1. CONTRACTOR RESPONSIBILITIES: Work consists of furnishing all labor, equipment, and materials necessary to perform all work listed in this SOW. The Contractor shall submit to the Base Civil Engineer (BCE), for approval, all catalog cuts, drawings, or brochures of any materials to be used on this project.
These submittals must be submitted within ten days of the Notice to Proceed. It is the contractor’s responsibility to ensure compliance with requirements briefed at the Pre-Construction meeting (i.e.
Environmental, Safety, Fire Department, Security, etc.).
2. PROJECT DESCRIPTION: Provide all labor, material, and equipment to install the required power equipment and foundation to support the arrival of a Relocatable Simulation Shelter (RSS). The equipment manufacturer requires the pre-site installation of a 220Kva or higher, pad mounted transformer and disconnect equipment for three 200 amp, 208V, three phase services, prior to RSS equipment arriving.
Furthermore, this project will also include the construction of the foundation for a three-legged steel lattice 117ft telecommunications tower and a single story precast concrete modular equipment shelter.
A. RSS Site A1 Site preparation:
a. Remove existing 12kv, 3 phase, 112.5Kva pad mount transformer and concrete pad.
b. Remove existing 15kva from UG conduit between HV sectionalizer switch and existing 112.5KVa pad mounted transformer.
c. Preserve existing underground conduit for use with new pad mounted
d. Excavate to a depth sufficient to install:
i. Sub-base: 6 in of DGA compacted by mechanical means
A2 Electrical requirements:
a. Install 12kv, 120/208, 3 phase, 300Kva pad mounted transformer and concrete pad. (separate from
RSS pad) in same location of previous transformer.
i. Concrete pad designed is based on new transformer’s specifications
ii. Pad grade to be equal to or 3” above adjacent pads and/or curbing
iii. Transformer shall be a dead front design.
b. Install new 15kv cables between oil filled HV sectionalizer switch and new transformer via existing conduit system.
i. Conduits entering transformer pad are to be stubbed a minimum of 2in above pad.
c. Install Electrical/Utility Rack, concrete RSS pad (see below) and underground conduit for required disconnect equipment, approximately 40ft from new pad mounted transformer. Final utility rack location will be marked by 177CES Engineering personnel
i. Electrical/Utility Rack shall not exceed 1ft 6in x 6ft 6in. See figure 2 for reference.
ii. UG conduit shall be PVC schedule 40.
a. Conduit exposed to physical damage shall be PVC schedule 80, RMC, or IMC conduit As per NEC article 352.1(G)
b. Contractor to install feeder cable from new transformer to the electrical/utility rack.
Cabling type, sizing, and installation shall be in accordance with NFPA 70.
iii. Underground conduit shall be identified with metallic warning ribbon at least 12in above UG installation. As per NEC Article 300.5(D) (3)
iv. Ground rods shall be copper clad sleet and not less than 5/8in in diameter and 8ft in length.
v. Rack Material shall be gold galvanized (GoldGalv) or equivalent.
a. Electroplated with minimum 0.5 mils of zinc.
b. Electroplated parts shall be per ASTM B633 specifications and shall meet or exceed
900 hrs of the ASTM B117 salt spray test.
vi. Location will be determined during site visit. See Attachment #1 – Concrete Layout for dimensional information

d. Install the following equipment on support rack:
-600 amp, 120/208V three phase, 4 pole disconnect switch. Equipment to be service rated.
-Three 200 amp, 120/208V, 3 phase, 4 pole disconnect switches.
-Each 200 amp disconnect will include an Amphenol pin and sleeve connector (#MS90557C52412S, CL9055) mounted on bottom of enclosure.
e. Provide three power cord cables with matching connector for Amphenol receptacles.
-Cables shall be 30ft long, consisting of four 4/0 AWG conductors, four #4 AWG grounding wires, with an outside diameter of 2.145 in. and open end shall be pig tailed for connection to RSS service equipment panels. Cable shall be rated and designed to lie on the ground, and exposed to sunlight.
f. Grounding shall be in accordance with 2014 NEC, Article 250 Grounding and Bonding.
g. Installed equipment and hardware shall be rated for outdoor use.
A3 Testing:
a. Service equipment shall be tested for proper voltages at the pig tails of the power cables. Voltage drops shall not exceed 3% of voltage present at pad mounted transformer.
b. Grounding shall be tested in accordance with AFI32-1065, with resistance no higher than
25Ohms. Test results shall be recorded and turned into government for our records.
A4 RSS - Concrete Pad:
a. Pour a concrete slab in accordance with the following requirements:
i. Size 45ft x 75ft 4in
ii. Compression strength: ≥ 4,000 psi
iii. Thickness: ≥ 6 in
iv. Finish: trowel with a fine broom
v. Relief cuts: 9ft x 9ft pattern, ¼ in wide x 1 ¾ in deep, filled with silicon joint sealant.
vi. Wire Mesh: installed 3 inches from the bottom
vii. Air content of 5 to 7%
viii. Slump 2 inches +/- 1”
b. Place two concrete beams in accordance with the following requirements
i. Thickness: ≥ 10in
ii. Width: ≥ 21 in
iii. Compression strength: ≥ 4,000 psi
iv. 2 runs of #4 Rebar installed 4 inches from the bottom and 3 inches in from each side supported by metal chairs.
v. Finish: trowel with a fine broom
vi. Concrete slab slope should not exceed 1/8 in drop over a 12 in run.

c. Grading: 15in away from concrete pad and 1in dressed
A5 Site Conditions
a. Contractor must perform any grading and topsoil repairs necessary to create a uniform finish grade.
b. Concrete may be mixed on site by mechanical means
i. Concrete shall NOT be hand mixed
A6 Communications Requirements:
a. See attachment 7 –Comm Requirements for locations
b. Run 2 4” PVC conduits from ANG Manhole 3 to the electrical utility rack.
B. Telecommunication Tower
B1 Site Preparation
a. Excavate portion of grassy area east of Bldg 239A and pour concrete supports for new radio tower and equipment shelter. See attachment #2 – Tower site overview for location.
i. The in-place subgrade includes layers of sandy soil with a significant content of fine-grained soil (silt/clay) that is currently in a stable condition.
ii. It is recommended that earthwork operations to excavate and prepare the in-place subgrade for foundation construction be performed during dry and favorable weather conditions and that adequate surface water run-off controls be established.
iii. If these excavations will be open for more than one day, a two inch mud slab (concrete) is recommended to protect the exposed subgrade.
b. Any existing utilities within the tower and shelter foundation footprint will be removed, relocated, or abandoned (grouted)
c. Site will be required to return to leveled/graded conditions.
i. Ensure area has been appropriately compacted.
B2 Three – Pier and Pad Foundations
a. See Attachment #3 – Tower Shelter layout for installation dimensions
b. See Attachment #5 – Tower foundation for foundation details and specifications.
c. Anchor bolts will be Government Furnished Contractor Installed. These bolts will be set in the concrete and an anchor bolt template will be provided to align the anchor bolts in the correct position.
B3 Foundation for Concrete Modular Structure
a. Size: 16ft x 10ft
b. See attachment #3 – Tower Shelter layout for installation dimensions
c. See attachment #6 – Shelter Foundation details for specifications
d. Finished grade will be consistent with the existing grades.
e. The slab on grade perimeter finished grades should slope away from the concrete slab-on-grade and a perimeter turned down slab at least 3ft below the finished grades should be used to prevent frost heave otherwise frost heave may occur.
f. Install 6 – 4” schedule 40 conduits stubs entering the ground (refer to Attachment #3 for location) on the west side of the shelter with 90 degree RGA sweeps pointed towards Bldg 239.
i. Conduits should be capped in the ground (the conduit paths will be extended in a follow-on project.
B4 Ground Ring
a. A ground ring it to be installed encircling the tower and shelter with ground test wells.
i. See attachment #4 for location and distances.
b. Install ground rod at designated locations.

4. TRASH DISPOSAL: It is the Contractor’s responsibility to dispose of all trash and debris incurred during project construction, off base at an authorized disposal site in accordance with local, state and federal requirements.
5. WORK WEEK AND HOURS OF OPERATION: BCE workweek is Monday through Friday, 0700 to
1530. The Contractor must make arrangements in advance to work outside of normal duty hours.
6. RESTRICTED AREAS: There are numerous areas that are restricted and access to these areas must be coordinated through the BCE Office. The Contractor shall coordinate, three days in advance, for arrangements required to work in these areas. Contactors working in restricted areas shall be required to provide the BCE with a list of names and social security numbers for all personnel expected to work in these areas.
7. MEASUREMENT VERIFICATION: It shall be the Contractors responsibility to verify all measurements, sketches, and descriptions of work for the project.
8. PROJECT DURATION: Duration of this project is 90 Calendar days after Contractor's receipt of the Notice to Proceed. The completion time includes inspections and final cleanup of the premises.
9. ENVIROMENTAL IMPACT: Under NO CIRCUMSTANCES shall any waste materials, cleaning fluids, solvents, paints, etc. be poured into the base storm drains, sewer/septic systems, or discharged onto the ground. Contractor shall adhere to all Federal, State and Local Regulations. All materials on the job will be accompanied by a MSDS (Material Safety Data Sheet). All containers shall be marked clearly and legibly as to the contents inside. All containers shall have lids firmly affixed. All collections of waste will be disposed of properly following IAW State and Federal Regulations to include proper manifesting. Provide the Base Engineer with quantities of recyclable materials discarded such as metals, concrete, etc.
10. SAFETY REQUIREMENTS: The Contractor shall abide by all State, Local, and OSHA safety requirements relevant to the items described in this SOW. If the Contractor is found to be in violation of any applicable safety regulations on the job site, the Government representative shall stop all work until the unsafe practice has been ceased and corrected.
11. ANTITERRORISM/OPERATIONS SECURITY REQUIREMENTS: The contractor shall
1. Access and General Protection/Security Policy and Procedures: This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
2. AT Level 1 Training: This standard language is for contractor employees with an area of performance within a Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. AT level I Awareness Training is available through ADLS by completing the Force Protection CBT.
12. FINAL ACCEPTANCE / COMPLETION OF PROJECT: When the job is completed, the Contractor must notify the BCE and make arrangements for a final inspection.
1. The project WILL NOT be accepted by the Government until:
The Government has received and reviewed all manufactures & installers warranty paperwork.
The site is returned to original or better condition according to applicable codes and standards.
2. CMRA: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract at the secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2018. Contractors may direct questions to the help desk at http://www.ecmra.mil.

A11 Site Conditions
a. Contractor must perform any grading and topsoil repairs necessary to create a uniform finish grade.

B5 Site Preparation
a. Excavate portion of grassy area east of Bldg 239A and pour concrete supports for new radio tower and equipment shelter. See attachment #2 – Tower site overview for location.
i. The in-place subgrade includes layers of sandy soil with a significant content of fine-grained soil (silt/clay) that is currently in a stable condition.
ii. It is recommended that earthwork operations to excavate and prepare the in-place subgrade for foundation construction be performed during dry and favorable weather conditions and that adequate surface water run-off controls be established.
iii. If these excavations will be open for more than one day, a two inch mud slab (concrete) is recommended to protect the exposed subgrade.
b. Any existing utilities within the tower and shelter foundation footprint will be removed, relocated, or abandoned (grouted)
c. Site will be required to return to leveled/graded conditions.
i. Ensure area has been appropriately compacted.
B6 Three – Pier and Pad Foundations
a. See Attachment #3 – Tower Shelter layout for installation dimensions
b. See Attachment #5 – Tower foundation for foundation details and specifications.
c. Anchor bolts will be Government Furnished Contractor Installed. These bolts will be set in the concrete and an anchor bolt template will be provided to align the anchor bolts in the correct position.
B7 Foundation for Concrete Modular Structure
a. Size: 16ft x 10ft
b. See attachment #3 – Tower Shelter layout for installation dimensions
c. See attachment #6 – Shelter Foundation details for specifications
d. Finished grade will be consistent with the existing grades.
e. The slab on grade perimeter finished grades should slope away from the concrete slab-on-grade and a perimeter turned down slab at least 3ft below the finished grades should be used to prevent frost heave otherwise frost heave may occur.
f. Install 6 – 4” schedule 40 conduits stubs entering the ground (refer to Attachment #3 for location) on the west side of the shelter with 90 degree RGA sweeps pointed towards Bldg 239.
i. Conduits should be capped in the ground (the conduit paths will be extended in a follow-on project.
B8 Ground Ring
a. A ground ring it to be installed encircling the tower and shelter with ground test wells.
i. See attachment #4 for location and distances.
b. Install ground rod at designated locations.

16. TRASH DISPOSAL: It is the Contractor’s responsibility to dispose of all trash and debris incurred during project construction, off base at an authorized disposal site in accordance with local, state and federal requirements.
17. WORK WEEK AND HOURS OF OPERATION: BCE workweek is Monday through Friday, 0700 to
1530. The Contractor must make arrangements in advance to work outside of normal duty hours.
18. RESTRICTED AREAS: There are numerous areas that are restricted and access to these areas must be coordinated through the BCE Office. The Contractor shall coordinate, three days in advance, for arrangements required to work in these areas. Contactors working in restricted areas shall be required to provide the BCE with a list of names and social security numbers for all personnel expected to work in these areas.
19. MEASUREMENT VERIFICATION: It shall be the Contractors responsibility to verify all measurements, sketches, and descriptions of work for the project.
20. PROJECT DURATION: Duration of this project is 90 Calendar days after Contractor's receipt of the Notice to Proceed. The completion time includes inspections and final cleanup of the premises.
21. ENVIROMENTAL IMPACT: Under NO CIRCUMSTANCES shall any waste materials, cleaning fluids, solvents, paints, etc. be poured into the base storm drains, sewer/septic systems, or discharged onto the ground. Contractor shall adhere to all Federal, State and Local Regulations. All materials on the job will be accompanied by a MSDS (Material Safety Data Sheet). All containers shall be marked clearly and legibly as to the contents inside. All containers shall have lids firmly affixed. All collections of waste will be disposed of properly following IAW State and Federal Regulations to include proper manifesting. Provide the Base Engineer with quantities of recyclable materials discarded such as metals, concrete, etc.
22. SAFETY REQUIREMENTS: The Contractor shall abide by all State, Local, and OSHA safety requirements relevant to the items described in this SOW. If the Contractor is found to be in violation of any applicable safety regulations on the job site, the Government representative shall stop all work until the unsafe practice has been ceased and corrected.
23. ANTITERRORISM/OPERATIONS SECURITY REQUIREMENTS: The contractor shall
1. Access and General Protection/Security Policy and Procedures: This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
2. AT Level 1 Training: This standard language is for contractor employees with an area of performance within a Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. AT level I Awareness Training is available through ADLS by completing the Force Protection CBT.
24. FINAL ACCEPTANCE / COMPLETION OF PROJECT: When the job is completed, the Contractor must notify the BCE and make arrangements for a final inspection.
1. The project WILL NOT be accepted by the Government until:
The Government has received and reviewed all manufactures & installers warranty paperwork.
The site is returned to original or better condition according to applicable codes and standards.
2. CMRA: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract at the secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2018. Contractors may direct questions to the help desk at http://www.ecmra.mil.
