Solicitation W912LC-18-T-0051 March 23 2018

Subject: Role Players

Questions & Answers

1. Would the government consider changing this from LPTA to Best Value?

Answer: In accordance with Simplified Acquisition Procedures and Sec 813 of the NDAA 2017 and NDAA 2018, the Contracting Officer has determined (1) that the Agency is able to comprehensively and clearly describe minimum requirements expressed in terms of performance objectives, measures, and standards that will be used to determined acceptability of offers; (2) Agency would realize no, or minimal, value from a contract proposal exceeding the minimum technical or performance requirements set forth in the request for proposal; (3) The proposed technical approaches will require no, or minimal, subjective judgment by the source selection authority as to desirability of one offer’s proposal versus a competing proposals; (4) The source selection authority has a high degree of confidence that a review of technical proposal of offerors other than the lowest bidder would not result in the identification of factors that could provide value or benefit to the Agency.

2. Since this is LPTA, does this government intend to perform a Price Realism Analysis?

Answer: Award will be based on the Lowest Price Technically Acceptable as this procurement utilizes FAR Part 12 and 13 and the resulting contract will be awarded as a Firm Fixed Price contract in which the contractor bears the responsibility and risk for cost control.

3. Please confirm that moulage is not required on April 7-8 or August 3-5 on the 40 role players?

Answer: Moulage is NOT required for these two event dates see Technical exhibit 4

4. Please explain real world role player medical support that the contractor must provide.

Answer: Disregard this portion. This was a separate contract we did and the paragraph regarding this was removed, but the verbiage for the task line was missed

5. Since Role players do not require base access, do they require iWatch, OPSEC training, and criminal background checks per the PWS paragraphs below?

i. 1.6.13.12 iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 15 calendar days of new employees commencing performance with the results reported to the COR NLT 45 calendar days after contract award.

ii. 1.6.13.15 OPSEC Training: Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 30 calendar days of contract award or receive equivalent information briefing from the State OPSEC officer.

iii. 1.6.13.2 Criminal Background Check: The contractor shall provide proof of employee criminal background checks upon request. (Note: The Contractor shall not employ an individual with a felony on their criminal record). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.

Answer: Background check only

6. Table 7.4 indicates 10 hours per day. Does that include time for the contractor to moulage role players? What time do role players need to be in place for the exercise to commence?

Answer: Yes, that does include moulage time. Role players do not need to be in place until approximately 10AM each day.

7. Will the contractor be required to adhere to an SCA Wage Determination for minimum role player pay? If so, what is the required minimum wage and H&W amount per day?

Answer: Wage Determination No.2015-5420 REV 7 is attached in the solicitation documents and is applicable to this procurement.

8. In the 7.3 Estimated Workload data, the chart lists only one (1) Moulage Artist (one of the 3 positions mentioned). In our professional experience, it will take more that 1 moulage artist to support between 40-125 role players per exercise today—at least 2 on the 40 RP days, 3 on the 75 RP days, and on the 125days. Can the government confirm that does only want only one moulage artist per day? Or would the government consider modifying this requirement to ensure it gets the required support and allows a level playing field in contractor pricing?

Answer: States to moulage role players. Does not say a certain amount of moulage artists. The next block is just an estimation from us. Contractor needs to bid accordingly for their abilities.

Moulage is not required for the April and August training dates.
