5 Detailed Description of Work
5.1 Detailed Description of Work – Base Bid Item(s)
5.1.1 Base Bid Item 1 –Install Grounding System
All electrical work must be performed and checked by a licensed electrician in accordance with the current National Electrical Code and any applicable local standards or requirements.
Hire a competent third-party to perform a utility survey prior to beginning any work in order to locate and mark underground utilities within approximately 200 foot radius of the immediate area where the grounding system will be installed. The ground rods must be installed at least 10 feet away from any utilities.
Install a grounding system comprising of a ground cable, ground rods and ground connections. The ground cable must be connected to the existing ground busbar in level 6 of Mount Morris Dam (MMD). A picture of the existing busbar may be seen in Attachment #3. Install three ground rods near the head house of the MMD. Approximate location for installing the ground rods may be seen in Attachment #5. Exact location to be determined by the contractor after the utility survey.
Install a grounding loop of approximately 950 feet of ground cable from the existing ground busbar on level 6 of MMD through the utility gallery and up the spiral stair shaft under the head house to the 3 ground rods installed next to the head house and back to the ground busbar on level 6. The relevant locations of the level 6 ground bus, utility gallery, and spiral staircase under the head house may be seen in an elevation drawing of the dam in attachment #4.
• Provide and install three ground rods made of copper-clad steel conforming to UL 467. Ground rods must be
0.75 inches (19 mm) in diameter and 12 feet (3650 mm) in length. The ground rods must be clean, smooth and have a cone-shaped point. The rods must be die-stamped near the top with the name or trademark of the manufacturer and the length of the rod.
• Dig three 12 inch x 12 inch x 12 inch pits into the ground at the three locations to be specified. Drive the ground rods 11.5 feet into the earth at the bottom of the pit such that 6 inches are exposed above the ground for the ground cable connections. The rods must be centrally positioned inside the pit. Ground rods must be orientated vertically except if prohibited by earthen obstructions, in which case they must not exceed 45 degrees from the vertical. The spacing between each rod must be at least 20 feet. Install the ground rods using appropriate ground rod drivers without breaking or deforming the rods. Completely bury rods, compact soil and re-seed lawn to present a manicure appearance.
• The ground cable must be ASTM B 8 #2 AWG stranded bare copper wire and must be connected to the ground rods by exothermic weld.
• Clean the entire surface of ground busbar using a wire brush or other method to be approved by the
Government and drill the holes on the ground busbar prior to making connection to the bare copper wire. The bare copper wire and ground busbar connections must be made by using tin-plated copper or copper alloy bolts and nuts.
• The #2 AWG stranded bare copper wire must be installed in one continuous, straight length without splices or joints. When necessary, bends at locations including but not limited to the corner of the walls, and top and bottom of the spiral stairs must be made in such a way to avoid damage to the cable. The #2 AWG stranded bare copper wire must be secured against the wall using proper size staples or fasteners. The cable must be secured in accordance with NEC specifications or local requirements
• Drill a hole through the concrete wall to accommodate PVC and sleeving, and excavate existing asphalt walking surface in a straight line to where the asphalt meets the grass, or approximately 30-50 feet; to be verified by contractor. Run #2 AWG stranded bare copper wire in a 2.5 inch diameter schedule 80PVC pipe through the head house wall and then route the copper wire into the excavated walking surface. Location of the head house can be seen in Attachment #6. Where the existing asphalt meets the earth run the bare copper wire through a 6 inch deep trench on the earth to the location of the first rod. Direct buried cable must be a minimum 6 inches deep at all points except where covered by asphalt. Any excavation must be replaced in kind and without providing any trip hazard. Install sleeve seal fitting to prevent any external moisture from entering through the concrete and allow for vertical movement at the interface between the soil and the concrete due to frost heave.
Apply corrosion inhibitor to all contact surfaces when making ground bonding connections. Use corrosion inhibitor appropriate for protecting a connection between the metals used. Submit a corrosion inhibitor compound as a proposal which can be accepted or denied.
After installation of the new ground rods and cable, the contractor must test the new ground network according to IEEE 81 standards. The ground resistance values must be recorded and included in a submittal. The grounding system resistance to ground must not exceed 5 ohms.
All the hardware (concrete anchors, conduit clips etc) must be stainless steel
Make all below grade connections by exothermic process and must be visually inspected by PM or approved government personnel prior to backfilling.
Submit detailed drawings of the earth pit showing the ground rod and cable connection.
Submit pre-construction submittals to the Government for approval prior to ordering any materials and equipment
Exothermic welding must be done by qualified personnel with the appropriate Personal Protective Equipment (PPE) in accordance with OSHA standards and requirements.
Installation must be done in accordance with the NEC standards and manufacturer’s instructions
5.1.2 Base Bid Item 2 – Clean the existing ground cable and replace the bolted-clamp ground connections
Clean the existing ground cable running through all the 6 levels in MMD using a wire brush or other method preapproved by the Government. Remove and replace the existing bolted-clamp ground connections in MMD with the same ones used in Base Bid 1and apply a corrosion inhibitor to all connections. The cleaning products and corrosion inhibitor compound to be used must be submitted as part of pre-construction submittals
5.1.3 Base Bid Item 3 – Remove the Existing Copper Wire
Remove and dispose the existing copper wire that exits MMD through an adit tunnel in level three to the earth in the east side of the dam. Remove only the section of the wire that is above the earth. The copper wire must be removed after the new grounding system has been installed. Personal fall protection equipment and systems must be used.
Submit fall protection plan as part of preconstruction submittal

At the pre-construction meeting, the QCP will be discussed along with the relationship between the contractor and the Government. The PM must be available at all times to discuss the planned QC operations. It may be advantageous for the contractor to make incremental submittals of the plan. The Government reserves the right to require the contractor to make changes in his QCP plan and operations including removal of personnel, as necessary, to obtain the quality specified.
8 Communication
During the execution of the contract, the PM must receive weekly status reports from the contractor on issues such as milestones met and/or missed, and issues standing in the way of project completion. The DCO must be the communication hub for the Government QA Person, PM, and the contractor regarding clarification of contractual issues. By adhering to the established lines of communication, it will reduce or avoid generation of duplicate requests for information, which may inadvertently result the Government or the contractor to the acceptance of contractual changes without official approval by the DCO.
9 Repair/Restoration of Government Property Contractor, at no expense to the Government, is required to protect all Government facilities, grounds, equipment, sidewalks, and pavement during construction. All Government structures, grounds, and equipment disturbed by contractor during the performance of work must be returned to a pre-construction condition prior to request of final payment. Damages to Government property that were caused by contractor and/or sub-contractor will be repaired at no expense to the Government by the prime contractor.
10 Work Stoppage, Contract Cancellation Actions The Mount Morris Dam Park Manager, PM, or Government QA person may issue temporary “Stop Work” notification if they find activities or job site conditions are in violation of Federal, Department of Defense, State or local health, safety and/or environmental standards, laws and regulations. The District Safety Officer (DSO), the
DCO, and the PM must be contacted immediately after a Stop Work notification order is issued or rescinded.
Violation of health, safety or environmental regulations committed by the contractor must not be grounds for compensation by the Government to the contractor. Refer to contractual documents provided by the District Contracting Office regarding additional work stoppage and/or contract cancellation actions.
11 Material Change Orders Once equipment and materials are approved and accepted by the Government, the contractor must not substitute equipment or materials without providing a detailed explanation for the substitution. Changes in materials will require full justification and approval from the DCO. Modifications to contractual documents must be reviewed by the contractor, Government QA person and PM, and approved by the Government’s DCO. Requests for modifications must be in writing explaining the reasons for the modification, detailed description of the modification and what the benefits are and an estimated cost broken down by materials, labor and equipment.
12 Liquidated Damages Liquidated damages of $150 per work day will be assessed if the work is not completed within the time period described in Section 6.2 of this Statement of Work. Liquidated damages must be assessed beginning the day following the end of the initial period.
13 Inspection/Testing
13.1 Pre-Final/Final Inspection
Upon completion of the work, the Government will perform a pre-final inspection to verify that the project is complete. A Government pre-final punch list may be developed as a result of this inspection. If contractual requirements are not met, this list must be provided to the DCO, who will bring them to the attention of the contractor.
The contractor’s QC supervisor must ensure that all items on this list have been corrected in a timely manner before notifying the Government, so that a final inspection with the Government and contractor can be scheduled. The contractor’s QC supervisor, PM, DCO representative, and QA person must be in attendance at the final acceptance inspection.
14 Completion The contract will not be deemed fulfilled until all submittals, products, services, equipment, material, installation, construction work, and final inspection is provided by the contractor under the terms of the contractual documents and found satisfactory to the DCO.
15 Payment The project will be paid for on per-job basis, the price for which includes all labor, materials, equipment, mobilization/demobilization, disposal, and other costs required to complete the work. Partial payment(s) may be made; this will be discussed at the pre-construction meeting.
16 Warranty
16.1 Warranty Period

The contractor must also provide the manufacturer’s warranty for newly installed equipment and/or materials produced by said manufacturer. The period of warranty must commence at time of Government's acceptance of the work. If within the warranty period the installed equipment/materials incur breakdowns, excessive wear, or become unreliable, the costs to repair or replace installed equipment and materials must be borne by the prime contractor. The warranty must bear the name of the Buffalo District, U.S. Army Corps of Engineers as the recipient of the warranty and display the period of coverage. All warranties must be submitted prior to request of final payment on this contract.
16.2 Repairs
When repairs are required because of defective workmanship during the warranty period, contractor must make such repairs within 72 hours of notification. When repairs are not performed within the specified time, emergency repairs performed by others will not void the warranty and contractor must reimburse the Government for the cost of said repairs. Contractor must not bill the Government for costs of repair work and delay of payment due to repair work executed to resolve defective workmanship and/or problems with materials used and services provided.

18.1.3 Suspicious Activity Reporting Training
