Questions from Industry:

1. Where is the current physical facility location of the existing monitoring service?

Ogden, Utah

2. What is the existing contractor manning number at the monitoring facility for a 24-hour basis?

This ranges anywhere from 40-45 agents.

3. Para 3.1. Are the cost of the telephone services a contractor responsibility as part of their proposal?

No

4. Para 5.1 Is the existing Web-based Access part of the existing contractor’s responsibility and if so, will a new contractor required to establish a new web-based access system?

Yes, we use a portal that the ESS personnel have access to is something that Central Station provides as a free service. If a new contractor comes in the ESS will have to go off their established Web-Based Access.

5. Para 5.1 What is the estimated number of ESS personnel required to use the web-based access?

Central Station provides access to all the ESS techs there is no limit.

6. Para 5.1.1 Is the redundant monitoring facility required to be located within Puerto Rico, or is a CONUS facility an acceptable option? Due to the security access requirement to maintain a facility with a Secret clearance, and the absence of restricted facilities of this nature, to include seeking clearance certificates, the redundant facility restricts this competition for this procurement.

No, the central station is not required to be in Puerto Rico.

7. Para 5.1.5 Are the software updates referring to the web-based access required and requested clarification in Question #5?

The ESS tech does not have to do any software updates. Central Station works with a specific program that needs updates on the monitoring side.

8. SITE VISITS: We the offerors, would like to inspect all sites where services are to be performed and to satisfy ourselves regarding all general and local conditions that may affect the cost of contract performance. If our company plan to conduct a site visit of the Puerto Rico National Guard facilities, how can we do so, and who will coordinate the designated date and times?

Site visits may be coordinated through the Lead Tech or CIDS Tech and are subject to the availability of the unit personnel (i.e., Unit Supply NCO, Training NCO Readiness NCO, or other personnel with site access).

9. What is considered a "Single size" location and what is considered a "Multi Size" location?

A “single size” location is a single vault and supply and a “multi size” is a multi-vault system.

10. Could you provide a quantity of sensors or zones reporting to the Monitoring Station per location?

It all depends on the size of the location and how many vaults. It could range anywhere from 11 up 68 sensors.

11. A vendor would like to discuss your required certifications for this requirement, some of the certifications are not commonly used by the monitoring industry within Puerto Rico. Here in PR, we use equivalent certifications to ensure the safety of our customers.

Central Station can discuss that information if requited from USPFO.
