| Requesting Activity: 6th WMD-CST for (12) Thermo Fischer RadEyes |
| If needed continue on a separate piece of paper: 6th WMD-CST is requesting the purchase of (12) Thermo Fischer RadEyes. |
| If needed continue on a separate piece of paper_2: Pocket–sized spectroscopic personal radiation detector (PRD) with neutron detection: CLYC detector, gamma & neutron detection, nuclide identification and energy compensated dose rate calculation. Each PRD will have a holster and be powered by removable batteries. A software package to include desktop holder, connection cables, and appropriate software is to be included. Each PRD will come with a 5 year extended warranty and annual calibration. Annual calibration will include visual inspection, cleaning, preliminary testing, consumable replacement, a certificate of calibration, and return shipping. |
Extended Warranty should extend the factory parts and labor beyond the standard warranty period for an additional 5 years. Extended warranty should be unlimited in the amount of parts, labor, and technical support provided. Individual holsters for each device.
If needed continue on a separate piece of paper_3: The statutory authority permitting the brand name description of supplies is Far 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements”.
This brand name description will be procured in reference to FAR 6.302-1(c) "Application for brand name description."
| If needed continue on a separate piece of paper_4: The 6th WMD-CST is submitting this request in order to make a life cycle replacement for Thermo Scientific instruments currently on hand. An order was placed in FY18 for 22 radeyes, was awarded, and in FY19 it was discovered the option to cross fiscal years was omitted and only 10 were procured. This current contract request is intended to procure the remaining 12 devices. This will ensure equipment which WMD-hazmat responders are issued are interchangeable and that readings are consistent across a response, especially to radiological or nuclear materials. Due to instrument specifications including ruggedness, decon-ability, concealment, detection sensitivity, and other factors, this exact device is issued to Texas State Troopers, Department of State Health Services personnel, and other state and federal responders responsible for radiological protection and early detection. It is essential that WMD-CST personnel are equipped with the same technology as our response counterparts - it enables us to train alongside them and integrate seamlessly during a response to unknown hazards. | |
| If needed continue on a separate piece of paper_5: Past performance by Laurus Systems validates their ability to provide competitive pricing, proven quality, and timely delivery of purchased items. Service of warranted equipment has been exceptional. | |
| If needed continue on a separate piece of paper_6: Market research included quotes from Thermo Scientific and Laurus Systems, which won the bid in FY18 and executed the contract. Prices between the two distributors were comparable. | |
| If needed continue on a separate piece of paper_7: This name-brand requirement should stay in place due to standardization and compatibility issues which arise. | |
| If needed continue on a separate piece of paper_8: Thermo Scientific devices are used ubiquitously throughout the CST program and increase interoperability beyond the state level to the national level. | |
