Q1. In the pricing table there is only one CLIN shown for the base year. Is the intent to have one CLIN to cover both the Physician and the PA?

A1. The CLIN shown is an example – for different costs, such as Physician versus PA, a second CLIN would be used to differentiate.

Q2. The solicitation shows that the Dentist and Physician have a term of service for 1 year and the Records Specialist is for 1 base year and 1 option year, but the PWS for each reflects something different. Which is correct?

A2. The time identified in the solicitation is correct. The PWS for each has also been updated to reflect the correction.

Q3. Will this contract be covered by the Service Contract Act?

A11. Resumes would be helpful, include at least three for the position for which a proposal is being submitted.

Q12. Will the physician and physician assistant/nurse practitioner’s days overlap or are they expected to work separate days (for example, the physician works a specific day and the physician assistant/nurse practitioner work the other three days?

A12. The physician will work one day and the physician assistant will work the remaining three days. There will be no overlap.

Q13. Will any of these locations be more than 50 miles from the primary location and if so, will there be a travel CLIN provided?

A13. There is no travel between locations. The two locations are noted in the PWS.

Q14. This reads differently than the requirement in section 1.4.4. with regards to the number of scheduled hours each week. In section 1.4.4., it is interpreted as 2 FTEs with a physician working 8 hours a week and a physician assistant/nurse practitioner working 24 hours a week. Is the requirement for full time equivalents or part-time as indicated in 1.4.4?

A14. The contract requirement is for 32 hours a week; 8 hours of physician coverage and 24 hours of physician assistant coverage.

Q15. Please clarify the requirement. Are you in need of a PA/NP with LCSW certification?

A15. No. That was an error. LCSW is not required. The requirement is for a physician and a physician assistant.

Q16. Does the Government require candidates to have active security clearances at the time of proposal?

A16. No. A security clearance is required prior to the contract start date.

A17. The PWS outlines the required security clearance level.

Q18. Page 7 the dental solicitation notes the table for the contractor to fill in their rate(s) for services. Should our offer be based on 1,664 hours?

A19. No.

Q20. What time Is the quote due 11 March 2021?

A20. 10AM EST.

Q21. Are any other submission documents required other than the quote table?

A21. No.

Q22. Page 7 the Records technician solicitation notes the table for the contractor to fill in their rate(s) for services. Should our offer be based on 1,920 hours?

A22. The contract requires two records technicians each working 1,920 hours a year.

A29. The MDARNG State Surgeons Office has a credentialing POC/office.

Q30. 5.1.8 verbiage seems like the dentist would be case managing dental cases. Would that be the case?

A30. No. Dentist examine teeth and document findings.

Q31. 2.1.13 states contracted employees will not exceed 1960 per year, but the answers posted state 1664 Hours. Can you confirm which amount of hours we should base our work on?

A31. Both are correct. Contractors when full time will not exceed 1960 hours a week. In this particular contract base your work on 1664 hours of dental services.

Q32. 1.4.4 states “double coverage at any one time or period” Does that mean the government would require 2 dentists at times? If so, historically, how often is a 2nd dentist needed per year?

A32. The contract is based on 32 hours of service a week. Occasionally (2-3x a year) due to an unscheduled increase in work load we may require two dentists to cover a particular day.

Q33. How many patients will be seen and scheduled per day?

A33. On average 10-20.

Q34. Considering that the 2 assigned facilities are about 1 hour apart, does the dentist work 2 days in a row at Reisterstown and then 2 days in a row at Edgewood?
