Questions & Answers
W912P921R0007 M Vessel COI Support
Q: How many total crew members will need to be trained? What positions are they?
A: Supervisors will recommend individuals to be trained. Estimate of 2-4 per vessel, total of approximately 10 individuals. Positions will be diverse backgrounds.
Q: 2.1 In scope of work the wording concerns me the as amount of upgrades or materials needed can be astonishing without completing the original pre-COI inspection. But it doesn’t seem to be worded like that later in the Solicitation. If I could get some clarification.
A: Would need clarification on working within the SOW.
Q: Will vessel specialty tool be allowed for usage example sometimes there is specialty wrenches for over speed trip test that came with the engine?
A: Coordination for any testing will need to occur with on-site personnel.
Q: From our experience with tugs on the Great Lakes, we were able to inspect and make the assessments for two tugs per day. I just want to be sure that the St. Louis District will be able to have the tugs available to do this. If they will be operating at various work sites, more time would be needed.
A: The Vessel Inspection dates will be coordinated ahead of time to ensure vessel availability.
Contractor is required to estimate adequate time to inspect all four vessels.
Q: We see that two vessels are required by July 2021 and two in 2022. Can we work on all four vessels together? We see the date in the two in 2022 says “flexible.”
A: Yes. Must meet the initial July 2021 date for the two vessels: Kimmswick and Prairie Du Rocher. The Grand Tower and Pathfinder is requested to be accomplished when possible to allow additional time if needed.
Q: Attendance for the actual Coast Guard inspection is normally done on Drydock. This probably means that each of those inspections will require another, separate visit, per paragraph 7.2. Travel time is the big concern, if this is true. Four inspections would mean four separate trips. TRUE.? Can the two small ones be drydocked on the same day?
A: Coordination for all inspections would need to occur.
Q: We see the references to a Towing Vessel Record for the fleet. Is this the same as the Towing Safety Management Plan, which is referenced in the Subchapter-M requirements? That Management Plan includes Record Keeping, but I do not see a Towing Vessel Record in Subchapter-M requirements. Please clarify.
A: 46 CFR Subchapter M Part 140 Subpart I 140.910
Q: We can develop the Training Program, but again, we need to be sure that all of the key personnel can be assembled at one time for the training. Please clarify.
A: Proper coordination will be required.
Q: In paragraph in item 7.2, are we required to be providing quotes for repairing discrepancies?
A: No, you are required to fix discrepancies in items you provided to ensure USCG requirements are met.
Q: Please clarify: On the line item costs, those are a little confusing. We noticed you separated the two large vessels into separate CLINs, 0001 & 0002, but combined the two smaller vessels into CLIN 0003 (maybe they will be drydocked together?).
A: Only quote per the requested cost breakdown, not per CLIN.
Q: From my experience with the USACE tugs on the Great Lakes, I was able to inspect and make the assessments for two tugs per day. I just want to be sure that the St. Louis District will be able to have the four tugs available to do this. If they will be operating at various work sites, more time would be needed.
A: Full coordination will be accomplished to ensure schedule.
Q: I see the references to a Towing Vessel Record for the fleet. Is this the same as the Towing Vessel Safety Management Plan, which is referenced in the Subchapter-M requirements? That Management Plan includes Record Keeping, but I do not see the Towing Vessel Record wording in Subchapter-M requirements. I have sample Safety Management Plans to use as a guide, and will incorporate the St.
Louis District’s Health and Safety into it.
A: 46 CFR Subchapter M Part 140 Subpart I 140.910
Q: Does paragraph 2.4 about EPA Designated (CPG) apply to this contract? Am I missing something?
Please explain.
A: Yes, https://www.epa.gov/smm/comprehensive-procurement-guidelines-paper-and-paper-products.
Paper products.
Q: What all does section 7.2 implies? Am I supposed to be providing quotes for repairing discrepancies?
A: No, you are required to fix discrepancies in items you provided to ensure USCG requirements are met.
Q: Under the Requested Cost Breakdown, there are eight (8) items, yet there are only three (3) CLINS.
Are the costs for the last four Cost Items to be split evenly between the three CLINS?
A: Only quote per the requested cost breakdown, not per CLIN.
Q: Are there any provisions being made in a separate Notice for the cleaning, maintaining, repairing of the Galley Exhaust system, ie,. Exhaust Fans, Make up Air, Duct work, etc. for each Vessel?
A: Any work needed to these systems will be accomplished in a separate solicitation or with in-house labor.
Q: Are there any additional updates to the original Solicitation dated Nov 13, 2020?
A: No.
Is a Fleet Record keeping system currently in place, and if so, is it available for review? (Item 4.0, Page 6)

A: Only quote per the requested cost breakdown, not per CLIN.
If Page 12 is required, should we divide our overall categorized quote amount by the four vessels and allocate the charges accordingly to each of the three CLIN’s?
A: Only quote per the requested cost breakdown, not per CLIN.
