PERFORMANCE WORK STATEMENT (PWS)
For
PUERTO RICO ARMY NATIONAL GUARD (PRARNG)
Access Control System (ACS)
1.0 GENERAL REQUIREMENTS
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Section 3.0 as Government Furnished, to perform ACS installation at Fort Buchanan Buildings 552 & 545 as defined in this PWS.
1.2 Background: As part of the PRARNG efforts to control access to several areas at the Joint Forces Head Quarters (JFHQ) Headquarters and related facilities at Fort Buchanan, the PRARNG will contract the installation of ACS for their use at buildings 552, 545, and 540 located at Columbus ST. Fort Buchanan, PR 00934.
1.3 Period of Performance: Contractor shall complete the installation and configuration of the entire ACS system within 120 days accordingly to the established phases after the notice to proceed has been issued by the Government.
1.4 General Information
1.4.1 Quality Control: Quality Control (QC). The contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non- recurrence of defective services. The contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the contractor shall develop QC procedures that address the areas identified in table 5.2.1 under Special Contract Requirements After acceptance of the QCP, the contractor shall obtain the Contracting Officer’s (KO) acceptance in writing of any proposed changes to its QCP.
1.4.2 Quality Assurance: Quality Assurance (QA). The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) (defect rate(s).
1.4.3 Recognized Holidays: The contractor will not be required to work the ten federally recognized holidays during the calendar year.

1.4.4 Place and Performance of Services: The contractor shall provide supplies and services during normal business hours, Monday through Friday between the hours of 07:30am to 4:00pm, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at building 552, 545, and 540 Fort
Buchanan. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. The work performance shall be executed by phases. The Phase 1 shall start after the notice to proceed and must include the contractors mandatory documentation stated in Exhibit 1 and materials delivery with a 100% inventory for acceptance to allow the next Phase. The phase 2 must include the installation of the ACS systems at the doors and its management server. The final Phase 3 must include whole system testing for operational acceptance, final QC and training for users/ system administrator.
1.4.4.1 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.
1.4.4.2 Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. All contractor employees must carry proper identification with them at all times. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.4.5 Security Requirements: The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR) (Police Check DD Form 369). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
1.4.5.1 COMSEC/IT Security. All communications with DoD organizations are subject to communications security (COMSEC) review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the contractor is advised that any time contractor place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings. Use of Government Information Systems (IS) and access to Government networks is a revocable privilege, not a right.
1.4.5.2 Protection of Personally Identifiable Information (PII). The contractor shall protect all Personally Identifiable Information (PII) encountered in the performance of services in accordance with DFARS 224.103 and DoDD 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R. If a PII breach results from the contractor’s violation of the aforementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs for all individuals who’s PII has been compromised.
1.4.5.3 AT Level 1 Awareness Training (AT). All contractor employees requiring access to Army Installations, facilities, and controlled access areas shall complete Level 1 AT within 10 calendar days after contract start date and within 10 calendar days of new employees commencing performance. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR, or to the KO if a COR is not assigned, within 10 calendar days after completion of training. Level 1 AT is available at http://jko.jten.mil/courses/atl1/launch.html.
1.4.5.4 iWATCH Training: The contractor with an area of performance within an Army-controlled installation, facilities or area shall brief all employees on the local iWATCH program. This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR or the KO. This training shall be completed within 10 calendar days of contract award and within 30 calendar days of new employees commencing performance. The contractor shall report completion for each affected contractor employee and subcontractor employee, to the COR, or to the KO if a COR is not assigned, within 10 calendar days after completion of training.
1.4.5.5 OPSEC Training. In accordance with AR 530-1, Operations Security, new contractor employees shall complete Level I OPSEC training within 10 calendar days of their reporting for duty and annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee, to the COR, or to the KO if a COR is not assigned, within 10 calendar days after completion of training. Level 1 OPSEC training is available at http://cdsetrain.dtic.mil/opsec/.
1.4.6 Physical Security. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.
1.4.6.1 Key Control. This PWS doesn’t require handling of keys.
1.4.7 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the KO in accordance with FAR Subpart 42.5. The KO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s performance. At these meetings, the Contacting Officer will apprise the contractor of how the Government views the contractor’s performance and the contractor shall apprise the Government of problems, if any, being experienced The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.
1.4.8 Contracting Officer Representative (COR): The COR will be a member of the PRARNG-DCSIM, and will be identified by separate letter. The COR monitors all technical aspects of the contract, and assists in contract administration. The COR is authorized to perform the following functions; assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance, maintain written and oral communications with the Contractor concerning technical aspects of the contract, issue written interpretations of technical requirements, including Government drawings, designs, specifications, monitor Contractor's performance, and notifies both the Contracting Officer and Contractor of any deficiencies, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.4.9 Contract Manager (CM): The contactor shall designate a CM who shall ensure performance under this contract. The name of this person, and an alternate who shall act for the contractor when the CM is absent, shall be designated in writing to the KO. The CM or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The CM shall work through the COR, (or the KO if a COR is not assigned), to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.
1.4.10 Identification of Contractor Employees: All contractor personnel attending meetings, answering Government telephones and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees. The contractor shall ensure that all documents or reports produced by contractor personnel are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor’s status as a “contractor” shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non-Government entities/ Contractor personnel shall wear identification badges distinguishing themselves as such. The badges shall have the company name, employee name and the word “contractor” displayed.
The contractor shall retrieve all identification media (including vehicle passes) from their employees who depart employment for any reason. All identification media (i.e., badges and vehicles passes) shall be returned to the KO within 10 days of an employee’s departure.
1.4.11 Combating Trafficking in Persons: The United States Government has adopted a zero tolerance policy regarding trafficking in persons. Contractors and contractor employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract; procure commercial sex acts during the period of performance of the contract; or use forced labor in the performance of the contract. The Contractor shall notify its employees of the United States Government’s zero tolerance policy, the actions that will be taken against employees for violations of this policy. Such actions may include, but are not limited to, removal from the contract, reduction in benefits, or termination of employment. The Contractor shall take appropriate action, up to and including termination, against employees or subcontractors that violate the US Government policy as described at FAR 22.17. 1.4.12 Data Rights: The Government has unlimited rights to all documents/material produced/reproduced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the KO. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
1.4.13 Contractor Travel: None.
1.4.14 Special Qualifications: Contractor personnel working under this contract shall possess former manufacturer’s technical training and be certified to perform any labors on the ACS covered under this contract.
1.4.15 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer (KO) immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO and in the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
PART 2
DEFINITIONS AND ACRONYMS
2.1 DEFINITIONS:
2.1.1 CONTRACT: means a mutually binding legal relationship obligating the seller to furnish the supplies or services (including construction) and the buyer to pay for them. It includes all types of commitments that obligate the Government to an expenditure of appropriated funds and that, except as otherwise authorized, are in writing.
2.1.2 CONTRACT MANAGER (CM). The contactor designated personnel who will ensure performance under this contract.
2.1.3 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
2.1.4 CONTRACTING OFFICER (KO). A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
2.1.5 CONTRACTING OFFICER REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.6 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.7 Facility Security Officer (FSO). Personnel designated to serve as the contracting firm’s single point of contact for Background Investigation (BI), the TASS application process and other CAC and security related matters.
2.1.8 DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes, documentation or reports.
2.1.9 KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the DOR. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.10 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.11 QUALITY ASSURANCE (QA). The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.12 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.13 QUALITY CONTROL (QC). All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.14 SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.15 SUPPLIES. All property except land or interest in land. It includes (but is not limited to) public works, buildings, and facilities; ships, floating equipment, and vessels of every character, type, and description, together with parts and accessories; aircraft and aircraft parts, accessories, and equipment; machine tools; and the alteration or installation of any of the foregoing
2.1.16 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.17 WORK WEEK. Monday through Friday, unless specified otherwise.

PART 3
GOVERNMENT FURNISHED
PROPERTY
3.0 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S): The Government will provide the property, material, equipment, and/or services listed below solely for the purpose of performance under this contract:
3.1 Property. The Government will furnish the necessary workspace for the contractor to perform services outlined in this PWS.
3.2 Materials.
3.2.1 TLS Web Server Certificate (IIS), if required.
3.2.2 Virtual Server where the ACS system will be installed.
3.2.3 Relational Database Management System (SQL Server 2014), if required by the ACS system.
3.2.4 Server Operating System (Windows Server 2012 R2).
3.2.5 Electrical & Telecom infrastructure diagrams.
3.3 Utilities: All utilities in the facility will be available for the contactor’s use in the performance of this contract.
The contractor shall instruct employees in utilities conservation practices. The contractor shall operate under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4.0 CONTRACTOR FURNISHED PROPERTY, MATERIALS, AND EQUIPMENT (CFP/M/E):
4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.
4.2 Consumable Supplies. N/A
PART 5
REQUIREMENTS
5.0 REQUIREMENTS:
5.1.1 ACS shall be connected to the facility network and electrical infrastructure when installed providing two (2) fact authentication capacity (CAC+PIN). The ACS shall comply with FIPS 201 requirements ensuring no security vulnerabilities to the Government sensitive but unclassified network.
5.1.2 ACS Distribution. The Contractor shall be responsible of delivering, installing and testing the ACS within 120 days IAW section 5.2.1. The Contractor shall also provide the necessary training for selected personnel, on how to operate and administer the ACS system for PRARNG selected personnel. The COR will be responsible coordinating the audience of the training at each site. Additional training sessions may be conducted by the Contractor and coordinated by the CORs; however this is not a mandatory requirement for the Contractor.
5.1.3 All ACS devices shall meet the following required specifications:
(1) Comply with FIPS 201
(2) Support CAC and CIV (PIV-C) cards
(3) Proximity enabled
(4) Two (2) fact authentication capacity (CAC+PIN)
(5) Device must be capable of reading the signature on the CAC Card
(6) Device must be able to verify that the signature’s authenticity and integrity
(7) Logging of access events
(8) Push to exit button for doors without panic bars
(9) Use magnetic door locks or electric door striker where applicable
(10) Certified for outdoor use (IP-65)
(11) Software must provide configurable door access reports capabilities
(12) Doorbell (approximately 20)
(13) Wireless door release (as required by Directorate common areas)
(14) Capable to generate and print cards
5.1.4 All ACS software shall meet the following required specifications:
(1) Full software license with capacity to enroll at least 100 devices/readers
(2) Workstation client for system administration
(3) Enrollment station software front end
(4) Compatible with Windows Server 2012 R2
5.1.5 Centralized monitoring and reporting system
(1) The Contractor shall connect all ACS to a centralized server using the existing power and data infrastructure for reporting and monitoring.
(2) The Contractor shall install software on the centralized server capable of monitoring and manage all ACS devices connected to it.
(3) The Contractor shall install and configure the ACS control software in the virtual server provided and designated by the Government.
(4) The Contractor shall configure the centralized server at the local site in the virtual server provided by the
Government.
(5) The Contractor shall provide an ACS control software configured to manage, monitor and generate reports for all ACS accessed via web based.
(6) The Contractor shall provide a control software capable of reporting all events for a specified time range, dates, doors and specified access ID.
(7) The ACS control software shall use a Government approved data base to store and manage ACS events and configurations.
(8) The Contractor shall provide control software capable of monitoring and reporting using approved
Government credentialing and encryption protocols.
(9) The Contractor shall provide control software capable of tracking any ACS that has no communications for more than a specified amount of time (i.e. 30 seconds).
(10) The Contractor shall provide control software capable of tracking any ACS for which the door has been left opened for more than a specified amount of time (i.e. 30 seconds).
(11) The ACS control server shall be connected to a Network Time Protocol (NTP) server.
(12) The Contractor shall provide control software that ensures that all ACS have the same date/time
(13) The Contractor shall provide control software compatible with Windows Sever 2012 and MS SQL Server
2016 or earlier release, if external database is required.
(14) The ACS control system shall be managed via a Secure Web Portal. The Government will be responsible of providing a Web Security Certificate.
5.1.6 Special features and location specific requirements
(1) ACS shall be also installed with local override feature to allow operator to open the door remotely, without interfering with the operation of any other ACS in close proximity.
(2) ACS shall be linked to Fire Alarm system and must be override/deactivated when Fire Alarm system is activated.
(3) ACS remote override feature shall be configured as to only override a single ACS.
(4) ACS shall have a feature to be deactivated during a specific period of time, such as normal business hours.
(5) Front door ADA-Compliant door opener shall be controlled so as to be activated only during specific days and times.
(6) Exterior outdoors facing out must have IP65 rated.
(7) Main lobby doors at Bldg. 552, 545 and building 552 side access doors shall use the Push Bar Panic Exit mechanism to release the electromagnetic door lock or electric door striker.
(8) Existing Biometric ACS and or existing entry system at building 545, which are already Government owned and installed, shall be removed and replaced with ACS under this PWS (see Appendix A for locations). All parts of those three existing units shall be returned to the Government for its use at other locations.
(9) ACS installation shall use the nearest electrical connection excepting the “Fire Alarm System electrical connections” for its electrical power requirement and provide all the required wiring and related installation materials.
(10) ACS shall use the nearest data network connection for system network access requirement.
(11) Contractor shall provide all the network UTP CAT 6 plenum wiring, patch panels, patch cables, connectors, cable management materials, raceways and/or J-hooks to route the data cables from the ACS to its corresponding control panels at the demarcation point.
(12) ACS installation may require alteration of the drywall infrastructure. Contractor is responsible to repair ACS installation alterations to include but not limited to new plaster and paint.
(13) Contractor shall refer to the data and electrical diagrams to address each of the intended doors specific data and electrical requirements.

Notes:
1. Yes means that there may be the piping infrastructure to run cables to existing trays, an external 2” x 4” box to install the ACS device, and an interior 2” x 4” to install the Push-to-exit button. No means that there may not be existing infrastructure. Therefore, the contractor shall make the necessary infrastructure modifications to run the required cables to the nearest telecommunication room using the existing cable trays, to install the ACS device on walls, and to install the Push-to-exit button.
2. Yes means that there is an existing magnetic lock, biometric device, and push-to-exit sensor. The magnetic lock shall remain in place to be used with the new ACS system. The biometric device and push-to-exit sensor shall be removed and delivered to the project COR.
3. Yes means that the door opens from the inside using a push-to-exit panic bar. No means that the door has a regular door handle with key.
4. Yes means that the area will require a Session Initiated Protocol (SIP) intercom. The intercom shall be connected to the network using its own data cable. The Government will be responsible of configuring the intercom with the Local Session Controller (Cisco Unified Communications Manager).
5. Room 250 also requires the installation three remote push-to-exit buttons. These buttons shall be installed in the reception desk to control the front door of room 250 and access to areas 242 and 254.
6. There are 19 of double doors that also serve as emergency exit doors for buildings 552 & 545.
5.2.2 Site Preparation. The Government shall provide the Contractor access to installation sites for the purpose of evaluating electrical power, and safety requirements prior to the scheduled installation date.
5.3.1 Service and Support.
5.3.2 Technical Support. The contractor shall supply sufficient management and qualified acceptable technicians that can successfully, complete training, pass background screening, and service & support requirements under this
PWS.
5.3.3 ACS Certification. Contractor shall complete testing of all components installation prior requesting the PRARNG PM/COR to accept the installation within 120 days. Tests shall be fully documented and demonstrated.
ACS documentation, topology diagram as well system certification data shall be delivered in a CD/DVD in a PDF format.
5.3.4 ACS Availability: All ACS’s must perform at an availability level of 100%.
5.3.5 Service Call. The contractor will provide full onsite service maintenance with all parts, labor, and equipment with a response time of less than 96hrs within the included warranty period.
5.4 CONTRACTOR MANPOWER REPORTING APPLICATION (CMRA)
5.4.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Puerto Rico Army National Guard (PRARNG) via a secure data collection site.
5.4.2 The contractor shall completely fill in all required data fields using the following web address:
http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2017.
