES.
