5. Reasons for Authority Cited:

The Corpus Christi Army Depot has requirement for the procurement of a Tow Tractor (TUG) Model 100DC. The tow truck is used by the in order to complete load weight testing, move heavy equipment, and lift equipment to high reach areas. The current Tow Tractor is no longer capable of pulling the loads that require moving on a daily basis. The current Tow Tractor is beyond its life cycle. It constantly breaks down and becoming more difficult to maintain.

CCAD currently owns 12 tow trucks, 11 tow trucks are the NMC/Wollard brand. The CCAD Motor Pool Shop already has spare parts, manuals, and the training in order to properly maintain the requested brand and model number. Should a different brand be purchased it will result in: longer lead times for parts, additional training for motor pool employees at an , re-work caused by learning curve, financial loss in parts that will have to be scrapped, and the additional cost of repair

(this is just in cost for consumables, not including direct labor costs). There is no additional storage space for more consumable and spare parts within the or its surrounding areas. This equipment is extremely important to the mission and without it, CCAD will not be able to meet its production schedules.

NMC-Wollard, Inc. is the Original Equipment Manufacturer of the NMC-Wollard Tow Tractor and does utilize distributors for their equipment. In addition, CCAD is standardizing equipment to reduce administrative and maintenance costs. Over 90% of the tow trucks in CCAD’s possession are from NMC-Wollard, Inc.

Based on the above, this requirement will be a sole source to NMC-Wollard, Inc.
