Some of the following IDS equipment/infrastructure may already be installed; to include but not limited to Passive Infrared Sensors (PIRS), Remote Area Data Collector (RADC) Alarm Panel, Balanced Magnetic Switches (BMS) for the doors, electronic access control portals (to include new lock requirements and key pads) and any other required equipment to provide a complete and usable IDS for the BATS Facility. Contractor shall install white noise generators on the primary entrance, the emergency exit and equipment doors/panel as required. Contractor shall also conduct a site survey to determine what existing equipment can be used, and remove the Intercom/Phone inside the primary entrance; and install one CCTV camera outside the ECP for security office monitoring. All IDS equipment shall meet UL 2050 and comply with an Extent 3 installation as referenced in UL 2050. All ICIDS IV equipment must meet Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, version 1.3, IC Tech Spec- for ICD/ICS 705. All ICIDS IV equipment and programming must be installed and completed by an ICIDS certified integrator. All IDS/ACS system equipment and sensors shall have 3 hours of uninterruptible backup power; this may be provided by batteries, uninterruptible power supply (UPS) or any combination thereof. All IDS/ACS work shall be compatible with the existing ICIDS IV system currently installed on Joint Base Lewis-McChord (JBLM) alarmed facilities. See Attachments #1, 2 and 3 for further detail, equipment lists and clarification.
a. BATS Special Access Program Facility (SAPF):
(1) Intrusion Detection & Access Control Requirements:
(a) Provide and install one Remote Status Monitor (RSM) workstation and all associated software and hardware.
(b) Provide and install ceiling mounted Passive Infrared Sensors (PIRS) within the SAPF as shown on Attachment #1. These shall be mounted in a location to ensure adequate field of view for the infrared sensor. Junction boxes for IDS equipment are located throughout the building and connected with conduit to a main panel. Contractor can use these existing raceways and/or connect to them to change locations. Wiring is still required. The facility is an open structure with a 15 ft ceiling height and two 9 foot tall internal partitions.
(c) Provide and install Balanced Magnetic Switches (BMS) on SAPF entry/exit doors as shown on Attachment #1.
(d) Provide and install a Remote Area Data Collector (RADC) alarm panel as required and where identified by user or where feasible.
(e) Provide and install Electronic Access Control via Combination Lock, Single Motion Egress RIM Device, and Controlled Remote Key Pad with card reader at the SAPF primary entry point.
(1) Contractor shall integrate existing or install new Electronic Access Control Key Pad with card readers at both vestibule entry doors.
(f) Contractor shall connect all SAPF IDS equipment/sensors to the appropriate telecommunications switch.
(1) All wiring shall be routed within the BATS SAPF area and shall be encased in EMT conduit. All conduit shall be surface mount. Set screw connections are not allowed.
(2) The facility is supplied with conduit and junction boxes that run from a central security panel in the NW corner of the building to locations along the inside eaves. These junction boxes can be used as is or extended from as necessary for proper device placement
(2) Contractor shall submit shop drawings complete with component type, cut-sheets, and locations for review and approval by BATS engineering and Program Management Staffs prior to installation for all IDS/ACS equipment.
b. Intrusion Detection/Access Control Component Characteristics:
(a) The BMS shall meet or exceed the characteristics of Magnasphere UL 634 Level 2 High Security Contacts (Surface Mount). All BMS equipment shall be dual throw.
(b) The PIRS shall meet or exceed the characteristics of the GE Mirror Optic PIR 360° Dual Ceiling Mount
(c) The Remote Area Data Collector shall meet or exceed the DAQ multi-function RADC and shall be compatible with the existing ICIDS IV systems on JBLM.
(d) Combination Locks shall meet the FF-L-2740B spec. Such as the Kaba Mas X010 or similar.
(e) The Single Motion Egress RIM Devices shall meet or exceed the Lockmaster LKM7003 series; it must be compatible with a combination lock meeting FF-L-2740B, compatible with the electronic access control, and come equipped with Key Override in case of power failure.
(1) Contractor shall ensure all access control devices and hardwire are compatible with NFPA 101 and installed so that they are in compliance with NFPA 101.
(f) The Controlled Remote Keypad with card reader shall meet or exceed the HID Global, Model RK40 or RPK40 models.
c. Contractor shall provide and install one rotating blue dome warning light located along the wall or ceiling for use by occupants when non-indoctrinated personnel enter the SAPF. Contractor shall connect this light to a push button inside the SAPF near the main entry door. Exact location of the light shall be specified by the occupant on site.
d. Testing of the IDS/ACS equipment:
(g) Prior to acceptance testing of the work the following shall be supplied to the Government at least 7 working days prior to the scheduled test:
(h) Contractor verification test results indicating that all points received alarm detection as designed and that detection is received at the front end within 5 seconds of detection.
(i) 100% installation drawings
(j) Letter from the security contract indicating 72 hours of account monitoring resulted in zero power or communications deficiencies or anomalies.
(k) All items noted on the O&M requirements
1.1.2. Contractor shall connect all newly installed IDS, ACS equipment, and communication drops to the Building Switch in the nearby Communications room (See Attachment #2). Contractor shall ensure all cabling leaving the BATS Area penetrates the perimeter of this area at a single opening.
(1) Contractor shall run cabling from location of ICIDS IV equipment to the patch panel along the southern wall of the BATS. This patch panel connects to the main Communications room in Bldg 852.
