1. Is this requirement unrestricted or is it a small business set a side.
Due to an administrative oversight this requirement was listed as both. An Amendment was issued to correct this error. This is 100% Small Business Set- A- Side.
2. What was the monthly average amount of ASL services requested for 2019?
It varied. On average, SLI Services were requested 2 times per month. Most of these requests were for services totaling no more than 1 hour. There were exceptions. In October 2019 we had 8 Requests for SLI Services.
3. Page 38, Part 5 Specific Tasks, 5.2.1 states that the contractor "shall provide Sign Language Interpreter services for 20 times per year." What is the average length of time per assignment?
1-2 hours.
4. What is the cancellation policy? Industry standard cancellation policy is 48 hour notice for the requester to remain unbilled for that time. If the notice comes within 48 hours of the scheduled event, industry standard is to bill for the entire time requested.
The Government does not have a cancellation policy. N/A
5. The CLINs (Schedule of Supplies/Services) on page 3 lists units as "each". It is industry standard for ASL interpretation services to be billed per hour as opposed to per interpreter. Can the units be modified from "each" to "hour"? If not, can you provide us a total amount of hours expected to be requested for ASL services in order to provide an accurate cost?
Yes. For each interpreter it would be 136 hours per year.
6. Is this an existing or new contract?
New
7. If this is an existing contract, who is the incumbent contractor and what were the rates charged on the previous contract?
Previous services were procured using a Government Purchase Card. Additionally, the Government cannot provide proprietary information of contractor rates.
| 8. | If this is an existing contract, what are some of the main challenges you have encountered. If this is a new contract, what challenges do you anticipate? |
| The only challenges I anticipate is getting SLI Services on short notice. This has presented a few challenges in the past. | |
| 9. | What was the annual dollar amount spent on the previous contract, or if this is a new contract, what is the anticipated annual hours of interpreting or volume (in # of # of assignments)? |
We had 15 Assignments in 2019 and have had 17 Assignments so far this year. Most of the assignments were for 1-2 hours. There were up to 3 that were 40 hours.
10. Could you please clarify the proposal submission requirements and which items should offerors include in their proposals They must be certified Board for Evaluation of Interpreter Certification (BEI) Level 2, in ASL by the State of Texas.
11. Do you have an estimated start date?
This is only an estimated date, 11 September 2020.
12. If the pandemic continues will you need to have people on-site or you would need Video Remote Interpreters available as well?
