PRE-PROPOSAL / SITE VISIT CONFERENCE NOTES

W912MM18Q5034 MAC II PAD

DATE: August 10, 2018

1. Solicitation document was discussed.

A. Function and Authority of Contracting Officer (KO) and other Government personnel was discussed.

B. Contracting Officer Representative (COR) WILL NOT be appointed for this project.

C. Government Point of Contract = Jake Erpenbach (Primary). POC responsibilities were discussed.

D. Performance Period for this project is updated to 90 days after Notice To Proceed.

E. SECURITY - Consent for Background Checks Form is required to be submitted for all personnel accessing the base.

F. INSTRUCTIONS TO OFFERORS were discussed (Section 00100 of Solicitation/RFQ).

a. This project is posted at fbo.gov. Ensure fbo.gov is reviewed for most current information.

b. All amendments must be acknowledged as part of your quote.

c. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made IAW FAR 52.232-18, Availability of Funds.

d. Bid Bond is required in accordance with FAR 52.228-1. The Government will return bid guarantees to the unsuccessful firms as soon as possible after evaluation of quotes and to the successful firm upon execution of contractual documents and required performance and payment bonds as required.

e. Quotes currently due August 16th

2. STATEMENT OF WORK AND MISC PROJECT DISCUSSIONS

A. Phasing of demolition and installation of asphalt work must be coordinated with the Government to permit Fire Dept emergency access to the Airfield West or East at all times.

B. The requirement to prime the asphalt is deleted (deleted item 3.03 in Spec Section 32 1216).

C. Saw cut distances are provided on ‘revised’ Plan Sheet 2.

D. Adjust existing manhole as required ‘revised’ Spec Section 01 0001.

E. Tack coat is required on vertical edges (Spec Section 32 1216).

F. Our record drawings indicate that the existing Geotextile fabric is located between the original asphalt base and a newer asphalt overlay (noted in the SOW).

G. The existing traffic arm does not operate with the fire department's alarm system; therefore, the new gate will also not require this feature (requirement removed from SOW).

H. Plan Sheets and Specifications have been revised.

I. The power supply for LED Lighting location has been updated on Plans J. PROJECT SCHEDULING – Normal work schedule for this project Monday-Friday 7-5:30. Work outside these hours requires advanced coordination.
