About this file
This document contains a brand name justification for the procurement of Snap-On master mechanic tool kits. The Texas Army National Guard requires replacement of worn tool kits across multiple facilities and seeks to standardize on Snap-On kits for quality, warranty coverage and service. The justification cites Snap-On's adherence to engineering standards for hand tools, lifetime warranty including on-site servicing, discounted government pricing, and ability to support technicians domestically and abroad. The attached solicitation requests quotes for the Snap-On master mechanic tool kits to be emailed by a specified date to the contracting officer for the Department of the Army Texas Army National Guard. This is a total small business set-aside and brand name requirement for the identified tool kits.

If needed continue on a separate piece of paper_4: This brand is currently issued through Army Sustainment contracts in Forward Repair Systems (FRS) and Shop Equipment Contact Maintenance (SECM) tool kits as well as Army contracts for Joint-General Mechanics Tool Kits. These tool kits, as well as the 60 Tool Kits previously purchased for MATES in 2018 (tools of the same brand), make standardization necessary to reduce cost in number of spare tools. This also enhances readiness by having like tool kits wherever mechanics are sent, to all our locations, so they will use identical sets, reducing time with familiarization. This is the only manufacturer who's hand tools meet or exceed American Society of Mechanical Engineers (ASME)- B107 series standards. Lifetime warranty applies to all tools, unless deemed consumable or otherwise indicated to have a specific duration. This is the only manufacturer who offers on-site warranty, repair and replacement. Customer will not be required to ship tools for warranty purposes. This is the only manufacturer who has a lifetime warranty on toolbox components such as drawer slides, casters and safety latches. This is the only company who will warranty hand tools for peeling chrome, which can cut skin and cause injuries to mechanics. Wrenches and sockets utilize patented Flank Drive feature which allows tools to engage more surface of fasteners creating more torque to be applied without stripping or rounding.
If needed continue on a separate piece of paper_5: Snap On Government rates are discounted more than 10% over non-government rates. Government pricing is competitive vs other brand name tool manufacturers (MATCO, MAC, Craftsman).
For over 100 years, Snap-on has been providing great quality. Their tools last longer and perform safer that other brands. Their on-site warranty is owner friendly and does not require any proof of purchase.
If needed continue on a separate piece of paper_6: Snap On is a competitor in the tool manufacturing industry. Some industry analysts consider MATCO, MAC, & Craftsmen in the same general category as Snap On.
Evaluated master mechanics tool sets from these manufacturers via their websites.
| If needed continue on a separate piece of paper_7: It's estimated that these tools will last 25-30 years, much longer the tools we're replacing. When it's time to purchase new master mechanics tool sets, the government will analyze the quality of the manufactured at that time to determine if any tools have been developed by other manufacturers that could meet Texas Military Department's tools requirement. | |
| If needed continue on a separate piece of paper_8: Snap On has the infrastructure to support our needs before and after sales. They have Industrial or Government specific reps to cover all our work sites. If our technicians are deployed outside Texas or the USA, support is still there. This company ships tools to combat zones and doesn't require broken pieces to be mailed back, only that they be de-milled, or destroyed. | |
