STATEMENT OF OBJECTIVES
Interactive Voice Response (IVR) Service
The South Dakota Army National Guard (SDARNG) Recruiting and Retention Battalion is in need of an Interactive Voice Response (IVR) Service. The intent of this service is to allow potential recruits to dial 1-800-SD-Guard, reach a prerecorded message and be prompted to enter or say their five digit zip code. The IVR service would then route their call to the recruiter that is assigned that zip code. In addition the requested IVR service will be required to track and report information.
Currently there are 26 Recruiters assigned to 343 zip codes in South Dakota. Six of those zip codes are shared between two recruiters. The requested IVR Service will need to be able to split incoming call for those identified 6 zip codes. In addition, the following requirements must be included:
The requested IVR Service shall be available 24 hours per day through the entire period of performance and must be allowed to route an assigned Cellular Phone.
The requested IVR Service must be combatable with the provided phone number, 1-800-SD-Guard. The SDARNG will maintain ownership of the provided phone number.
The Recruiting & Retention Battalion must have access to update outgoing pre-recorded message and changes in assigned recruiters.
Reports shall be offered on a daily, monthly and annual basis. Reports will include total calls, busy signals, incoming phone number, zip code entered, assigned recruiter and call time. These reports shall be broke down by region and provided to the Recruiting & Retention Battalion and the assigned regional supervisor.
IVR Service must allow for 8 potential recruits to call in and be routed simultaneously and handle a minimum of 100 callers per month.
All information for reporting purposes shall be managed and stored by the vendor.
The requested IVR Service shall be U.S. based and offer customer service and technical support during normal business hours.
See the below table for assigned zip codes per recruiter. Recruiter name and phone number will be provided at time of award.
*All questions must be submitted in writing to amanda.j.galdo.mil@mail.mil and received no later than 1:00pm MST, 1 SEPT 2015.

Quality Assurance Surveillance Plan:
The Contracting Officer Representative (COR) will monitor contractor performance and complete the Quality Assurance Surveillance Plan Worksheet provided below for service completed. The following information will be provided to the Contracting Officer to ensure services and/or deliverables support the Statement of Objectives. If the performance rating for any task in this order is “Red” during any time in the performance period, the COR will provide the Contracting Officer the details regarding the deficiency. The quality rating may change from “Green” to “Red” without notice. We anticipate the COR utilizing the “Yellow” quality rating to alert the contracting office of quality issues that have the potential for a “Red” quality rating if corrective action is not taken.
The Quality Assurance Surveillance Plan Worksheet will be submitted to the Contracting Officer following each service event. The COR by signing the form below documents services and/or deliverables with a “Green” quality of performance rating unless otherwise annotated.
At the end of the service period of performance, the COR will be asked to complete a Quality Performance Review to document the quality performance rating during the performance period. This will be submitted to the Contracting Officer.
If Contractor response to an identified quality deficiency is unsatisfactory, the Contracting Officer will contact the appropriate Contractor representative to implement a plan of action to remedy the identified deficiency.
The COR referred to in this QASP is Captain Brian Hass, brian.p.hass2.mil@mail.mil, Phone 605-737-6012.
