About this file

This document is a sole source justification memorandum for the acquisition of wireless audio equipment by the 29th Infantry Division Band of the Virginia Army National Guard. The memorandum specifies that line items 001 through 009, 010 through 012, and 015 through 021, and 024 require brand name equipment in order to function with existing government-owned audio equipment. The non-brand name line items 013, 014, and 022 are also included in the solicitation. The total estimated amount is not provided. The justification cites Army regulations requiring musical equipment purchases to be based on a band commander's recommendations and notes that replacing components with non-named brands would require reconfiguring and redesigning the entire audio system.

_7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: Performance Sound Systems, Lighting Systems and Sound Recording Production Systems are designed based on the expected needs of the unit. Each component is chosen with the entire system performance in mind. Due to the competitive nature of the Sound, Lighting, Recording market, there are generally no direct equivalents for each component. To replace a component with a non-name brand component would require the entire system to be re-evaluated, costing additional man hours, or requiring the services of an expert in the field (audio engineer for the sound systems or lighting engineer for the lighting system) to redesign the affected system. In the future we will always look at new technology of band equipment to what is compatible with the current system.
_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: Market research was conducted to determine if other brand name items would fill the unit's requirements. Market research revealed other brands are either significantly more expensive or do not have the unique combination of available channels, software managed frequencies, automated control and layered frequencies, only available in the Shure AXIENT equipment. Reconfiguration of this package requires extensive knowledge of networking, radio frequency and audio engineering, requiring an expert in the field. The purchase of other brands would either not function with currently owned unit equipment or would require the purchase of additional equipment to function adding cost.
_4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: In accordance with (IAW) AR 220-90 and DA PAM 220-90 which both state in Chapter 6.

"MPU commanders, staff music officers, or MPU senior sergeants are the only personnel authorized to certify the condition, serviceability, and professional quality of musical instruments, sound reinforcement systems, recording equipment, musical support equipment, and musical expendable supplies for use in ABCP units and activities. Disagreements on what constitutes "professional quality" musical instruments, electronic equipment, or musical support equipment will be referred to the Chief, Army Music Materiel and Logistics Office, Joint Expeditionary Base Little Creek Fort Story, Virginia Beach, VA 23459 -2617, for proponent resolution."

The Wireless System was initially built as an entire package. This requirement is to replace existing components of the system. Specific aspects of wireless audio, including radio frequency, electrical considerations (i.e. power consumption, voltage and frequency) and dimensional aspects (weight and size), were carefully considered and designed to support the whole. Any deviations from the specified equipment will require reconfiguration of the entire package.

A portion of the requirement is brand name specific in order for the items to be able to function and operate in concert with existing Government owned equipment. The purchase of other brands would be unusable by the unit and/or require the purchase of additional equipment in order for them to function, creating additional costs.

_3_ BRIEF DESCRIPTION OF SUPPL_UM33PhqLHArLIQSUjN*Zfw: The 29th ID Band is pursuing the purchase of MTOE/CTA authorized equipment to facilitate the accomplishment of its assigned mission to provide musical support to both military and civilian groups for the purposes of promoting the Virginia Army National Guard and maintaining the time honored traditions of the United States Army.

IAW AR 220-90. "Professional, quality musical instruments are required in Army Music units. Contracting offices will procure musical instruments based on the recommendations of the MPU commander, Army Music officer, warrant officer bandmaster, or the MPU senior sergeant." (see para 6 -1c).

Line Items: 001, 002, 003, 004, 005, 006, 007, 008, 009, 010, 011, 012, 015,016, 017, 018, 019, 020, 021, 024 are al brand name specific items.

Line items: 013, 014, 022 are NOT Brand name items, but still in the solicitation as items to be purchased.
