Q&A

Government Responses to Contractor Questions

1. Contractor Question: Spec 05 59 20 pg.10 calls for the contractor to take field measurements prior to shop drawings.

a. What time frame will the contractor have to take measurements?

b. Is the contractor to measure the slots or existing gates only?

c. If only the existing gates are to be measured, will they be stored outside for easy access or inside the slots?

d. What equipment will be needed to access field measurement locations?

Government Answer: A site visit to take field measurements will not be required by the Contractor.

Contractor shall fabricate bulkheads to the dimensions described in the drawings.

2. Contractor Question: Drawing 64W381-9 Note 17 references SR along with spec 055920. Please verify that no items are called to be stress relieved.

Government Answer: No items associated with the fabrication of the bulkheads are required to be stress relieved.

3. Contractor Question: Please confirm that 1 horizontal skin plate splice is acceptable.

Government Answer: See the Government’s response to Question #4.

4. Contractor Question: There is not a location for as splice in the skin plate can you verify that there is one allowed and the location that it should be.

Government Answer: The Contractor may include one (1) vertical splice in the skin plate to suit the Contractor’s means and methods. The splice and location should be detailed on the Contractor’s Shop Drawings for Government approval. The splice should be constructed using a Complete Joint Penetration (CJP) weld, which must be shown on the Contractor’s Shop Drawings and submitted for Government approval.

5. Contractor Question: How long after initial award of the job does the government have to use options. Steel pricing fluctuate daily so hard to hold a quote for an undetermined amount of time.

Government Answer: The Government will exercise the options within the Period of Performance (POP) of the base contract.

6. Contractor Question: how long after bid date will the government award this job?

Government Answer: If an awardable quote is received in response to the solicitation by a responsive and responsible contractor, an award will be made no later than September 30, 2021.

7. Contractor Question: Can you please confirm the skin plate can be set in 2 pieces? Due to the size of the plate it needs to be made from 2 pieces and welded. Please confirm where you prefer the splice, Horizontal or Vertical?

Government Answer: See the Government’s response to Question #4.

8. Contractor Question: Can the Corps Receive this material if shipped by barge?

Government Answer: We do not have the capabilities to unload the bulkheads from a barge.

9. Contractor Question: In regards to the 7/8” Thick Skin Plate: it is assumed that a splice in the skin plate will be required to meet the size. Please confirm that this is acceptable, and if there are any other restrictions that apply to the skin plate splice.

Government Answer: See the Government’s response to Question #4.

10. Contractor Question: Are there liquid damages and taxes included?

Government Answer: There are no liquidated damages, but the contractor is required to deliver the bulkheads by the date specified in the contract. The contractor should include all costs in the offer.

11. Contractor Question: Drawing 64W381-9 Note 17 says “stress relieving shall be performed on indicated welded assemblies” are we to assume that there is to be no stress relieving done because there are no assemblies indicated?

Government Answer: See the Government’s response to Question #2.

12. Contractor Question: Is the connection between the spring retainer plate and the bulkhead being considered a high strength connection under 05 59 20 2.1.5?

Government Answer: No.

13. Contractor Question: Will monthly progress payments be allowed?

Government Answer: Monthly progress payments will not be allowed, see Specification SECTION 01 20

00 PRICE AND PAYMENT PROCEDURES.

14. Contractor Question: Can you confirm that the Government will supply crane and crane operator to off-load bulkhead when delivered?

Government Answer: Yes, the Government will supply crane and crane operator to off-load bulkhead(s) when delivered, see specification SECTION 01 00 00 Page 4.

15. Contractor Question: It appears that 210 calendar days is for the first bulkhead base price. However, it is unclear how the 90 days for each option works. If all 4 bulkheads are procured successively, then the contract duration would be 480 days? Please confirm.

Government Answer: Correct, the period of performance for the base contract is 210 calendar days. The exercise of each option adds an additional 90 days to the period of performance.

16. Contractor Question: How long after initial award of the job does the government have to exercise the options?

Government Answer: See the Government’s response to Question #5.

The following have been modified:

52.217-7 OPTION FOR INCREASED QUANTITY--SEPARATELY PRICED LINE ITEM (MAR 1989)
