RFQ W912K6-21-Q-0022 Q&A

Q. Would like to know the approximate number of patients that you anticipate will need testing annually?

A. The approximate number, at this time, is 173. However, the total number will change annually depending on missions, new hires and retirees. It should also be said that not everyone will be receiving the same testing requirements annually; the requirements will depend on their hazard exposure and job code all of which is written in the PWS.

Q. The combined synopsis/solicitation notice on Caution-www.beta.gov < Caution-http://www.beta.gov > states, “Total Small Business Set-Aside (FAR 19.5).” However, the combined synopsis/solicitation, Page 3, states, “The RFQ is being conducted as a total 8(a) small business set aside.” Please provide clarification if solicitation is set aside for 8(a) only.

A. This is a typo error – this is only a small business set aside.

Q. The RFQ indicates the NAICS is 621399 – Other Management Consulting Services; however, NAICS 621399 is Offices of All Other Miscellaneous Health Practitioners. Please clarify the NAICS for this requirement.

A. This is the correct NAICS code.

Q. According to the RFQ, the Government is seeking “Board Certified Medical Practitioner” who will perform “exams that may include, but not limited to spirometry, audiogram, urinalysis, chest x-ray, vision screening, laboratory studies (CBC, CMP, Heavy Metals), medical history, physical examination, respiratory clearance, and fit testing.” Could the Government clarify if they are seeking multiple positions to cover the multiple clinics or just one position who will travel to the multiple clinics?

A. We are seeking a healthcare team appropriately licensed, trained, boarded and certified to perform medical surveillance screening and testing who will operate under the supervision and direction of a board certified occupational health provider (BCOHP) provided by the contractor (see paragraph 1.7.17. in the PWS). The healthcare team, to include a BCOHP, are expected to be on site at each location to perform exam requirements specified within the PWS.

Q. Are there any specific qualifications/accreditations need for the Board Certified Medical Practitioner? For instance, may the Board Certified Medical Practitioner be a physician assistant or nurse practitioner?

A. The medical provider should be board certified or board eligible in either internal medicine or family practice, or any subspecialty thereof. In lieu of either board certification or eligibility, the medical provider should have at least three years of full time clinical experience in adult primary care.
