Q1 – Please clarify if Type “A” and “B” are switched on the plans based on the part number in the fixture schedule. “A” references a single head fixture and “B” References a Dual Head which is opposite of the typical indication on E203.

A1 – Type “A” and “B” are erroneous switched on sheet E302. Per sheet E302 there are only five (5) dual fixtures

Q2 - Pull boxes are not sized on the plans. Please confirm if all lighting boxes are 11" x 17" and anything bigger are 2' x 3'.

A2 – All lighting boxes are 11" x 17" and anything bigger are 2' x 3'.

Q3 - Please confirm if the Superintendent and QC Manager can be the same person? If not, can the Superintendent and SSHO be the same person?

A3 - Superintendent and QC Manager can be the same person

Q4 - Please verify if all of the following concrete tests will be required just for the building(s) footings and slabs on grade? Will the site work concrete just require an approved mix design?

Slump-every 20CY, Air Content-every 20CY,Temp Test-every 20 CY

Ion Concentration-Once for each mix design

Compressive Strength- 1 every 100 yards for the first 500 yards. One every 500 yards after nor less than once for each 5400 square feet of surface area for slabs or walls.

Unit weight of structural concrete-every 20 CY

A4 – All concrete tests shall be required per specification; site work concrete will require just an approved mix design.

Q5 - Some of the crash rated operated barriers have a lead time of 10 to 12 weeks after approved submittals. 30 days performance and then 120 calendar days to complete the project after notice to proceed will be impossible to meet. Can the calendar days to complete the project be extended to 200?

A5 - Yes

Q6 - For the two (2) High-Security Barricade System (Wedge Type), the inbound and outbound road width shows to be 17.5’ and 17.4’. The Active Vehicle Barrier Spec, Section 34 71 13.19 states that the barrier systems used shall be listed in either the DoS or DoD approved anti-ram vehicle barrier list and that the barrier widths shall be “as certified/approved” on these list. The barrier basis of design is the Delta Scientific DSC501 and its certified width is 9’. If we install a

9’ wedge barrier in a 17.5 and 17.4’ roadway width there will be gaps greater then 4’ between the wedge barrier and the anti-ram bollards. Is a gap greater then 4’ acceptable or can the road width be made smaller?

A6 – The road with can be made smaller provided it does not hinder the turning radii and flow through of large vehicles per UFC criteria

Q7 - Do the wedge barriers need their own batter backup system for operation in the event of a power loss our will they be tied into the ECP/station emergency power system?

A7 – Wedge Barriers shall be tied into the ECP/station emergency power system.

Q8 - Please confirm that the wedge barrier master control panel will be installed in the existing gate house.

A8 – Master control panel shall be installed in the existing gate house.

Q9 - Where will slave controller be installed for the wedge barriers?

A9 – Mounted along wall of Traffic Check house on the inbound lane side. Currently, there is an existing slave controller (EFO Controller) for the existing wedge barriers

Q10 - Will there be any EFO control button for the wedge barrier at the covered vehicle inspection area or outside the gate house?

A10 – Outside the gate house; see A9 for location.

Q11 - Can the bid date be extended?

A11 – It will not be extended due to end of fiscal year constraints.

Q12 - The demolition plane shows the two automated slide gates to be demoed at entrance next to the guard house. Will there be new automated slide gates installed here?

A12 – Yes, new automated slide gates shall be installed.

Q13 - Does the ECP require a Traffic Control Unit (TCU)

A13 – No

Q14 - Who long is the warranty period for the wedge barriers?

A14 – 12 months from beneficial occupancy

Q15 - RCP Shelters is requesting prior approval as an equal for this project.

A15 – Approved

Q16 – On sheet C103, please verify the entire curb surrounding the island with the (7) palm trees is to be removed. Currently the plans show a section of curb to be protected in place.

A16 – Entire curb to be removed, “protected in place” is incorrect.

Q17 – During the site meeting, there was mention of a soils report. Can this report be added to the bid package?

A17 – Yes. See Attached

Q18 – Is irrigation part of this project? If so, can an irrigation plan be provided?

A18 – Yes; tie into existing irrigation plan; contractor to field verify requirements – irrigation currently exists in areas receiving planting and seeding

Q19 – Are electrical as builts available for the front gate area? If so, can they be provided?

A19 – Yes

Q20 – Please verify the project duration is 180 days.

A20 – Yes it is 180 Days as in the SOW. The solicitation has been amended.

Q21 – Some mentions in the specifications of utilizing "collected storm water or greywater when available", please clarify what is meant by this specification. What is the expectation for watering the planting and seed application areas? Is there a water source at the project site or an existing irrigation system to be used or renovate for use? If no water source is available we would have to utilize water trucks for applying irrigation water… I would think that would be not a great idea at the ECP?

A21 – Contractor shall tie into existing irrigation for watering the planting seed application areas

Q22 – Irrigation: Will the 6 inch well water irrigation pipe and valves be relocated from underneath the new roadway back 60 to 80 feet toward the well pump so that they do not fall beneath the new paving?

A22 – Contractor shall be responsible for this action and field verify the requirement

Q23 – As-Builts: Please provide as-builts of existing site, including MEP Engineered drawings, if available.

A23 – Site utility drawings attached

Q24 – Schedule: Provide milestone schedule, including intended award date, NTP date, completion date, and unavailable days (ie UTA).

A24 – The contract will be awarded before 30 Sep 19. All other dates will be discussed and agreed upon in the pre-construction conference with the awardee.

Q25 – Have any RFIs been posted yet? I don’t see them on the FBI site.

A25 – These are the official RFI responses.

Q26 – What is the existing thickness of AC?

A26 – 3”

Q27 – Is there a Geo-Technical report and if so can it be made available?

A27 – Yes

Q28 – There were several areas of damaged curb in the sections that will not receive new curb.

Should there be an item for remove/replace damaged curb in small sections?

A28 – Yes, including cause of damage, i.e. remove tree(s) that uprooted and lifted curbing

Q29 – Where will construction water be made available?

A29 – Yes

Q30 – The access road, to the south and east of Mulcahey Drive, near the entrance, is in extremely poor shape. Will this be added to this project?

A30 – Yes, access road approx. 1,800 SY shall receive Full Depth Rehabilitation per specs;

Note: ‘CLIN 001 – MULCAHEY DRIVE AND POL ROAD REPAIRS’ para 3.1.1 in the SOW should read 22,564 “SY” not “SF”

Q31 – What are the phasing requirements and can we work any of them concurrently?

A31 – Only requirement is that POL road and Main Gate/ECP area cannot be worked on concurrently and that the new perimeter access road connection must be completed or functioning as a drivable surface prior to POL Road construction starts; all other phasing is open for discussion.

Q32 – Will traffic need to be allowed to pass through the construction zone, South of where POL Road ties into Mulcahey Drive through to the end of the project, which will dictate constructing half the road at a time?

A32 – Yes.

Q33 – If we need to construct Mulcahey Drive half at a time can we run traffic on base rock/dirt?

A33 – Possibly, provided that Foreign Object Damage (FOD) mitigation management effort implemented.

Q34 – On plan sheet C901, detail 2 shows a 14” compacted Subgrade. This will force the contractor to remove the top 6”-8” in order to attain proper compaction that deep, and then replace the 6”-8”. This is very costly. Will the Government entertain a shallower subgrade section of 8”?

A34 – No

Q35 – Specification Section 32 11 33, Full Depth Rehabilitation:
