5.3 Electric

The electrical specifications listed in this section are by no means a sequence or procedure of work instructions that must be followed in chronological order. The contractor shall submit a construction sequence for the electrical installation of a new trailer load and the replacement of the existing 75 kVA transformer with 150 kVA transformer.

The sequence shall end after testing is completed on new transformer. Connections to boat house, resident engineer (RE) cabinet, and trailer shall be the last step to ensure the electrical outages that occur are minimized so they do not fully interrupt the day-to-day activites of RE’s working on site within in the cabinet. Contractor shall include anticipated power outage timeframes for the cabin next to the trailer so that workers can plan accordingly. Provide contracting officer no less than 14 days prior to any acitipated outages.

1. Remove existing 75kVa transformer and disconnect the cabin and boathouse feeders on secondary side. Feeder conductors, disconnect switches and/or overcurrent devices for the boathouse and cabin are to be reused. Store and protect from damage reusable devices properly until reconnection to new transformer is completed. Any damage to reusable and new equipment or materials shall be contractor’s responsibility to purchase and replace.

2. Provide and install a new pad mount transformer on the same existing pad where the existing transformer is to be removed from. The transformer shall be dry-type, enclosure NEMA Type 3R and with electrical characteristics of 150 kVA, three-phase, 480V primary, 208/120V secondary, with a delta-wye configuration. 4. Feed new transformer from new 225A breaker in the Visitor’s Center Building using 3-500kCMIL aluminum conductors in 4” Schedule 80 PVC conduit. New path shall be approximately 800 feet and shall use three single conductors, made of aluminum, and rated 600 volts. The contractor may Reuse existing conduit going from PNL- P-1 to Handhole 56 to prevent new penetrations. Previous original conductors may be cut and pulled to empty the reusable conduit. The existing condition of the conduit could not be verified by the government. As an alternative to using the existing conduit between PNL-P-1 and HH56, the contractor may run new conduit and make penetrations as required or other approved path proposed by the contractor. Reuse only Handhole 56 and provide new handholes approximately every 100’ leading up to new transformer. Avoid selecting paths that involve trees, rocks, gravel, and all other items that make trenching difficult but minimize distance as much as feasible.

Contractor shall provide submittal of path proposal for review prior to trenching. See 8: Submittals point 6. for more information.

5. Provide and install new 200A, fused disconnect on the secondary side of the new transformer to supply the trailer using 3-#2/0 conductors in 3” Schedule 80 PVC. Run conductors and conduit to single-phase 208/120 panel within trailer. Trench conduit to avoid trip hazards, run is approximately 20 feet from existing pad to trailer panel entrance.

6. Reconnect and configure layout of overcurrent protection devices, existing boathouse conductors, existing cabin conductors, and new transformer in similar equipment layout to original design. If old mounting frames are unable to be reused, provide new ones. Adjust or reconfigure conduit bends if necessary.

7. Disconnect existing transformer and remove from site.

8. Remove meter and load center from exterior of trailer and remove feeder from meter to sub-panel inside trailer.

9. Add new grounding conductors, lugs, buses as necessary to properly ground all new and existing equipment.

10. Removable unused devices shall become property of contractor and properly be disposed of.

11. Contractor should verify all electrical conditions of existing equipment and materials before beginning work.

12. All work shall be done in accordance with National Electrical Code. Ensure conductors are rated for “wet locations”, penetrations are properly sealed, conduit joint connections are waterproof sealed, all new equipment is certified and tested to their proper standards.

13. Test new distribution system for acceptance. Ensure all equipment runs and functions properly. Update panel schedule labels where changes were performed. Provide new equipment with all new labeling.

5.4 Sewer Line

Septic system inspection proved that existing septic tank (1200 Gal) is viable to continue use. However, existing pumps/plumbing in the lift station were deemed faulty. The minimum requirements for the pumps shall have; 2 hp motor, 60ft of head, 35 gpm, 230V/60hz/1ph, see electrical section for the correct voltage and phase. Contractor shall verify the available voltage at the Panel in the cabin. Existing septic tank currently only has flow going into it from the cabin. Contractor shall completely pump out existing solids and effluent in both the septic tank and lift station, then replace the system (pumps, pipes, floats, alarms, controls, flange elbows, guide rail system, pump lifting chains, and check valves and ball valves/gate valves.) within the lift station. Existing lift station basin shall remain. Contractor shall replace the T-connection inside the basin and the 2” dia. line from inside the basin to about 3’ outside the basin, connecting it to the existing 2" dia. PVC line. Contractor shall verify the existing pipe diameter and existing pipe material prior to purchasing the new T-connection and new pipe. Contractor shall verify design of pumps to accommodate the existing septic tank and basin, as well as proper positioning of floats. Details of existing plumbing/pump in lift station are shown in “Plumbing Notes: 6.” on Attachment 1 - Plans, EXISTING CABIN SITE PLAN AND DETAILS. Any adjustments to the existing mounts to accommodate pumps shall be incidental to the cost of pump installation. Contractor should inspect the basin to determine installation requirements and bid accordingly. It will be the contractors responsibility to determine how to run the main sewer line from the new trailer to the septic tank.

The contractor has the option to run an independent pipe from the trailer directly to the septic tank or tying into the existing main line between the cabin and the septic tank. The contractor must ensure positive drainage is maintained throughout the entirety of the line from the trailer to the final septic tank connection. An existing elbow and clean out serves as a natural location for connecting the trailer line to the cabin line. The cleanout is located beneath the wooden storage shed which may require that the shed be lifted or partially relocated should the contractor choose to pursue this connection option. Contractor is responsible for the repair of the wooden shed if any damages is to occur at contractors expense. Upon completion the sewer line should be buried 18” beneath the ground surface with the exception of where it passes the under pinning. In locations where positive drainage is difficult to maintain, contractor may use excess fill from trenching operations to over fill trenches to ensure 24” of cover is achieved. In doing this ensureno ponding or entrapment of water occurs. Contractor has the option to trench underneath the existing trailer to cover sewer line or trench until it’s passed the under pinning then proper insulation can be applied to sewer lines. Pipeline should have 24” of fill to the top of the pipe Contractor must ensure insulation was completed correctly to prevent freezing. The new fiber shall be terminated at each end.

Contractor shall provide connection including all inspection fees, installation of underground conduit. Trenching and backfill of the conduits shall be done in accordance with the applicable codes and running downhill, away from the back of the cabin and end of trailer. All underground conduits shall be marked with tracer tape in the trench 12” above the conduit. The tracer tape shall indicate “fiber data line”. Notify the COR no less than 72 hour notice prior to power outages, so the USACE IT Department can place the Switch into maintance mode before power is turned off.

The Contractor shall ensure network installation shall be fully functional, neat, and orderly. There will be no analog lines pulled through conduit. Site shall connect and configure switches and VOIP phones.

5.6 Underground utilities:

Provide buried utility lines with utility identification tape. Bury tape 12 inches below finished grade; under pavements and slabs, bury tape 6 inches below top of subgrade. Bury detection wire directly above non-metallic piping at a distance not to exceed 12 inches above the top of pipe. Extend the wire continuously and unbroken, from manhole to manhole. Terminate the ends of the wire inside the manholes at each end of the pipe, with a minimum of 3 feet of wire, coiled, remaining accessible in each manhole. Furnish insulated wire over its entire length. Install wires at manholes between the top of the corbel and the frame and extend up through the chimney seal between the frame and the chimney seal. For force mains, terminate the wire in the valve pit at the pump station end of the pipe.
