STATEMENT OF WORK
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented through FAC 2005-76, effective 25 Jul 2014, DPN 20140805, effective 5 Aug 2014 and additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. This procurement is issued as a Small Business Set Aside under the NAICS 314910 with a small business size standard of 500 employees.
The Virginia Army National Guard intends to purchase repair parts for DRASH tents currently in its inventory.
After years of use, these tents are in need of extensive repairs. A listing of items with comparable NSN, a brief description, and required quantities is attached.
Although these parts will be used on DHS Systems DRASH tents, this requirement is not being solicited as a brand specific procurement. Any after-market manufacturers' parts will be considered as long as the part meets the salient characteristics and intended purpose of the part number referenced. It is the offeror's responsibility to certify the offered items meet the minimum specifications/requirement.
Unit prices shall include all associated delivery costs for FOB Destination to zip code 23824.
Multiple awards may be made if determined to be in the best interest of the government. For evaluation purposes only, an evaluation fee of $500.00 per award will be applied. Vendors are not required to quote all items.
Award will be made on the basis of lowest price, technically acceptable (LPTA). In order to be determined technically acceptable, quoted products must meet the minimum technical requirements identified. In order to determine if the requirements can be met, product descriptions that address the requirements must be provided with the quote. If the product information is available online, a web address may be provided in lieu of the product description sheet. A government representative(s) will evaluate the information provided to determine if, in his/her opinion, the minimum requirements and intended use of the product(s) is met. The government is not required to research information outside what is provided (product specifications/web address) in order to make the determination. NOTE: For those items the government has already determined to be technically acceptable, product specifications are not required to be submitted.
In addition to a price quote and product specifications, the following shall be provided: completed FAR and DFARS provisions 52.212-3 and 252.209-7992, taxpayer identification number (TIN), Dun and Bradstreet number (DUNS), and Commercial and Government Entity (CAGE) code. Companies doing business with the Federal Government are required to use the System for Award Management (SAM). In order to be eligible to receive an award for this requirement, vendors must have an active SAM registration. The website to register, update, or re-activate an account at SAM is https://www.sam.gov.
All questions and requests for information regarding this Request for Quote (RFQ) must be received NO LATER THAN close of business two working days prior to the quote due date in order to minimize the need to extend the closing date.
FAR Provision 52.212-1 is hereby modified as follows: Delete paragraphs (d), Product Samples and (e), Multiple Offers.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.
Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
