CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Lowest Price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Performance Work Statement (PWS)

For

Maintenance and Technical support to CCAD Engine Test Cells #5, #6, #9, and #10

Distributed Control System

1.0 GENERAL: This is a non-personal services contract to provide Maintenance and Technical support to insure the reliability and availability of the controls and instrumentation systems in CCAD Engine Test Cells #5, #6, #9, and

#10, The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

Maintenance, Technical support, and Module/component exchange support as defined in this PWS, except for those items specified as government furnished. The Contractor shall perform to the standards of this contract.

1.2. Background: The Engine Test Cells are located at the Corpus Christi Army Depot (CCAD), Bldg 8, Directorate of Engines Production. The Schneider Electric system comprises of hardware, software, and networking equipment which constitutes a Distributed Control System (DCS) that is used to test Army helicopter engines at Corpus Christi

Army Depot (CCAD). The Schneider Electric DCS was originally procured and installed in four engine test cells during the early 1990's and is currently in use for the T700, T55, and T62 engine programs. The hardware consists of multiple field sensors which are used to measure all necessary pressures, temperatures, vibrations, and frequencies specified by the Depot Maintenance Work Requirement (DMWR) for each of the respective engine types. The hardware also includes Field Bus Modules (FBM's) to perform the Analog-to-Digital (A/D) signal conditioning of each measurement and computers (Sun Workstations) to collect and analyze the engine data. The

Intelligent Automation (IA) software consists of a suite of applications, compilers, and Human Machine Interface

(HMI) environments that enable the DCS to be customized for the individual requirements of each type of engine test. The IA software provides each test cell with an operator console capable of safely and accurately controlling each engine at speeds and loads in excess of 80,000 rpm and 5000 horsepower. Finally, the networking equipment provides dual-redundant, fiber-optic connectivity between each test cell and a supervisory engineering station for system administration and design.
