Questions-Answers Does the agency have a default standard for video blogging? Will it be on YouTube? Internal Website? Vimeo? Or is this at the contractors' recommendation?

a.) The videos will be used across multiple platforms. The VLOG production process itself will be taken under consideration based on the contractor's recommendation.

Does the photographer require specific DoD or agency-based credentials and will they need to be identified as part of this contract RFP at the time of submission? Or is there an approved list available and accessible to the party that will be awarded the contract allowed on the base?

a.) The photographer does not currently require specific credentialing and will be working with hand in hand with the LAARNG RRB Public Affairs Office Specialist. The contractor will be expected to provide his / her own equipment and transportation, at no additional cost to the government. There is not an approved list available. Coordination will be made after the execution of the contract between the photographer and the RRB Marketing Department.

Does the agency use any automation tools to create a schedule of social media postings and if awarded the contract, will the contractor be allowed to use such capabilities?

a.) The contractor will be using the automation tools of their choice as long as it meets the intent of the LAARNG RRB Marketing Department's intent.

Please provide more details on item 4.9, Website Hosting and Development.

What is the platform and coding standards for the Website Development and Hosting expected?

a.) Website Hosting and Development will simply be working to re-vamp the state specific National Guard website and the LAARNG App. The LAARNG RRB Marketing Department and CAMPO (external NGB contractor) will provide the necessary access to the site in order to make the needed updates.

Why was NAISC code 518210 selected for this solicitation? Would other NAISC codes such as 541613, 541810, or 541830 be acceptable?

-The government felt this a good fit for the procurement.

2. Please define the difference between social media postings and digital ad placement?

a.) Social media postings reference the actual posts published during a designated campaign. The budget should be allocated for paid ads through social media platforms as well as Google Display ads.

3. 4.1 Upon contract award, will LAARNG share any existing market research data to serve as a starting point?

a.) Yes.

4. 4.2 Which platforms does LAARNG currently utilize?

a.) Facebook, Instagram, Twitter, SnapChat, YouTube, and LinkedIn. LAARNG RRB would like the option to use four platforms (Facebook, Instagram, Twitter, Snap Chat) with the option to change / incorporate new platforms (on a limited basis) as the social media ecosystem evolves.

5. 4.1.5 Are you looking for a contractor to take over organic (unpaid) social media posting efforts? How many posts per month?

a.) Yes. 2-10 posts a week, across multiple platforms. Platforms requirements will vary.

6. 4.2.2 Are you open to less frequent on-site shoots and instead implementing stock photography? Photoshoots are expensive and consume budget that would be better spent on advertising. Would it be an option to host fewer photoshoots with higher photo volume per shoot (such as 1 shoot with 250 photos)?

a.) Yes, that would be an option.

7. 4.2.4 Can you clarify why a vendor would provide Vlogs? Do you expect members of your team to record videos and contractor to edit these into Vlog format?

a.) The expectation is that the contractor provides the means to execute and/or edit and format the Vlog. Like the photo shoot, the vendor would consider less frequent on-site shoots and instead implementing stock videography. Video length will vary based off of intended platform.

8. 4.6 Are you seeking a local vendor? Or could a vendor plan, coach, and implement Live Streamings remotely?

a.) The vendor could plan, coach, and implement Live Streamings remotely.

9. 4.8 Can you provide baseline analytics? It is not possible to propose a price for digital advertising without a concrete numeric goal.

a.) Very limited analytics can be made available for select platforms. Specific criteria needed would have to be requested.

10. 4.9 Are you open to creating a separate contract for this item? Agencies that specialize in social media often do not specialize in IT.

a.) No, not at this time. LAARNG RRB may consider consultation and website / app integration that may comply with expectation without the specific need for specialized IT management.
