Sole Source Justification for IHS-Fairplay Subscription

Acquisition of vessel characteristics and operations data from Lloyds Registry-Fairplay (LR-F) is requested as a sole-source acquisition as LR-F represents the largest single repository of data related to ship characteristics and patterns of deployment world wide. In recognition of LR-F's prominence in the handling of such data, the LR-F identification (ID) numbering system was adopted by the International Maritime Organization (IMO) and comprises the sole internationally-endorsed hull ID numbering system. To try and independently compile and maintain the subject data without practical use of commercial sources is simply not prudent and is cost prohibitive. Due to the scope of efforts to gather and maintain needed data for the world fleet, few companies are involved in extensive ship registry database compilation and maintenance.

A general market review or survey of other firms that can provide needed data (at least to some degree) include Clarkson's Vessel Registry and Lloyd's Maritime Intelligence Unit (LMIU; a separate and competing company to LR-Fairplay). While other companies may provide world fleet ship registry data they are typically derivatives of the products compiled by LR-Fairplay, LMIU, and Clarkson's.

Of the two alternative sources, Clarkson's is a credible ship registry that tends to specialize in bulk carriers and covers only approximately 40 to 45 percent of the world fleet compared to LR- F's coverage of approximately 92 to 94 percent of the world fleet across all carrier types. The coverage for vessel characteristics provided by LMIU is across most vessel types of the world fleet with coverage historically covering about 60 to 70 percent of the world fleet, with most data common to that compiled by LR-F.

With concerns for limitations on budgets, LR-Fairplay represents the single best and most cost effective source for providing required data pertaining to world wide vessel characteristics.

Text1: U.S. Army Corps of Engineers New Orleans District 7400 Leake Ave.

New Orleans, LA 70118

Text2: The Waterborne Commerce Statistics Center (WCSC) requires access to vessel characteristics and operations data from the Lloyds Registry-Fairplay (LR-F) database to meet the activity's mission of collecting, processing, distributing, and archiving vessel trip and cargo data.
Text3: The contractor shall provide a one year subscription database for 10 users within the Army Corps of Engineers, and two additional users, which will comprise of all self-propelled vessels over 99 GRT, selected characteristics, monthly updates, two files containing live and newbuilding vessels and dead vessels, as well as a subscription for World Register of Ships (WRS) single user. This contract contains services and data updates for a period of 12 months starting from the date the contract is awarded. The technical requirements are detailed in the Statement of Work (SOW).
Text4: Authority permitting other than full and open competition for procurement of these services is 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement, and FAR 13.106-1(b)(1)(i), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold.
Text5: Independent acquisition and maintenance of the required maritime data without use of commercial sources is cost prohibitive. The LR-F database represents the largest single repository of data related to ship characteristics and patterns of deployment worldwide. Access to this data is critical for the WCSC to meet its mission requirements. Specific details on the LR-F database is attached to this document.
Text6: Market research indicates that IHS Global (CAGE 6A920) is the only provider of the LR-F database. The database is available commercially, and thus meets the requirements of commerciality (a commerciality D&F will be prepared IAW AFARS 5112.102(a)(i)). IHS Global is a large business and is current in the SAM database. Notice of contract award will be made on FedBizOpps as per FAR 6.305(d). Review of past contract actions has determined that the quoted price is consistent with previous contracts.
