GRADING

1. UPDATED SPECIFICATIONS

2. BIDDER QUESTIONS AND GOVERNMENT

RESPONSES.

20 AUGUST 2021

The following changes have been made to the specifications:

1. Section 31 23 00.

a. Paragraph 3.3.3 Compaction – the word ‘three’ has been changed to ‘five’.

b. Paragraph 3.3.4 Compaction Equipment and sub-paragraphs 3.3.4.1 Crawler-Type

Tractors and 3.3.4.2 Miscellaneous Equipment have been deleted.

Responses to Contractor Questions:

Q1. What level of compaction testing will be required for the embankment material, and what will testing requirements be?

Response: See specification change above.

Q2. For soil conditioning of the embankment, will quick lime, Portland cement, or calciment be acceptable?

Repsonse: Soil conditioning techniques may be proposed for consideration as part of the awarded contractor’s Plan of Operations submittal required by Section 01 35 13, Paragraph ‘Plan of Operations’ and requires Contracting Officer approval. Approval is not guaranteed and is dependent upon the actual types and amount of soil conditioners proposed. Contractors should base bids on the current requirements of the solicitation documents.

Q3. Will dewatering of the excavation area be allowed to be pumped into the existing basin to the east, still within CDF 10B?

Response: Yes

Q4. Page 191, 3.1.2.a(1) states that there is 45,000 cy of material above and beyond what the drawings show that was placed 5/21. Does this material fit within the mound calculations what are drawn?

Response: The quantities shown on the bid form will fit within the design shown.

Q5.. Page 193 3.3.4.1 states crawler tractors for compaction are limited to 2-3.8 PSI of ground pressure. Is that for compaction only or are there limits to the machine we can use across the site? A large excavator has 4 times the PSI as stated.

Response: Specifications have been updated. See top of this page

Q6. What items will GDI perform?

Response: Question does not appear to be directed towards the Government.

Q7. What items are you looking for ME to perform?

Response: Question does not appear to be directed towards the Government.

Q8. ME does not perform seeding work in house, will you carry that cost?

Response: Question does not appear to be directed towards the Government.

Q9. Surveying? We would want the ability to do GPS for our equipment. We work with a surveying company who can handle the scope but I am not sure what you are expecting.

Response: Question does not appear to be directed towards the Government.

Q10. The RFQ states that a SWPPP must be submitted after the bid. I assume GDI will carry that engineering and cost. How will the cost to implement what the plan shows be handled?

Without a plan to price from. We would only be able to guess on our end.

Response: Question does not appear to be directed towards the Government.

Q11. I assume that all material being moved is soil or dredging. There is no C&DD or hazardous waste that is known?

Response: All material to be moved was placed in the CDF from multiple years of dredging the Cuyahoga River and Cleveland Outer Harbor.

Q12. Everything is staying on site, no export?

Response: All material excavated is to be placed on-site, as shown.

Q13. Who will handle the SWP inspections?

Response: Question does not appear to be directed towards the Government.

Q14. My best guess based on everything I see is that we have no utility work with this scope. It is all earthwork. There is existing utilities draining but I assume they are much deeper than out cut. 2

Response: Question does not appear to be directed towards the Government.

Q15. In the past I assume you have done some of these projects, what if any limitations can we expect to have with equipment traffic? Has this material sat long enough to drain out and drive off road trucks on it or is it all wet dredging?

Q16. . Their specs do not say much about seed and time of year but you will be seeding out of season.

Response: Question does not appear to be directed towards the Government

14. We need also drawing’s AUTOCAD files, please support if you can.
