PERFORMANCE WORK STATEMENT
National Guard Bureau J3/7 Louisiana Structural Collapse Venue Site (SCVS) Training Year 2016 Short Title: LA SCVS Build
1. Background:
The NGB-J3/7 provides the Chief, National Guard Bureau (CNGB) with subject matter expertise on joint doctrine, training, education, and exercises to ensure a trained and balanced National Guard force ready to support any mission of the several States or the Combatant Commander. The NGB-J3/7 ensures these functions are integrated and complementary where appropriate. CNGB has tasked NGB-J3/7 to develop and support regional training and exercise activities aimed at enhancing domestic contingency readiness.
In support of this objective, the Louisiana National Guard and the LA CERFP wish to construct a state of the art training venue in South Louisiana that will provide regional civilian first responder agencies and National Guard CBRNE Response Enterprise (CRE) assets with a realistic scenario platform.
2. Objective:
This Performance Work Statement covers requirements for services and products in connection with the designing, planning, and construction of a Simulated Collapsed Structure Venue (SCVS) at the Joint Emergency Services Training Center located at 1400 West Irene Road, Zachary, Louisiana. The constructed SCVS will provide support for National Guard CRE and civilian responder regional training and exercise activities aimed at enhancing domestic contingency readiness embedded within these support efforts - venues designed to assist in the training and readiness. Training venues, props, will be built so individuals will gain valuable experience and expertise working on a simulated “real world” structure collapse.

· Must have a hardened equipment lay down area near collapse site.
· The main venue is a collapsed light structure building with an attached garage and elevator. Use of pre-made materials like steel storage containers encouraged for high angle and confine space props with concrete tubes for confine space and beaching and breaking operations. Props built must create the appearance of a “real world” collapse structure, allowing training units to develop experience and expertise in real disasters.
