About this file

This amendment modifies a solicitation for the Black Rock Lock Motor Control project. The work includes rehabilitating portions of the Black Rock Lock control houses through supplying labor, equipment, and materials to replace aging motor control centers. Key details include extending the response deadline from August 27 to August 31, 2020 at 12:00 PM in order to answer bidders' questions. The scope involves new loads and connections between control houses. The Army Corps of Engineers Buffalo District will award a firm-fixed price contract to a small business for a 103-day period of performance. The cost is estimated between $500,000 to $1,000,000 and the Buy American Act applies. Bids must include a 20% bid guarantee or $3,000,000, whichever is less.

Questions and Answers

1. Will the owner be doing the switching for shutdowns? We prefer they do it and then we both test, ground and lockout-tagout.

Answer: The Government will provide access for securing power, but the contractor must test, ground and follow lock out-tagout protocol.

2. Will the removed equipment be turned over to the owner or are we to dispose of it?

Answer: The contractor must dispose of all removed equipment.

3. Are we responsible for patching the suspended acoustical ceiling in 3 of the buildings if the new units are shorter than the existing?

Answer: The contractor is/is not required to patch the suspended acoustical ceiling if the new units are shorter than the existing.

4. I think that we should validate that the existing feeds and loads only get extended and reworked into new MCC’s. There are some strange notes but yet they show no locations of existing loads that we would be able to utilize for estimating. I believe I’m correct but we may just want confirmation.

Answer: There will be new loads added, for example the Government will be requiring the contractor to add new bucket in Middle east to feed Upper west house. The Government will run the feeder from the UW to ME but the contractor will be responsible for the connection to the MCCs in both ends. Another new component will be the high mast lighting time switches. All the loads needed in the new MCC are contained in the Plans and Specifications.
