Question and Answers for W912P8-17-R-0024

Q) Per section C-1 of Technical Requirement for the “Dredge Technology Corp.” bid, the Round Bar and Solid Plates required has to be ASTM A668 Class H. Please advise if the equivalent for the Round Bar AISI 4130 can be used (refer to attached Quality Cert.) With regards to the Solid Plate ASTM A668 Class H required (60 ksi yield), please advise which will be the equivalent / substitution for it readily available in the US. A) No for the Round Bar replacement (it stays per the specs), and for the plate the contractor can use ASTM A572 grade 60.

Q) Please confirm if Pieces No. 407, 411 and 402 “Pins” are required as scope of supply by the shipyard. A) The only parts required for this contract are 70006-4013-904 part# 401, 403, 404 with the exception of the parts stated in the specs. The listed parts by the prospective bidder are not part of the welded assembly of the parts listed in the specs; thus, they won't be needed.

Q. Can the 12 ¾” tubing be welded to make up the length? A) No.

Q. Do these parts need to be sand blasted and if so do they need a shop primer to keep them from rusting? A) Refer to amendment that I sent you previously today, this will answer the question regarding painting.

Q. Do the parts 401 need to be crated or can we use saddle supports spread out over the 40’ plus length as these will be shipped on a dedicated truck? A) Part #401 doesn't need to be crated, saddles should work (for part 401 only). The contractor however must protect these parts from scratches from the chains or straps used during transportation.

Q. On the 6 ½” tubing can 1” wall be used in place of the 7/8” wall? A) No.

Q) Your description of services includes “preservation”, but I cannot find any coating/paint specifications, if you have any you require would you please repeat them in the answer to this question?

A) See attached amendment of the Specs (doc file), added section C-2.4, and painting.

Q) Please see the attached sketch, identifying 3 items on the drawing for closer identification/explanation, and missing dimensions. A) See attached pdf, all of his questions are shown on the drawing.

Q) Paragraph C-2.1 of the specifications requires the following: “Round Solid Bars and Solid Plates: ASTM A668, CL H.” For the round bar forgings, we can obtain ASTM A668 material; however, the lead times are likely going to prevent delivery by the requested June 15, 2017 date outlined in the specifications.

Is there a substitute forging material that may be more readily available the ACOE would accept in lieu of ASTM A668? We currently have pricing requests out to a forging company now, but know the material lead times will likely prevent a June project completion. A) For the plate, ASTM A668 is what we've use in the past. However, the contractor can use ASTM A572 or similar. The bidder must let us know if they propose other than A572 material for our approval.

Q) Are we to Supply individual fork and eye with each assembly and where can we located the dimension on the eye. A) We expect a full welded assembly of parts N0. 403 and 404 as shown in drawing 70006-4013-904. We don't want separate pieces; the fork and the eye are included in the aforementioned parts, without them the cited parts will be incomplete. All dimensions and tolerances are in the drawing (including the "eyes"), in this case it's shown in part #404.

Q) What all is to be included with the requested parts to be made? Are you needing the pipe only or the whole assembly less the parts stated? A) It'll be the whole welded assembly less the parts stated. By welded assembly it's meant what shown in drawing 70006-4013-904 specifically for parts 401, 403 & 404 only.

Per the scope of work provided and drawing 70006-4013-904:

70006-4013-904, part# 403 (Lower Stem with Fork) - (Note: For piece 403, do not provide part(s) number 405, 418)

70006-4013-904, part# 404 (Lower Stem with Eye) - (Note: For piece 404, do not provide part(s) number 406, 418)

70006-4013-904, part# 401 (Main Stem) - (Note: For piece 401, do not provide part number 418)

Q) Are there anymore drawing available that gives the materials for the other parts in each assembly? I do not see the material specs for the shafting or weld requirements on this drawing. A) We have no more drawings. Section C-2.1 of the specifications provide you with material information about the pipe, round bars and plates. Section 2.2 tells you how we want the welds performed, the intent is that all edges between mating pieces must be welded all around and continuously. There are typical weld leg sizes in the drawing already so please follow these.
