A complete integrated communications system, including internal communications (IC) two-way calling and public address (PA) system, shall be provided and installed by the Contractor as shown on the Contract Drawings. The system shall be installed complete with network controllers, amplifiers (if necessary), back-up/reserve battery power sources, desk or wall mounted phones, PA speakers and horns, indicator lights and buzzers, noise cancelling headsets and PA microphones.
The integrated communications system shall be an IP (Internal Protocol), ethernet network-based system with pluggable endpoints. The system shall be software configurable, upgradable and expandable. The systems shall consist of network controllers, distribution nodes (if necessary) and the pluggable endpoints (speakers, phones, microphones, etc.).
The system shall allow for dial-telephone internal communications between any two stations as shown on the Contract Drawings.
The system shall also provide PA capability and speakers at the stations shown on the Contract Drawings. A PA microphone/station shall be provided in the pilothouse and main deck control room. In addition, any dial-telephone station shall be able to “call” the PA to make an announcement.
The systems shall be designed and installed so that the loss of one component of the system does not disable the rest of the system.
The PA system shall be integrated with the ship’s General Alarm system. When the General Alarm is activated, the use of the PA shall temporarily interrupt the General Alarm bells/signals to make announcements and provide instructions.
D. SYSTEM NETWORK CONTROLLERS
The Contractor shall provide and install all of the necessary network controllers and support hardware (lineboards, amplifiers, etc.) for the complete and functioning IC and PA systems. The equipment shall be installed in Electronics Room located on the Texas Deck.
The Electronics Room on the vessel has seven (7) TS8 33U Electronics Rack
Cabinets, each 24”Wx24”Dx79”H. The cabinets support standard 19” racks. One 33U cabinet (No. 4), with 28 available units of cabinet space will be made available to the Contractor. The Contractor shall install all rack units in the existing No. 4 rack onboard the vessel.
The Contractor shall ensure the system and equipment provide can be installed in the limited space available.
The enclosures shall be rugged and suitable for the inland marine environment.
E. SYSTEM ELECTRICAL REQUIREMENTS
The IC and PA systems shall have a main and back-up power supply. The vessel is equipped with AC and DC electrical systems. An AC or DC electrical power supply feed (e.g. spare electrical panel breaker) will be available for the systems with connections in the Electronics Room. The Contractor shall be required to provide and install all electrical components and materials to tie into the vessel’s electrical and general alarm systems.
The IC and PA systems shall be provided with a back-up/reserve power supply that is independent of the vessel’s electrical system. In the event of the loss of primary power supply, the systems shall automatically switch to the back-up power supply. The back-up power supply shall be sized to support the systems for 18 hours (per 46 CFR 112.05).
The systems shall give an alarm or notification when the back-up/reserve power supply is low or requires replacement.
F. CABLES & CABLE PULLS
The Contractor shall provide and install all cabling necessary for the complete and functioning IC and PA systems. All cables, unless impractical , shall be installed in established wireways and conduits. In compartments and spaces with finish joinery and ceilings, the cable shall be installed behind the finish work.
The vessel has a vertical wireway trunk located between Frames 85-86, running from the Main Deck to the Pilothouse. The Contractor shall utilize this trunk to pull cable between decks.
All cables from the electronics room controllers to the endpoints shall be CAT 5 or CAT 6 type.
The Contractor shall provide and install the IC phone wall jacks and plastic cover plates. The cover plates shall be the industry standard size (2¾”x4½”). The COR shall identify the final color selection during installation.
The Contractor shall restore watertight deck and bulkhead penetrations as required. Any joinery panel, ceiling panel/tile or sheathing that was disrupted during installation shall be restored/reinstalled to their prior condition.
G. PA SPEAKERS, BEACONS & MICROPHONE
Public Address speakers shall be installed on all spaces identified in the Contract Drawings. In compartments and rooms with finish joinery and ceilings, the speakers shall be flushed mounted in the ceiling. The external speakers and internal speakers in non-joinery spaces, shall be made of corrosion free material and installed with a stainless steel bracket.
For large internal areas and spaces, the Contractor shall provide a sufficient number for speakers to ensure all announcements can be heard and understood.
In areas identified as high noise on the contract drawings, the Contractor shall provide and install visual signal beacons. The color shall be yellow. The beacon shall activate when the PA system is in use.
The Contractor shall provide and install a PA microphone with a fifteen foot cord in the pilothouse. The push bottom microphone shall be located on the navigation console. The final location will be identified by the COR during installation. A retaining clip shall be provided for the microphone.
The Contractor shall provide and install a push button PA microphone in the main deck control room console. The final location will be identified by the COR during installation.
H. IC TELEPHONES, HEADSETS & BEACONS
The Contractor shall provide and install telephones, headsets and beacons in accordance with the Contract Drawings for a complete IC system. For non-high noise spaces, the IC telephone shall be capable of being bulkhead mounted or installed on a desk. During installation, the COR will identify the method of phone attachment for each location.
In high noise areas, the contractor shall provide and install noise canceling headsets. The headsets shall have any adjustable mouthpiece speaker, with a hand-held push button activation. Thirty feet of cord shall be provided for each headset.
In high noise areas, the Contractor shall provide and install visual signal beacons.
The color shall be yellow. The beacon shall activate at the respective station when a call is being received. In addition, the PA speaker in the high noise space shall emitted an audible signal when a call is being received.
I. IC DIRECTORY PLATES AND STATION NUMBERS
The numbers for each station being served by the IC system shall be designed and arranged logically with respect to the arrangements. All IC stations on respective decks shall start with the same number. The following numbers shall be sequential in order, starting at the forward station and working aft. Stations on the starboard side shall be odd numbered, and stations on the port side shall be even numbered. The pilothouse shall be odd numbered. The two stations in the upper part of the dredge pump room shall be served by the same extension, and be odd numbered.
The PA dial number shall be an easily recognized number.
The Contractor shall provide and install engraved plastic directory plates at every
IC station. The directory shall include numbers to all stations and the PA dial call feature number. The directories shall be either bulkhead mounted or secured to a desk with damage free, adhesive mounting, similar to 3M Command products. The COR shall identify the mounting method during installation.
C008 TESTING
After the systems have been installed, the Contractor shall perform testing to verify system installation and function. A Government representative shall witness the testing.
