QUESTIONS AND ANSWERS
W912P919R0026_BOIS_BRULE_RELIEF_WELLS_SOLICITATION:
1. See table on Page 47. Volume 1 shall be submitted with 1 original, 5 copies, and 1 CD. On Page 52, item 5a mentions volume 1 to be submitted with 1 original, 4 copies, and 1 CD containing the entire technical and price proposal. Do you want 5 copies or 4 copies of Volume 1?
RESPONSE: Please provide 1 original, 5 copies and 1 CD.
2. See Table on Page 47. Volume 2 shall be submitted with 1 original, 1 copies, and 1 CD. On page 53, item 5c, sub (1) mentions volume 2 to be submitted with 1 original and a CD containing the entire technical and price proposal. Do you want zero or 1 copy of the price proposal?
RESPONSE: Please provide 1 original, 1 copy and 1 CD.
3. Regarding the CD submittal, since the CD shall contain the technical proposal and price proposal, is it acceptable to include only 1 CD in the price proposal and no CD in the technical proposal? Do you need the entire technical and price proposal on 2 CDs and 1 to be included in the technical proposal and 1 to be included in the price proposal?
RESPONSE: Please provide 1 CD for technical and 1 CD for price.
4. Accordingly, pages 52 and 53 mentions that the CDs shall be submitted with the entire technical and price proposals. On page 50, 8f: “All information intended to be evaluated as part of the Technical Proposal must be submitted within the Technical Proposal. Do not cross-reference material in the Price Proposal, or vice versa”.
Question: If we are to include a CD with the entire technical and price proposal in each volume, would that not be in violation of the above referenced clause?
RESPONSE: Please provide 1 CD for technical and 1 CD for price.
5. On Page 46, item 5: The closing date is 7/28/2019. The closing time is 10:00AM Local St. Louis time. On the 1442 form, under item 10, it mentions a response date of July 8, 2019 and a closing time of 9:00AM CST. Can you clarify the correct closing date and time?
RESPONSE: Closing is July 8, 2019.
6. For Page 61, 62, and 63 “Attachment 1 – Source Selection Participation Agreement”, does this form need to be included with our proposal? If so, which volume and tab shall this agreement be placed?
RESPONSE: No, this is a sample of our documentation.
7. There are 2 Past Performance Questionnaires in the solicitation. One is found on pages 64 and continues onto 65. The second one is found on pages 68, 69, 70, 71, 72, 73, 74. Which one is required to be submitted in the proposal?
RESPONSE: Please include both documents. These both have different types of evaluation for the evaluator.
8. On page 49, top sentence: “Factor 2 <Past Performance> shall contain past performance information regarding similar contracts. Offerors shall submit all Government and/or commercial contracts…” Question: Do we need to include a PPQ for all the contracts listed?
RESPONSE: Yes
9. On page 49, 3rd paragraph states: “The proposal must include three (3) projects completed or substantially complete within the last five (5) years of similar size, scope, and complexity representing the offeror’s relevant Past Performance using the attached Past Performance Questionnaire (PPQ) forms.” Question: Do we need to submit a PPQ for each of the three (3) corresponding projects described above?
RESPONSE: Yes, each need to be evaluated.
10. On page 53, top table notes page limit on past performance to be 10 pages. Per page 49, I interpret the following needs to be included in Factor 2, Past Performance: A list of all Government and/or commercial projects with similar project scope completed within the last 5 years; a written consent of its major subcontractors to allow the disclosure of its subcontractor’s past performance information to the Offeror; a PPQ (7 pages) for each of 3 relevant projects completed within the past 5 years; Letters of Commitment;
Teaming arrangements; and Joint Venture Agreements. 2 questions: Is my interpretation correct? Can you increase the page limit from 10 pages to 50 pages so that we can accommodate the information requested and be in compliance with the page limit requested?
RESPONSE: No change will be made. The PPQ’s are not included in the page count.
11. On the Form 1442, block 11 has a 365 calendar completion date. On page 19/127 under 52.211-10, the completion days is noted as 180 days. Which one is valid?
RESPONSE: This is 180 days.
12. On Page 47, at the top of the page, Subfactor(a) is noted as Technical Experience. At the bottom of the page, it lists subfactor(a) as Past Experience. Which heading shall we use?
RESPONSE: Past Experience.
13. What is the bid bond percentage on the Bois Brule project?
RESPONSE: 20% but no more than $3 million.
14. On pdf page 46/118, specification 3.4.1.2 “CQC System Manager”, we interpret that you will require, at a minimum, 2 on site staff members at all times. The site superintendent can serve dually as the SSHO, but cannot serve as the on site CQC manager. Such 2 staff members shall be employees of the awarded prime contractor. In order to save the government costs, can you amend this specification to include the site superintendent to perform the SSHO and CQC Manager (1 individual) if in fact the site superintendent’s credentials meets the requirements for the CQC Manager and SSHO?
RESPONSE: No, the Government will not amend these requirements. The author of the question also makes an incorrect statement, "Such 2 staff members shall be employees of the awarded prime contractor". The Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor, Ref. FAR 52.236-6
15. On pdf page 54/118, specification 2.1 “Government Office” states that the contractor shall provide an office trailer. Will USACE personnel enforce this specification to the awarded contractor?
RESPONSE: Yes, Contractor shall provide at minimum access to trailer, desk, chair, and meeting area for Government use. This space can be in the Contractor's office trailer.
16. On pdf page 55/118, specification 2.2 “Temporary Project and Safety Signs” states that the contractor shall erect one temporary project sign and one safety sign. Will USACE personnel enforce this specification to the awarded contractor?
RESPONSE: Yes
17. On pdf page 55/118, specification 2.4 “Temporary Public Access Barriers” states that gates will be required to control public access and such gates will be determined by the COR. Can you please advise as to the location of these gates that will be required?
RESPONSE: Where "necessary" to control public access to and through the construction site. Generally this would be at ramps used to access new relief well locations and again where necessary to control public access.
18. On pdf page 96/118, specification 3.3 “Turf Mowing” states that the contractor shall provide turf mowing on all areas which shall include but not limited to the areas of construction required to complete all project grading as shown on the drawings. Since there is no project grading on this project, will USACE personnel enforce this specification to the awarded contractor? If so, when does the responsibility for the awarded contractor to mow begin and when does this responsibility for the awarded contractor to mow end?
Furthermore, if this specification is to be enforced, are the limits of mowing simply around the well locations or is the limits the entire berm area?
RESPONSE: The contractor will be required to keep grass between 6 and 18 inches at areas where and when work is being performed. This does not include the limits of entire berm area, but does include sufficient area to accommodate safe operations for labor and equipment.
